The meeting was called to order by Chairman Hunter at 7 : 10 p.m. Cmmrs .
McGee and Johnston present. Board delayed approval of minutes until next
reek.

POP-EST PRACTICE ACT APPLICATIONS
Five applications have been received and reviewed by the Board.
SHORELINE VARIANCE - PEARSON
The Department of Ecology has concurred with Mason County' s approval of a
shoreline variance for Dorothy Pearson.
ALLEGED AGE DISCRIMINATION - MIRGUET
Comolaint No. OEA-1687-83-4 filed by Eugene H. Mirguet to the Human Rights
Coarnission regarding alleged discrimination by Mason County has now been .
filed with the Equal Employment Opportunity Commission of Seattle and is
being considered as a charg-e under the Age Discrimination in Employment
Act of 1967.
MASON COUNTY FAIR BOARD
Meeting minutes dated June 19, 1984, have been received.
BROKEN WATERMAIN - HOODSPORT WATER SYSTEM
`�lr. Lloyd Viney of Hoodsport has submitted a letter to Cmmr. Hunter requesting
his assistance in getting a broken watermain repaired which is part of the

Hoodsport Water System.
FOREST PLAN REPORT
A Forest Plan Report dated July 13, 1984, on the .Olympic National Forest
has been received from the US Department of Agriculture.
D`.PT OF NATURAL RESOURCES
Aquatic and marine land leases and activities will now be handled by the
Olympia office of the Dept of Natural Resources instead of the Enumclaw
Oz'Tice.

PUBLIC HEARING - PRECINCT BOUNDARIES AMENDED
At the hour of 7: 10 p.m. , the Clerk read aloud a Notice of Hearing to
consider amending precinct boundaries of the following precincts: Arcadia,
Southside (new precinct) , Belfair II , Belfair V (new precinct) , Capitol
Hill, Isabella, Kamilche I, Kamilche II , Northside, Oakland (new precinct) ,
Miller, Dewatto (new precinct) , and Tahuya. County Auditor, Al Brotche,
presented the Board with the proposed amended legal descriptions of the
orecinct boundaries. He noted that with the four new proposed precincts,,
Mason County will have 51 precincts . He explained that state law requires
that no more than a total of 900 registered voters can be in any one
district, and since the districts had over 800 voters, the 900 mark was
erected to be reached this year; so the time to redistrict is now. Mr.
Brotche reviewed the map showing the districts with the Board. Mr.
Berwyn Thomas asked if the school district boundaries were used in
conjunction with the new boundaries. Mr. Brotche answered that the new
boundaries come as close as possible. Mr. Thomas was interested in
School District #309, noting that if some were left out of the Capitol Hill Precinct,
a soecial booth would have to be set up for only a few voters. Mr. Brotche
replied that if it is found that a -few voters have been put into the
Northside Precinct, these voters could vote by mail rather than. setting up
a soecial booth. Mr. Brotche stated that they have tried to keep ports,
fire districts and the school districts in the proper precincts. He
stated he feels confident with the redistricting. Cmmr. McGee asked about
extra expense involved with voters being in a different precinct than the
school district usually votes within. Mr. Brotche answered that when it
is a special election, the voting would be done by absentee vote and this !
would eliminate the cost of hall rental, booths, etc. He noted it would
not cost anymore if it was during a primary or general election. Mr.
Brotche stated that this is the third time before the Board; some calls have
been received and changes have occurred.' Cmmr. McGee/Johnston moved and
seconded that the Board accept the Auditor' s recommendation to establish
the precinct lines. Motion carried unanimously. Mr. Brotche thanked

Gordon Craig, Assessor, and his staff for their assistance with the legal
discriptions. He noted that without their assistance, the deadline would
not have been met. Mr. Brotche stated that the Commissioner districts will
also need to be amended.
PUBLIC HEARING - MASON COUNTY CODE, PLATS & SUBDIVISIONS
At the hour of 7 : 30 p.m. , a public hearing announcement was read aloud
by the Clerk which states the Board is considering amendment to Mason
County Code, Title 16 - Plats and Subdivisions. Ms. Wendy Bolender,
General Services, explained the proposed amendments. While some of the
amendments were merely wording changes to clarify meaning, she reported
that a renewal procedure has been added. She noted that other counties
have this procedure in their platting ordinances. This procedure would
allow an applicant to pay only 50% of the previous platting fees if .
resubmittal of the same plat, after time limits for its completion had
expired, was made. Cmmr. McGee stated she has no problem with General
Services extending additional time to an applicant, as long as the Cmmrs
are notified during their meeting so it can be made part of the record.
She remarked that the Board needs to know that General Services has ' reviewed
the matter and what their decision is. It was asked if this would be an
administrative policy or put into the ordinance. Cmmr. McGee stated it
would be made part of the ordinance. Mr. Roger Lovitt, land surveyor,
stated that these amendments are timely; due to the economic situation,
plats have been held up. He asked that the Board direct General Services
to notify all applicants with plats in process of these new amendments.
He noted it is important to know that they have another year they could get
an extension for if it is needed. He stated that people from out-of-town
may not know of these amendments. Mr. Lovitt remarked that he does
support the changes. A question was asked about the 50% reduction in fees
to begin a plat procedure again. Ms. Bolender answered that the applicant
has to go through the same process again but at reduced fees. Deputy
Prosecutor, John Buckwalter, submitted some written comments to the Board
on the proposed changes. Chairman Hunter stated this matter should be
delayed for one week while the Board reviews the material submitted by
Mr. Buckwalter. Cmmr. McGee/Johnston moved and seconded that this matter
be continued until next Monday at 9 :30 a.m. , so that the changes discussed
and presented by the Deputy Prosecutor can be written into the proposal.
Motion carried unanimously.
TEMPORARY EMPLOYMENT - HOUSEKEEPER
Cmmr. McGee/Johnston moved and seconded that the personal services contract
for Lois Chapman to replace Neva Raymond while she is on vacation for 12
days be approved. Motion carried unanimously.
VARIANCE -. SIDE YARD SETBACKS
The Board was asked to consider a request for variance from side yard
setbacks applied for by Mr. Robert Keenan. Ms. Wendy Bolender, General
Services, explained that Mr. Keenan' s property is on the south shore of
Hood Canal, and he wishes to build to the property line on the east side
of his property and within one foot of the side yard to the west. Ms.
Bolender submitted statements from the two adjoining property owners which
read they have no objections to Mr. Keenan' s proposal. She stated that
these statements will be recorded with the deed if the variance is granted
by the Board. Cmmr. Johnston remarked that he has no problem with the
request as long as the adjoining property owners do not. He then moved
to grant the request as applied for; noting that the statements from the
adjoining property owners be made part of the record. Motion seconded bye
Cmmr. McGee and carried unanimously. f'
OIL & GAS LEASE
Deputy Prosecuting Attorney John Buckwalter submitted a fully-executed
oil and gas lease between Amoco Production Company and Mason County. The
County has received $22 , 300 for the lease.
VETERANS RELIEF APPLICATION
The Clerk was directed to return the Veterans Relief Application made by
Howard L. Wilhelm to the Post so that all the questions could be filled
out on the application. By motion of Cmmr. McGee/Johnston; carried
unanimously.
PUBLIC HEARING - FOSEN LAKE - NO MOTOR BOATS
The Clerk read aloud the Notice of Hearing to consider amending the Mason
County Code, Motor Boat Ordinance, to include Fosen Lake as a no-motor
lake. Approximately 20 residents of the Fosen Lake area attended tonight' s
7 : 30 p.m. hearing. Mr. Stan Chinery commented that the lake is so small

BUILDING CODE AMENDMENTS
14.08.180 Section 104( 2) Amended-building setback. Section 504(a)
is amended by adding a new sentence: "Buildings shall set back at least
five feet from any right-of-way or property line from the closest projection. "
Section 504(a) is further amended by adding the following; Section
504(a)(1) A variance may be granted, from Section 504(a), if a hardship
can be shown and the adjacent property owner has no objection and is willing to
incumber the deed to his/her property and cause to be recorded with the Auditor
of Mason County a written statement on his property deed as follows:
"The property adjacent, and East of the property herein
described, has been granted a variance to the Mason County property line set-
back regulations of one feet. The owner then of the above described property
concurs with the granted variance and understands the variance runs for the
life time of the structure or structures so located.
