AX-11 • Olympia, Washington 98504 • (206) 753-6600 • (SCAN) 234-6600 February 22, 1993 Jack and Dorothy Ring Northeast 12403 Northshore Road Belfair, Washington 98528 SUBJECT: Hydraulic Project Application - Concrete Bulkhead Repair - Hood Canal, Tributary to Admiralty Inlet, Section 26, Township 22 North, Range 03 West, Mason County, WDF Log No. 00-58572-01, WRIA 15.MARI Dear Mr. and Mrs. Ring: Washington Department of Fisheries (WDF) received the above- referenced Hydraulic Project Application on February 3, 1993 , but we are unable to complete processing at this time for the following reason(s) : Proposal Design - Project modifications are required. WDF has reviewed the plans and specifications for the proposed project and has determined that they do not provide adequate protection for fish life. The application proposes the repair of an existing damaged bulkhead. The plans indicate that the structure in need of repair is configured in a straight line parallel to Hood Canal. Neil Rickard, Regional Habitat Manager, inspected the project site on February 11, 1993 . The existing low concrete bank protective structure does in fact form a straight line in front of the residence and is contiguous with an adjacent similar structure to the west. The bank protective structure is located 31.5 feet waterward of the west side of the residence and 26. 5 feet waterward of the east side of the residence next to the concrete walkway. From this point east, however, the bank protective structure contains a gentle bend toward the uplands. At the east end, the bank protective structure is 11.5 feet waterward of an upland concrete retaining wall. Midway between the residence and the east end, the bank protective structure is 18 feet waterward of this retaining wall. The Revised Code of Washington (RCW 75. 20. 160) requires that the waterward face of a replacement bulkhead shall be placed no further waterward than the face of the existing, functioning bulkhead. In addition, WDF requires that in order to minimize the likelihood that erosion will expose the bulkhead footing, necessitating additional waterward encroachment for repairs, the top of the footing shall be buried a minimum of 18 inches below beach grade. 3 1 1 Jack and Dorothy Ring February 22 , 1993 Page 2 Your proposal is placed on hold until we receive the above-identified information. The site of the proposed project was inspected on February 11, 1993 . 1. This project is approved, as illustrated in your revised plans, subject to the following provisions. 2 . The applicant or contractor shall notify the Re ional Habitat Manager listed below by phone at least seven (77 working days prior to tfie start of construction activities. 3 . Work below the ordinary high waterline shall not occur from September 15 through December 31, and from January 1 through March 1 of any year for the protection of surf smelt spawning beds. 4 . The existing concrete bank protective structure shall be removed and deposited upland such that it does not enter waters of the state. 5. The waterward face of the replacement concrete bulkhead shall be contiguous with the adacent concrete bulkhead to the west and shall be placed no fur '�her waterward than: 31. 5 feet from the west side of the residence, 26. 5 feet from the east side of the residence next to the concrete walkway, 18 feet from the upland retaining wall midway between the concrete walkway and the east end of the bulkhead and 11. 5 feet from the upland retaining wall at the east end of the bulkhead. Under no circumstances shall the bulkhead be located waterward of the approved location. 7 . It may be necessar to remove fill from behind the existing bulkhead in order o construct the replacement bulkhead in the approved location. An such fill that is removed, shall be deposited upland such that it does not enter waters of the state. 8 . The top of the bulkhead footing shall be buried a minimum of 18 inches below beach grade. 9 . All necessary steps, within the conditions of this approval, shall be taken during construction to alleviate problems, such as inadequate foundation material; unstable or failing bank, bulkhead or backfill; or drainage problems. 10. The concrete structure shall be poured at low tide when the area is dewatered and shall be allowed a minimum curing time of two (2) hours prior to comin in contact with state waters. Wet concrete shall be preven ed from entering waters of the state. Forms for any concrete structure shall be constructed to prevent leaching of wet concrete. Impervious materials shall be placed over any exposed concrete not lined with the forms that will come in contact with state waters. Forms and impervious materials shall remain in place until the concrete is cured. 11. All natural habitat features on the beach larger than 12 inches in diameter (including trees, stumps and to s and large rocks) shall be retained in their present loca�ion f l olowing construction. These habitat features may be moved during construction so that the bulkhead can be constructed in the approved location. 12 . Project activities shall not occur when the project area is inundated by tidal waters. 13 . Use of equipment waterward of the landward side of the bulkhead footing excavation shall be prohibited. 14 . Excavated materials shall not be stockpiled waterward of the landward side of the bulkhead footing excavation. 15. Bed material waterward of the bulkhead footing excavation shall not be utilized for project construction or fill. 16. All trenches de ressions, or holes created in the intertidal area shall be bac�f_illed prior to inundation by ,tidal waters. Trenches excavated for footinggs may remain open during construction; however, fish shall be prevented from entering such trenches. 18 . The beach waterward of the new bulkhead shall be graveled in compliance with the following specifications: a. Gravel shall be clean round "pea gravel, " not crushed. b. At least 80 percent of the gravel shall be sized between 1/16 inch and 1/4 inch in diameter. C. Gravel shall be spread along the entire length of the bulkhead waterward for a distance of nine (9) lineal feet to a uniform depth of six (6) inches. Approximately 30 cubic yards of gravel shall be required. d. Gravelin shall be conducted within 72 hours following bulkhead construction. 19 . Project activities shall be conducted to minimize siltation of beach areas and bed materials. 20 . If a fish kill occurs or fish are observed in distress, the pproject activity shall immediately cease and WDF Habitat f�Ianagement Division shall be notified immediately. 21. Debris or deleterious material resulting from construction shall be removed from the beach area and project site and shall not be allowed to enter waters of the state. 22 . Water quality is not to be degraded to the detriment of fish life as a result of this project.
