Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 6/19/2009 Page 1 of 4 SP12009-00056 Site Inspection 6/19/2009 Case No.: SP12009-00056 Comments: Pre-inspection for George & Maryann Hoffman on June 17, 2009: The pre-inspection was made to evaluate the proposed single family residence on a 0.32 acre parcel located along Lakeshore Dr. on the east side of Anderson Lake. The parcel has evergreen or deciduous trees, grass, and native shrubs plants throughout to the shoreline. The shoreline has a mix of native and non-native plants at the ordinary high water mark. There is no residence, some cleared areas, and a portion of the sewer hookup present. The proposed residential structure would be located at the proper setbacks based upon this inspection. These findings state regulations in effect at inspection time, unless noted otherwise. Development Regulations standards: _Y_ The site is in Allyn UGA R-1 P (residential platted) zone. Standard building setbacks are 20-foot front yard setback, and 5-foot side property line setbacks. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. There is a provision to allow 2-foot roof eave overhang in these setbacks. Resource Ordinance Standards: _N_ Wetland critical area: Planning staff confirmed that the parcel does not contain certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The observed vegetation is associated with the lake shoreline; so the applicant will not need a wetlands special report during development review. _N Stream setbacks: No seasonal or perennial drainage flows through the subject property. The proposed development is greater than 200 feet from the any stream management area covered by the standards of this critical area. _N_ Slope or Landslide hazards: Slopes less than 10 percent adjacent to or within 300 feet of a proposed project were observed and a series of short walls are part of the bank along the shoreline. No geologic special report (geologic assessment or geotechnical report) is needed during development review. _Y_ Shoreline setbacks: The shoreline designation for Anderson Lake is Urban Environment per the Mason County Shoreline Master Program and development setbacks would be determined 6/19/2009 Page 2 of 4 SP12009-00056 Site Inspection 6/19/2009 Case No.: SP12009-00056 by the Mason County Resource Ordinance. The shoreline setback is determined by noting the sight line across the subject parcel from the rooflines of adjacent neighboring residences, measuring the roof projection closest to the shoreline; and measuring that distances from ordinary high water mark (OHWM) at points close to the side property lines. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Shoreward of this line for 15 feet toward the shoreline is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the shoreline is considered to be a required vegetated buffer that must remain and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit; proposed tree limbing and limited cutting of trees in the buffer for view improvement are reviewed by the area permit planner prior to starting these type of activities. Staff observed the sight or common line from the roof eave / chimney on the residence on lot 10 to the south across subject lot 9 to the southeast roof eave on the residence on lot 8 to the north. Staff measured a south point along the common line setback from the ordinary high water mark (OHWM) of Anderson Lake shoreline as 50 feet; and measure These distances are noted on the rough drawing enclosed. In the 15 feet toward the shoreline (for instance, to a point 35 feet from the lake edge) you may locate a patio or at grade deck as part of your development proposal. Site work on the property can take advantage of the existing rise in the lot elevation at and behind the area where the sight line crosses the property. The Resource Ordinance standards allows for the replacement of non-native plants with native plant species, as noted in the information handout given to you at the inspection; you could make some proposal that the permit planner may review prior to starting the work. You may consider establishing a drainage ditch or swale near the entry to the property to improve the route of surface / subsurface seepage along the north property line and limited extension of the drainage pipes towards the lake at the northwest shoreline, and then replant areas that are disturbed. You would need to confirm with the Utilities & Waste Mgmt. Department what their sewer system standards are to make sure about the adequacy of supplying a septage disposal for the proposed development. 6/19/2009 Page 3 of 4 SP12009-00056 Site Inspection 6/19/2009 Case No.: SP12009-00056 General process: Future development must include a site plan, showing all setbacks from property lines, shoreline, driveway, road, sewer connection, and existing and proposed improvements; this site plan will be needed for building permit application submittal and review.
