Motion carried. The motion is pending clearance from the prosecuting attorney on the County 's liability. All motions are to be in effect two weeks from today pending receipt of resolution drawn up for adoption with prosecutor' s signature. SHORELINE ADVISORY BOARD Dave 110.1illin, Chairman of Shoreline Advisory Board, appeared before the Board today . Mr. McMillin commented that they are hearing the Assoc. Sand & Gravel project at the present time. Mr. McMillin was requesting direction from the Board today as to what all they should consider in their hearing process at the Shoreline Advisory Board. The Board felt that he should not deny any testimony but that they should consider only the first 200 feet, line of demarcation for the shoreline. Chairman Hunter stated that this should be talked over with the Prosecutor. I14SURANCE Darlene Pennock, Prudential Insurance Co. , appeared before the Board today requesting their approval for the Auditor to make payroll deductions for IRA and life insurance with The Prudential insurance Company of America. Ms . Pennock stated that she has two employees at present signed up for each program and has several others which she needs to contact after September and offices which she has not contacted yet . `Ss. Pennock presented a letter which the Auditor has informed her that i they can accommodate payroll deductions. Jackie Dagle, Bookkeeping Deputy, informed the Board that this would be the last slot available for payroll deductions. Ms. Dagle commented that they are doubled up in several areas and even have some slots with three different deductions, in it . Cmmr. McGee was concerned over the legality of providing this service for a private company and wanted to check with prosecutor on this ratter. Cmmr. Johnston stated that they should find out which insurances employees request and that way fill the needs of the employees. Cmmr. Hunter stated that he wanted to see the outcome of the insurance meeting which he just attended. There would be more information regarding the insurance meeting in' September. SHOPdELINE VARIANCE - JOHN W. COKER Martha Turner, Planning Department , informed the Board that by their request the Shorelines Advisory Board had reviewed the revised proposal for Dr. Coker's residence. Ms. Turner stated that the Advisory Board ,/ after reviewing the new drawings felt Dr. Coker had done his best to comply with requirements. They felt that any further reduction would impose an unnecessary hardship. Cmmr. Johnston/AlcGee moved and seconded to approve the variance as presented by recommendation of the Shoreline Advisory Board. Cmmr. McGee motion was noted that they are upholding the laws of the State of Washington. Motion carried. SHORELINE VARIANCE - LEAMING At the hour of 10: 15 a.m. the Board considered the shoreline variance permit for William G. Leaming. Ms. Turner, Planning Department , presented the staff report . Ms. Turner commented that Mr. Learning's variance was an after-the-fact request for a boathouse forward of the line of ordinary high water. She noted that a "Stop Work" order was posted at the site by the Mason County Building Official on March 19, 1980 as the Army Corps of Engineers in 1979 had discovered the violation and contacted Mason County regarding this. Ms. Turner commented that a letter was sent to Mr. Leaming on the necessity of complying with the Shoreline Management Act requirements . The letter requested that a reply be given by June 20, 1982 and none was received. March 17, 1982, Mr. Leaming submitted his application for a shoreline variance along with the environmental checklist . Mr. Leaming was present today and stated that he did not know of his information source but was under the impression that he was exempted from a permit . Mr. Leaming stated that he had sent letters to his neighbors and only one neighbor had concerns and that was in the white paint of the building which made it stick out . Mr. Leaming commented that he could paint it green or a color which would blend in with the environment . He noted that the structure was 12 ' X 241 . The reason for the heighth is that it is used as a sun roof he explained. ,is . Turner commented that there are no other boat houses on the tidelands in that area.
