To undertake the following development:
Replace collapsing concrete bulkhead with 3- to 4-man rock bulkhead located 3 to 5 feet
landward of existing alignment; length 163 feet and height about 4 feet tall; place filter fabric and
quarry spalls behind place rock in alignment.
Within HOOD CANAL and/or its associated wetlands is exempt from the requirement of substantial development
because the development is categorized under WAC 173-27-040(2) as being category
B-normal maintenance

Parcel is single family residential along shoreline frontage of Hood Canal. Area from the existing home to the
shoreline is lawn, landscaped features are situated closer to the structure. Mature trees and other landscape
varieties are dense, maintained and manicured throughout the lot (garden beds). Shoreline is bulkhead with a
vertical concrete wall. No aquatic or emergent vegetation was observed immediately adjacent or within the
nearshore area of the bulkhead for the extent of the parcel. No algae or other significant macro vegetation was
present.

Single family residential with home site, driveway and landscape features. Parcel includes a rudimentary small
boat launch/access to beach and a floating dock.

The project is located at 12403 NE North Shore Road, Belfair, WA. Directions to the site from Belfair, heading
North on E WA-3. Turn left onto Old Belfair Hwy. Take the 1" left onto WA-300. WA-300 becomes NE North
Shore Road. Continue on NE North Shore Road for approximately 8.9 miles. 12403 is on the left.

Proposed project is the removal of the failing vertical concrete wall along the shoreline. Replace with a rock
bulkhead three to five feet landward of the existing wall footprint, tying into and retaining without repair or
change, the boat launch access and stairway.

Construction includes first the removal of concrete wall bulkhead, which is failing, by pulling it from its location

with a small arm skidster or backhoe. Excavation of upland soils, landward three to five feet an

excavation at bulkhead foundation. Verification of bulkheads foundation subgrade will be assessed during
construction. Placement of the new rock bulkhead consisting of 3 to 4 man rock will face the shoreline with a
linear distance of approximately 160 feet and an exposed height of 0.6 feet to 2.7 feet. Filter fabric will line the
back side or landward extent of the rock bulkhead. Perforated drain pipe will be installed for adequate drainage
and quarry spall backfilled. Top soil containment within the upper eight inches.

Minimization of adverse impacts is provided by moving the proposed rock bulkhead landward from the existing
footprint on an average of 4 feet (3 to 5 foot range to accomodate alignments). See engineering plans by
N.L.Olson for placement and construction detail.
