(360) 427-9670, ext. 450. The building permit will not be"finaled" until the permit holder can show proof that the access permit from Public Works has

6) SHEAR WALL INSPECTION
A separate inspection in addition to the inspections required in IBC, Section 109 shall be required in accordance with the 2012 IBC, Section
1707.3. The additional inspection is required when shear wall fastener spacing is required to be less than 4-inches. The shear wall schedule
shown on sheet_S1_designate walls_3&4 with fastener spacing less than 4-inches.
The required inspection may be performed by the Mason County Building Department, a WABO certified inspector, certified to inspect lateral
connections, the engineer of record(EOR), or an authorized representive of the EOR. The special inspectors duties &responsibilities shall be
as specified in Chapter 17. When a third party inspector is used to perform the inspection special inspection reports shall be submitted to
the Mason County Building Department, PO Box 279, Shelton WA 98584 and also available for inspection. Inspection reports shall be
comp) d andsubmitted to the dept. in a timely manner and shall be submitted prior to the framing inspections.

'14) A permanent certificate, completed by the owner, builder or registered design professional, shall be posted within three feet of the electrical distribution
panel. The certificate shall list the predominant R-values of insulation installed in or on ceiling/roof, walls, foundation (slab, basement wall, crawlspace wall
and/or floor), and ducts outside the conditioned spaces, U-factors for fenestration; and the solar heat gain coefficient(SHGC) of fenestration. Where there
is more than one value for each component, the certificate shall list the value covering the largest area. The certificate shall list the type and efficiency of
heating, cooling, and service water heating equipment, duct leakage rates including test conditions as specified in WSEC Section 105.4, and air leakage
results if a blower door test was conducted.
Building envelope air leakage control shall be considered acceptable when tested to have an air leakage less than 5 air changes per hour when tested
with a blower door in accordanve with IECC/.WSEC Section R402.4.
The blower door test results shall be recorded on the permanent certificate required located near the electrical distribution panel. Air leakage testing is
not required for additions less than 750 square feet. Reference IECC/WSEC R401.3 & R101.4.3
Compliance certificates are available online at the WSU Energy program website titled, "WSEC 2012 Certificate" and are available in %or%sheets. The
Mason my mit Center will also have some available.

15) A minimum of 75 percent of all permanently installed lamps in lighting fixtures shall be high efficacy lamps in accordance with IECC/WSEC Section
R404.1��

16) WINDOWS IN HIGH EXPOSURE AREA
All windows and doors shall be installed and flashed in accordance with the manufacturers written installation instructions and shall be available during
inspections.
In addition to other inspection(s), an inspection of the flashing shall be required for projects located in an area with a wind exposure of C or D, reference
IRC R3W IBC 1609.4. The design criteria for this project is established at 85 mph wind speed, exposure_C_

17) REQUIREMENTS FOR ROOF COVERINGS. Roof coverings shall be applied in accordance with the applicable provisions of the current code and the
manufacturer's installation instructions.
A drip edge shall be provided at eaves and gables of shingle roofs. (IRC 2012 R905.2.8.5)

18) A Mason County Stormwater Management Worksheet was completed and signed as part of this building permit application. Design, sizing, placement,
inspection and maintenance of stormwater management systems shall be the responsibility of the owner/agent of the developed parcel. It is the
owner/agent/contractor's responsibility to ensure that Mason County Department of Public Works has approved the stormwater site plan for this parcel
prior to the commencement of any development activities. 'NOTE if Stormwater Management option "A" was selected on the Small Parcel Stormwater
Management Application/Worksheet the document entitled "Managing Storm Drainage on Small Lots, The Small Parcel Stormwater Site Plan" constitutes
an approved plan based on the criteria listed on the application/worksheet. If the development has, or will have, a septic/drainfield system you are
responsible for contacting Mason County Division of Environmental Health to ensure that the stormwater system will not adversely affect the septic system
of this, or any other, parcel. You may also wish to consult with the septic design professional involved with the project. By calling for a final inspection of
the building permit the owner/agent/contractoyN�U Jwledging that all components of the stormwater management system have been installed as
approved on the stormwater site plan. X �c
19) A concrete encased grounding electrode must be installed and used at each new building or structure that is built upon a permanent concrete foundation.
In Mason County the electrical code is regulated by Washington State Department of Labor& Industries (L&I).

21) Carbon monoxide alarms, listed as complying with UL 2075 shall be installed in accordance with manufacturer specifications and in accordance with IRC
Section R315.
Alarms shall be installed outside of each separate sleeping area in the immediate vicinity of the bedrooms and on each level of the dwelling.
EXISTING DWELLINGS shall be equipped with carbon monoxide alarms when alterations (including addition or alteration of fuel burning appliances),
repairs, or additions requiring a permit occur, or when one or more sleeping rooms are added or created.

22) Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to the Mason County Building
Department prior to construction. All engineering and/or architectural documents are a part of the approved set of plans and shall remain attached
thereto. If documents are removed, approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be

23) All construction must meet or exceed all local ordinances and the international codes requirements as adopted and amended by Mason County and the

24) Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and MUST NOT adversely impact
adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the
stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further
information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access
connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which
is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future planned work which may
affect your project.roject. n 00
25) The placement of buildings and structures on or adjacent to slopes steeper than one unit vertical in three units horizontal (33.3% slopes) shall conform to
the International Residential Code Section R403.1.7 for descending or ascending slopes.
Alternate setbacks may be approved subject to approval of the building official based upon the investigation and recommendations of a qualified engineer
licensed in the State of Washington. Such an investigation shall include consideration of material, height of slope, slope gradient, load intensity, and
erosion characteristics of slope material.

27) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED
BUILDING CODE.
The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance
with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building
Inspectgt-Ahall }g made prior to requesting additional inspections.

28) All propane tanks must be installed in accordance with the International Fire Code and all applicable Mason County ordinances. All propane tanks filled
on site must be located a minimum of 10'from any possible source of ignition (electrical outlets, electrical fixtures, compressors, etc), mechanical system
air intake (direct vent appliance, ventilation air intake, etc), and/or any weeds, grass, brush, trash or any other similar combustible materials. Propane
tanks less than 125 gallons must also be located a minimum of 5' from any building opening (foundation vents, windows, doors etc). Setback to the public
way, or access easements shall be the greater of 25-ft or as specified in the Mason County Development Regulations. Setback to property lines shall be
the greater of 5-ft or as specified in the Mason County Development Regulations. If a propane tank is exposed to probable vehicular damage, protective
bollards rr���.in�talled.

30) All propane tanks must be installed in accordance with the International Fire Code and all applicable Mason County ordinances. All propane tanks must
meet the ipVt��n requirements and minimum setbacks as listed in the Mason County Fire Marshal's Standards for the Installation of Propane Tanks.

31) Fuel piping shall be inspected after the installation of fuel piping is complete, and before the attachment of fixtures, appliances, or shut-off valves. At the
time of inspection the test pressure shall be no less than 10 psi held for no less than 15 minutes. Appliances to be attached to the fuel piping system shall
not be the final inspection has been performed and approved by a Mason County building inspector.

32) The placement of small propane tanks are not normally subject to a permit review by the Planning Department; however, propane tanks are subject to
Planning Department regulations. Such regulations primarily consist of setbacks from shorelines and features considered to be critical areas (streams,
wetlands, slopes, etc.) If you think suc�xist on or nearby your property, please contact the Planning Department so that exact setback
requirements can be determined. X
33) All property lines shall be clearly identified at the time of foundation inspection. X PS-F
34) All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure
to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with
Mason Coun r ins and building regulations.

35) All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building Official may extend the time for
action for a period not exceeding 180 days, upon the receipt of a written extension request indicating that circumstances beyond the control of the permit
holder have�ed action from being taken. No more than one extension may be granted.

36) Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly corrode metal fasteners,
connectorsa�df ing. Install metal connectors approved for contact with the new types of pressure treated material.

Water heating system shall include one of the following:
Gas, propane or oil water heater with a minimum EF of 0.62
or
Electric water heater with a minimum EF of 0.93.
and for both cases
All showerhead and kitchen sink faucets installed in the house shall be rated at 1.75
GPM or less. All other laundry faucets shall be rated at 1.0 GPM or less.b
To qualify to claim this credit, the building permit drawings shall specify the option
being selected and shall specify the water heater equipment type and the minimum
equipment efficiency and shall specify the maximum flow rates for all showerheads,
kitchen sink faucets, and other laundry faucets.
b. Plumbing Fixtures Flow Ratings: Low flow plumbing fixtures(water closets and urinals)and fittings(faucets and
showerheads)shall comply with the following requirements:
1. Residential bathroom lavatory sink faucets: Maximum flow rate-3.8 Umin(1.0 gal/min)when tested in

Comments:
Pre-inspection for James Hillier on March 13, 2014:
The pre-inspection was made to evaluate the additions or
replacement to a single-family residence on a 0.33 acre parcel
[PN: 32235-32-00060] located along the shoreline of Hood Canal
and north of State Route 106. The 160-ft. wide parcel is fairly
level in terraces that are about 4 feet below the highway level and
has a concrete bulkhead adjacent to the deck with a set of steps
to the beach along the shore side of the residence. The existing
home is setback 15 feet from that bulkhead and the residence has
a 20-ft. depth north to south. In the western half of the property,
there are old concrete sacks stacked along the beach just above
the location of the ordinary high water mark. The enclosed
drawing shows the location of the sacks, ordinary high water
mark, steps, bulkhead, and deck. The proposed additional
residential areas would be located at the proper setbacks based
upon this inspection. These findings state regulations in effect at
inspection time, unless noted otherwise.
Development Regulations standards:
_Y_ The site is in Rural Residential 5 zone. Standard building
setbacks are 25-foot front yard setback, and 20-foot side property
line and rear yard setbacks. These setbacks are measured from
structures above grade such as roof overhangs, stairs, balconies,
decks, heat pumps, storage buildings, and fuel tanks.
_Y_ An administrative variance may be requested to reduce
these setback distances from property lines, to as low as 5 feet
(side yard), if the size, shape, or features of the property constrain
development from the proper setbacks. This process requires
application and review at the time of the building permit submittal.
Resource Ordinance Standards:
_Y_ Shoreline setbacks: The shoreline designation for Hood
Canal is Urban Environment per the Mason County Shoreline
Master Program and development setbacks would be determined
by the Mason County Resource Ordinance. The general
provisions include that the shoreline setback is determined by
averaging the distance of setback, or determining the view
commonline, from the roofline of the adjacent residence on each
side of the subject parcel to the ordinary high water mark
(OHWM) of the Hood Canal shoreline. Any portion of the new
structure, including decks, balconies, and rooflines, must be

behind this common line. Shoreward of this line for 15 feet
toward the shoreline is an area that may be used for lawns, patios
or landscaping (development at grade level). From that point
toward the shoreline is considered to be a required vegetated
buffer that must remain and is regulated by the Mason County
Resource Ordinance Fish and Wildlife Habitat Conservation Areas
Chapter. Within this chapter are those activities listed that can be
done both with and without a Mason Environmental Permit;
proposed tree limbing and limited cutting of trees in the buffer for
view improvement are reviewed by the area permit planner prior
to starting these type of activities.
The applicant inquired about possibly adding floor areas to the
west and south towards State Route 106, or as a second floor in
the same footprint. The development standards do limit the
proposal to be reviewed. Additions to the footprint or living area
must be 15 feet or greater from the bulkhead [Shoreline Master
Program] (in the case of a second floor area) and 35 feet from the
bulkhead for added footprint area [Resource Ordinance].
Additional building area greater than the existing footprint (plus 10
percent allowed increase) must be outside of the buffer and
setback (that is, greater than 35 ft. back from the shoreline
OHWM) and could be of a size that would still meet the side yard
and front yard setbacks or be approved by an administrative
variance.
Addition of a second story to the structure must meet all setbacks
as noted in the text above, including the 15-ft. setback from the
bulkhead, Shoreline Master Program setback standard. Proposed
additions to the footprint that are less than 35 feet from the
shoreline OHWM (at the bulkhead) will need Resource Ordinance
variance review by the County Hearing Examiner. Additions
towards State Route 106 can be considered with the review of an
administrative variance request, but the minimum setback from
the road under this review is 10 feet from the edge of the road
easement; further reductions to front setback involve public
hearing Development Regulations variance review by the County
Hearing Examiner
_N_ Wetland critical area: Planning staff confirmed that the
parcel does not contain certain wetlands, which are regulated
under Mason County's Wetlands chapter 17.01.070 of the Mason
County Resource Ordinance. The applicant will not need a
wetlands special report during development review.
_N_ Stream setbacks: If a stream were present, setbacks from

the stream would be determined by the Mason County Resource
Ordinance. No stream is observed within a distance close
enough for standards to apply to proposed development.
_N_ Slope or Landslide hazards: Slopes is around 10 percent
adjacent to or within 300 feet of a proposed project were observed
and a series of short walls are part of the bank along the
shoreline. No geologic special report (geologic assessment or
geotechnical report) is needed during development review.
You would need to confirm with the Environmental Health
Department what their septic system standards are to make sure
about the adequacy of supplying a septic disposal for the
proposed development.
General process: Future development must include a site plan,
showing all setbacks from property lines, shoreline, road, and
existing and proposed improvements; this site plan will be needed
for building permit application submittal and review. Specific
County Codes standards for future development may be found at
