Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 2/9/2006 1 of 3 SP12005-00373 Site Inspection 2/9/2006 Case No.: SP12005-00373 Comments: Pre-inspection for John Tylczak made on Dec. 29, 2005: The purpose of the pre-inspection was to evaluate issues related to the construction of a single family residence on two parcels located along Hood Canal above State Route 106 and 2 miles east of Union [parcel 1 is 32235-32-00100; parcel 2 is 32235-33-00000]. Each parcel is well vegetated with mature evergreen and deciduous trees and shrubs. On parcel 1, the level central area is at the highest contour of the property, with the northern portion sloping steeply downhill as 25 to 35 high bluffs above the state highway and Hood Canal shoreline more than 100 feet away, and with the 10 percent slope in the east portion heading to a shallow drainage that conveys runoff eastward to the shoreline northeast of this parcel. On Parcel 2, most of the lot has some 60 to 80 percent slopes that create a shallow drainage with the 10 percent slope and, in the east portion, conveys runoff eastward to the shoreline northeast of this parcel. Geologic Study / Landslide hazards: The steeper slopes observed as bluffs are along the north on Parcel 1 and through much of Parcel 2, generally exceed a 60 percent profile and are above the state highway. Due to possible instabilities of such banks near the bluffs that are adjacent to or within 300 feet of a proposed building site, a Geotechnical Report is needed for any proposed construction within 300-feet of these natural slopes. The Geotechnical Report format is contained in Mason County Resource Ordinance section 17.01.100 E.S. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the proposed site construction will cause no significant environmental impact. This study must accompany any development permit and should be based upon the footprint area where structures are proposed. See the enclosed Resource Ordinance information. The zone designation for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback from the road easement, and 20 foot side and rear yard lot line setbacks. These setbacks are measured from structures or projections that are 30 inches above grade, such as roof overhangs, stairs, balconies, decks, heat pumps etc. Shoreline / stream setbacks: The shoreline management area (200 feet from the saltwater high water mark) ends in the northern portion of Parcel 1; and no typed stream was observed on this property. Parcel 2 has category III wetlands existing in the 2/9/2006 2 of 3 SP12005-00373 Site Inspection 2/9/2006 Case No.: SP12005-00373 shallow drainage; the associated critical area development standards of 50-foot vegetation buffer (measured from the edge of wetland itself) and 15-foot building setback are required for any development proposal review. General process: Future site development must include a site plan, showing all setbacks from property lines, slopes and other improvements; this plan will be needed for building permit application submittal (project geotechnical engineer, or geologist would normally prepare this). The applicant is encouraged to retain the existing vegetation on the sides of the property along the top of the slope and the ravine in order to increase stability of the banks and maintain the physical distance between the slope and ravine and the improvements constructed on this property.
