Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below
you will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands
must be included in your specific proposal; these setbacks are included as part of the comments
listed below.
This information is based on County and State regulations as they exist to date. These
regulations may change and may affect the requirements for development of the subject property.

Comments: Site Pre-inspection Notes

Date of Site Visit Meeting: January 17, 2018
Zoning: The zoning designation for the site is Rural Residential 5
(RR5). Standard setbacks for this zone are a 25-foot front yard
setback and a 20-foot setback for side and back yards. The front
yard refers to the lot line adjacent to the property access,
including access easements. The setbacks are measured from
structures above grade such as roof overhangs (roof gutters), and
other structures/appurtenances, including heat pumps etc.
Height limit per Mason County Code (MCC) 17.04.224.0 is 35
feet.
Geological/landslide hazards: Proposed projects, including but not
limited to driveways, wells, septic systems and single-family
development located within 300' of slopes greater than 40%
require a Geotechnical Report to evaluate slope stability per
Mason County Code (MCC) 8.52.140 (E)(1). Category a. The
Report must meet the requirements of the Mason County
Resource Ordinance and be accompanied with a submittal
checklist. The Report must also state that the hazards of the
landslide area can be overcome in such a manner as to prevent
harm to property and public health and safety, and must also
assure that project will cause no significant environmental impact.
See MCC 8.52.140 (E)(5).
These two adjacent properties are upland of and adjacent to
North Shore Road. The properties are very steep (over 70%),
sloping upland from the road cut, south to the north with no level
areas. Both properties are mapped as "Very High Hazard Zone"
per DNR 2007, "High" Hazard Rating per DNR 2009 and
"Unstable Slope" per DOE Coastal Zone Atlas.
There are many visible seeps and springs coming out of the road
cut, which flows into the road ditch then travels under the road
and empties into Hood Canal. These springs are not regulated for
setbacks, but certainly contribute to the stability of the slope and
would be identified by the professional chosen to prepare the
Geotechnical Report. It is possible that the report will make
recommendations for development that are not feasible for
single-family construction.

In addition, there is no direct access to either of these properties
from North Shore Road or elsewhere. A road access permit (RAP)
will be required from Mason County Public Works prior to
development of a driveway. Given the steep bank and springs,
driveway access may not be possible to either of these properties.
I strongly recommend consulting with an engineer and/or
excavator to determine feasibility.
Please check with the Environmental Health Department
regarding issues related to water and sewage disposal and with
the Building Department regarding buildings codes.
