A new geotechnical report prepared to address stability issues associated with the addition of a
covered deck to the Barry Morris single family residence located at E 40 Merrimont Road,
Union,has been received and reviewed by Public Works.
The report appears to adequately address stability issues associated with the subject property.
Acceptance of the report is recommended conditioned on incorporating the engineer's
recommendations intro the site's development.

Subject: Geotechnical Report on the referenced property.
Dear Mr. Morris:
You contacted me by phone and asked me to do a Geotechnical Report on your lot
located at E. 41 Merrimont road. We met on 5-21-2004 at your property and walked over
your lot. We discussed where your 12 by 16 foot covered deck would be built against an
existing house. I took some photographs.
This 12 by 16 foot covered deck addition to an existing house is for the purposes of
providing access from a bedroom to an existing exterior hot tub (for therapeutic
massage). This project is for a handicapped man who is leaving a VA hospital in the near
future.
The deck support post footings will be on Alderwood Series soil with a supporting down
load capacity in excess of 2000 lbs/sq.ft. This project is above and to the South of an
existing old slide area, which has been stabilized about 7 years ago with Gabian Rock
cages. This old slide is about 120 feet from the proposed deck. Between this deck
project and the old stabilized slide is a house uphill about 35 feet and an asphalt
driveway about 25 feet and an upslope to another uphill driveway about 60 feet and
thence to the location of the proposed deck. This old slide is void of vegetation with fill
rocks exposed to eliminate erosion. On each side and above of the old slide the
vegetation is lush with the mature trees growing vertical and the understory is composed
of lush native plants and shrubs. The cause of this old slide has been remedied with
drainage pipes to the Hood Canal.

Mason County probably designated this locality as a"Landslide Hazardous Area"
according to the Maps of Smith and Carlson(1977) even before the advent of this more
recent slide. However; I observed no new slides in the immediate area up the slope to
the deck project. This deck addition, in my opinion,will not aggravate or cause additional
slides. This deck project is not a hazard to the surrounding area. The water table would
be many feet below this building site due to the terrain.
These Alderwood Series soils consist of boulders, rocks, gravel and sand and very little
clay. Boulders and rocks are often scattered on the surface.
According to the Mason County ordinance 17.01.100 E5 the following 10 items must be
addressed in a Geotechnical Report. Item 1 - The Alderwood Series soils consist of
brown, well drained, upland soils. They have developed from mixed gravelly glacial till
dominated by acid igneous rock. The embedded gravel is mainly granite and quartzite.
Rainfall is 45 to 60 inches a year. The native vegetation is a dense forest consisting
almost entirely of Douglas-fir and a dense understory of salal, Oregon-grape, vine maple
and huckleberry. Northeast of the Hood Canal the understory is mainly rhododendron.
Alderwood Soils occupy the extensive rolling glacial moraines, and they are dominant
soils in the Eastern part of the Mason County. The Alderwood gravelly sandy loam,
5 to 15 percent slopes, is the most extensive soil in the Alderwood series. It occupies
undulating to rolling moraines. In undisturbed areas, a I to 2 inch mat of very dark brown
acid organic material is on the surface. This grades to a thin dark grayish brown highly
organic mineral soil. The surface soil consists of friable, brown, medium acid gravelly
sandy loam 8 to 13 inches deep. It has a weak granular structure and contains numerous
rounded shot. Below the surface soil, to depths ranging from 18 to 24 inches,
is a pale-brown gravelly sandy loam that is very friable, is single grained and contains
small to moderate amounts of shot. Between these layers are cemented till(Hardpan).
This cemented till consists of light-gray, gravelly sandy loam, and it normally occurs at
depths ranging from 24 to 32 inches. It is impermeable to roots and very slowly
permeable to water. These layers of cemented till go to many feet and is uniformly
laminated and streaked with reddish brown and yellow. A thin mat of roots often lies
over the till. Item 2—A Site Plan is shown on sheet 6. Item 3 —Two penetration tests
were conducted on the proposed post footing pads as shown on sheet 12. Item 4 — Cross
sections A-A and B-B are shown on sheet 7. Item 5 -No slope stability analysis was
conducted on this property, in my opinion, it is not required because of the stability of the
surrounding ground. This property survived the effects of the earthquake of February 21,
2001 and no additional damage was observed on the old slide. Static loading on this soil
is capable of resisting down loads in excess of 20001bs/sq.ft. Item 6—I see no reason for
compacted fills and the setbacks are within county requirements. Item 7—This locality
for the addition of a larger deck has already been graded for the original house. The
shrubs which have been planted will be removed and replanted after construction.

Item 8—I recommend a silt fence on the North side of the new proposed deck. This will
keep any soil, during footing excavations, from going down hill. Item 9—This project
should not have an impact on adjacent neighbors since there are none on the West and the
house on the East in unoccupied. Item 10—The rhododendrons and other shrubs, which
were removed, will be replanted, after construction,to maintain the present landscaping
scheme. Buffer widths have been maintained. The drainage runoff from the roof may be
diverted to the existing runoff plan on the existing dwelling.

The materials submitted to Public Works for review pertaining to the proposed Barry Morris
covered deck located at 41 E Merrimont Drive,Union,have been received and reviewed by
Public Works.
Most of the information submitted for review provides information pertaining to the slide repair
work performed in 1997. The only information provided for this specific activity is the letter
from the engineer retained by Mr. Morris, which states his opinion that"the new imposed loads
do not impact the stability of the hill."
The engineer's opinion is one of many elements required in a geotechnical report conforming to
Mason County's geotechnical reporting requirements. Aside from the engineer's opinion,no
information specific to the current proposed construction has been received, and the report
should not be considered complete or acceptable.
Please direct the applicant to instruct his engineer or engineering geologist to compile the
information required in Mason County's Landslide Hazard Area Section of the County's
Resource Ordinance for review.
In summary,the geotechnical report submitted for review should not be considered complete,
and the project should not be permitted until a complete geotechnical report conforming to
Mason County requirements has been received,reviewed, and possible conditions or restrictions
identified.

RE: Stability of the existing gabion retaining wall and associated back slope.
Dear Mrs. Heckman:
Following the land slide in March of 1997,you and your husband employed our firm to provide
a repair. Many options were explored that would provide the most economical and effective
repair. The gabion retaining wall structure has been used around the world for many years and
has been proven to be a very effective and have a long life span. The wall and associated
backf ill with the extensive drainage system is, in our opinion, more stable than the associated
hill sides along SR 106.
It is my opinion that the method that was chosen to repair this land slide will be stable for many
years in the future.
