Young, P.E., P.L.S. a Civil Engineer& Land Surveyor o IIII IIII � 11-Dec-06 Mason County Planning Department Subject: Flood Elevation Calculations for Art Tozier Flood Protection Plan Dear Planner: Art Tozier is the owner of property in the Skokomish Valley, located in the southeast quadrant of the intersection of the West Bougault Road and the Skokomish Valley Road. Mr.Tozier is attempting to protect his home from flood damage by importing fill. The County has stated that they can issue Mr. Tozier a Land Modification Permit if he is able to satisfy the counties criteria. The criteria is paraphrased as such, 'The fill must have no impact on the nearest insurable structure or his property line,whichever comes first." No impact has been defined as 0.0499 feet rise in water elev. for a i 00-year 24-hour storm event. The County's Skokomish River Comprehensive Flood Hazard Management Plan, KCM, Inc., Feb. 1997, and the Walker&Asso. Digital terrain maps have been used as a reference. Cross section 32 shown on figure 6-2b, Volume 1, of the Flood Hazard Plan. At the 100-year flood event the calculated flood elevation is 33.43'. The 100-year flow rate is 34,910 cfs. Cross section 32 is approximately 4,693 feet long and has an end area of 19,646 sq. ft.. Assuming that the 100-year flood event produced a flood cross section at cross section 32 with a constant, uniform flow and a flood elev. of 33.43 feet, Mr.Tozier's proposed plan could reduce the cross sectional area of 19,646 sq.ft. by 234.18 sq.ft., and be in compliance. Length of cross section= 4693 X the allowable rise 0.0499 Total cross section area in sq. ft. 234,1807 1 of 3 2 of 3 If Mr. Tozier is allowed to complete his flood protection plan, his home will be 6' above the 100-year flood elevation. The proposed fill which is included as part of this Permit Application will have a cross sectional area of less than 200 sq. ft. During a 100-year storm event, it is expected that the storm water will cross the Skokomish Valley Road south of the intersection with the West Bourgault Road and head directly for the Tozier improvement. The flood waters will split and flow around the improvement and join on the east side of his fill. As the water splits, it in effect'turns a comer. The calculated increase in water elevation caused by the water turning the corner is next to be analyzed. For a more accurate and reasonable review, the flood way has been reduced to a cross section being 160'wide, that puts the Tozier fill in the middle of the section. Vertical sides and a top elev. of 33.43 ft. The following tabulation is to determine the distance from the fill to where the flood water would return to the original elevation of 33.43. If the calculated distance is shorter than the distance to the County Road right of way, then the fill can be approved because there would be no negligible impacts to abutting properties. This investigation was conducted to determine the rock sliding resistance,overturning resistance and bearing capacity of the retaining wall system. Information was gathered at thirteen locations along the rock retaining wall. The three attached documents provide a review analysis to each of the thirteen locations. Based on the investigation and the resulting engineered analysis the rock wall configuration is stable and well within safety factors accepted by the engineering profession.
