The Department of Ecology(Ecology) reviewed the environmental checklist and has the following comment(s): WASTE 2 RESOURCES: Mike Drumright(360)407-6397 The applicant proposes to demolish an existing structure(s). In addition to any required asbestos abatement procedures,the applicant should ensure that any other potentially dangerous or hazardous materials present, such as PCB-containing lamp ballasts, fluorescent lamps,and wall thermostats containing mercury,are removed prior to demolition. It is important that these materials and wastes are removed and appropriately managed prior to demolition. It is equally important that demolition debris is also safely managed, especially if it contains painted wood or concrete,treated wood, or other possibly dangerous materials. Property owners,developers, and contractors are encouraged to recycle all possible leftover construction, demolition, and land clearing(CDL)materials and reduce waste generated. Recycling construction debris is often less expensive than landfill disposal. Please visit Ecology's 1 800 Recycle Hotline database at: http://l800recycle.wa.gov or call the 1-800-RECYCLE hotline to find facilities that that will accept your CDL materials for reuse or recycling. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt,clay particles,and soil will damage aquatic habitat and are considered pollutants when discharged to waters of the state. Any discharge a of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality • a June 27,2012 Page 2 Standards for Surface Waters of the State of Washington, and is subject to enforcement action. During construction,all releases of oils,hydraulic fluids, fuels, other petroleum products, paints, solvents,and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over all other work on the site. Proper disposal of construction debris must be on land in such a manner that debris cannot enter Hood Canal or cause water quality degradation of state waters. All trenches, depressions, or holes created in the intertidal area shall be backfilled prior to inundation by tidal waters. All stormwater discharges must be constructed in a manner that will not cause scouring on the beach. Shoreline armoring(e.g., hardening with rock)can result in adverse impacts to the natural character of the shoreline,but can be avoided. Ecology recommends the applicant use appropriate plantings of native vegetation to stabilize shorelines,rather than hardening them with rock or concrete. Ecology can provide further information on request. Applicants should consider that placement of a bulkhead may in some cases accelerate erosion of the beach. Bulkheads are not truly permanent, and may require expensive maintenance, especially after storm events. Per Chapter 90.58 RCW(WA State Shoreline Management Act), local governments must also consider the cumulative impacts of armoring large stretches of currently natural shoreline. Ecology's comments are based upon information provided by the lead agency. As such,they may not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements that must be fulfilled in order to carry out the proposed action. THESE TEMPORARY SLOPE RECOMMENDATIONS ARE FOR NATIVE SOILS AND FILL MATERIALS; FLATTER SLOPES MAY BE REQUIRED IN WET WEATHER OR IF SOIL CONDITIONS OTHER THAN THOSE PREVIOUSLY DESCRIBED ARE ENCOUNTERED. BULKHEAD CONSTRUCTION RECOMMENDATIONS THE SUBJECT PROPERTY HAS BEEN DEVELOPED WITH A SINGLE-FAMILY RESIDENCE, THE FOLLOWING RECOMMENDATIONS SHALL BE IMPLEMENTED INTO BULKHEAD WHICH OVERLOOKS THE NARROWS TO THE SOUTH, THE PROPERTIES TO THE EAST CONSTRUCTION; AND WEST HAVE BEEN DEVELOPED WITH SINGE-FAMILY RESIDENCE AND I WALL EMBEDMENT DEPTH NORTHSHORE ROAD BOUNDS THE PROPERTY TO THE NORTH. THE SHORELINE AREA TO THE SOUTH CAN BE CLASSIFIED AS LOW BANK AND HAS BEEN HARD ARMORED *THE MINIMUM EMBEDMENT DEPTH, D, FOR THE BASAL ROCK IS AS FOLLOWS; WITH A REINFORCED CONCRETE BULKHEAD WITH A MAX EXPOSED HEIGHT OF ROUGHLY 2.7 FEET. THE AREA BETWEEN THE EXISTING RESIDENCE AND BULKHEAD 3.0 FT MINIMUM IN UNDISTURBED SOIL OR STRUCTURAL FILL WITH A EXPOSED WALL SLOPES DOWN FROM THE NORTHWEST TO THE SOUTHEAST WITH GRADIENTS OF HEIGHT 2.7 FEET OR LESS, UNLESS OTHERWISE STATED BY BULKHEAD PROFILE VIEW. ABOUT 5 PERCENT OR LESS. BELOW THE EXISTING BULKHEAD TO THE SOUTH, THE SHORELINE CONTINUES TO DESCEND WITH GRADIENTS OF ABOUT 10 TO 15 PERCENT *THE BULKHEAD'S FACING ELEMENT WILL CONSIST OF LARGE BASAL ROCK THAT WILL INTO THE NARROWS. VEGETATION ON THE PROPERTY IS COMPRISED OF LAWN AND BE STACKED WITH THE LARGER ROCK ALONG THE BASE AND DECREASING IN SIZE LANDSCAPING. The project is the replacement of a failing concrete wall extending along the shoreline frontage of the existing home. The existing wall is compromised into a state of disrepair throughout as it is leaning, undermined, eroding landward from below and ready to fall over. This wall will be removed and replaced with a new rock bulkhead consisting of three (3) to four (4) man rock. The new bulkhead is placed roughly three (3) to five (5) feet landward of the existing wall footprint. The extent of the wall is about 160 linear feet, nearly property line to property line. However, the new bulkhead will tie into existing beach access features. 12. What is the location of the proposal? Quarry spalls are specified as having particle size of 6 to 12 inches diameter and be washed of fines (engineered plan recommendations). Volume of backfill quarry spalls is 30 cubic yards. Topsoil of approximately eight (8) inches thickness is proposed as finish to the horizontal grade, requiring an approximated 1 cubic yard of soil. All materials will be purchased from a licensed and acceptable materials provider. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. As the work occurs along the shoreline, at the existing wall face and 3 to 5 feet landward. As the work is within the influence of tidal schedules and open water, erosion from the disturbance of soil surface is likely during construction. g. About what percent of the site will be covered with impervious surfaces after project constructions (for example, asphalt or buildings)? No new impervious surface is proposed. h. The project is defined as the removal of a failing concrete wall bulkhead along the shoreline of Hood Canal. This failing structure will be removed in its' entirety and a rock bulkhead will be constructed approximately 3 to 5 feet landward of the existing footprint. Engineering completed by N.L. Olson & Associates, Inc. are attached (3 sheets). 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. Fill and dredge not proposed. Removal of the concrete wall will necessitate the removal of backfilled material with the additional removal of bank to the designed placement of new rock bulkhead (3 to 5 feet landward). Construction of the rock bulkhead will require excavation with a likelihood of 18 to 24 inches to key in the 3 to 4 man rock for the initial layer of the bulkhead (exact depth TBD by engineer during construction). Backfilling behind, landward, of the bulkhead is necessary to finish and this backfill is quarry spalls, clean and obtained from a reputable source. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. Sediment and erosion control in the form of silt fencing will temporarily separate the action area along the shoreline from the open water of Hood Canal. Withdrawals and diversions are not proposed, rather a protective barrier provision should be sufficient to minimize the probability of water entering the work area.
