Part 6—Project Description
6a. Briefly summarize the overall project. You can provide more detail in 6b. [he1p1
The goal of the project is to replace the existing, deteriorating concrete and creosote-treated wood bulkhead
and CMU bulkhead with an angular rock bulkhead as per Mason County's prescriptive bulkhead design in
order to protect the existing home and related infrastructure from damage caused by wave-driven erosion.
61b. Describe the purpose of the project and why you want or need to perform it. [help]
The purpose of this project is to protect the existing home and related infrastructure from damage caused by
wave-driven erosion and to provide habitat benefits. Using Mason County's prescriptive design, the project
aims to replace the existing failing creosote-treated wood bulkhead (a source of polycyclic aromatic
hydrocarbons [PAHs]) before it fully deteriorates and spreads harmful PAHs and other deleterious chemicals
into the surrounding shoreline area.

Per Mason County's prescriptive bulkhead design, large bulkhead rock will be stacked/placed and embedded
approximately 1 foot below grade on suitable material. Equipment and materials will be brought in via the
uplands. Staging and material storage will occur on the uplands. Equipment will operate in the dry during
authorized work windows. Geotextile, coir fabric, and grass seed will be used, as necessary, to stabilize the
bank and prevent erosion. After completion of work, man-made debris will be removed from the beach.

The contractor will avoid and minimize adverse impacts to the project area by working during the authorized
regulatory agency "work windows." The project was designed to avoid and minimize adverse impacts by
bringing in all materials and equipment over land, staging all materials in the uplands, and only working in the
dry at low tide.

• If No,or Not applicable, explain below why a mitigation plan should not be required.
❑ Yes ® No ❑ Don't know
No mitigation plan has been prepared but mitigation is being proposed. Creosote-treated wood (a source of
PAHs) will be replaced with natural rock. The replacement bulkhead will be built within the footprint and
landward of the existing bulkhead. Approximately 14 CY of beach nourishment will be placed in front of the
preplacement bulkhead.

Codes E2USN and E2AB/USN, respectively). However, the project site itself lacks hydrophytic vegetation;
therefore, there are no wetlands.
The WDFW Forage Fish Map identified the project site as a surf smelt spawning beach and there is an off-site
pre-spawner herring holding area in South Hood Canal.
The DNR Eelgrass Mapper does not have data for the project site. The WA Dept. of Ecology's Coastal Atlas
Map showed potential eelgrass and kelp fringe (patchy) near the site. No evidence of eelgrass beds was seen
during the site visit.
The WDFW PHS Mapper also identified off-site presence of oyster beds and Dungeness crab.
