Replace in the same footprint a 10-inch creosote pile with a 10-inch steel pile. Existing Use (identify current use of property with exist improvements): There is a one-and-a half-story,2,023 sq ft residence near the southern end of the parcel with a 640 sq ft.detached garage to the north,both built in 1946 according to Mason County records.A failing concrete bulkhead(and its concrete stairs)was replaced with a pre-cast concrete wall with inset stairs at the end of 2022.A marine rail was connected to the northern portion of the bulkhead, but was disconnected due to the bulkhead replacement work.The rail had been in use up until it was disconnected.It was supported by wooden stanchions.The rail measures 4 x120 (100 overwater)and is proposed to be replaced in the same footprint.There is a 10-inch creosote pile on the southern portion of the site,over 100 from the bulkhead,that is proposed for replacement as well Reason for requesting development: The marine rail is nearing the end of its useful life and needs to be replaced for safety reasons. The location of proposed utilities, such as sewer, septic tanks and drain fields, water, gas and electricity; vii.The location, source, composition, and volume of fill material; viii. Briefly describe the vegetation and habitat conditions on the property. hei A low tide habitat survey was completed on June 5, 2023 from 1:15 to 2:15pm by MSA biologist, Kimberly McClurg. The weather was sunny with a strong wind. The OHWM/MHHW water line was observed to be on the face of the bulkhead. Across most of the site was cobble and oyster shell with a sand base; finer grained sediment was found along the toe of the bulkhead. No submerged aquatic vegetation (SAV) was noted on the beach until approximately 90-100 ft from the bulkhead toe where drift Ulva and various red macroalgae species were noted to be washing up at the water's edge. No attached eelgrass or kelp was observed within 25 ft of the rail or pile to be replaced. wt ` s r 5m. For the replacement of the creosote pile, a barge will be used and removal/installation will occur via a vibratory pile driver. The replacement pile will be 10-inch steel. During the pile replacement work, the barge will access the site during high tide to prevent it from grounding out and generating turbidity. Any turbidity associated with pile removal/installation is usually localized and brief. The contractor will visually observe the water's surface for visible plumes and implement the appropriate BMPs if necessary to rectify any turbidity issues that may arise.
