9:00 A.M. Executive Session—RCW 42.30.110(1)(c)
Commissioners Neatherlin,Shutty,and Trask met in executive session for potential
litigation via Zoom from 9:00 a.m.to 10:00 a.m. Michael Dorcy,Tim Whitehead,
Mark Neary,Diane Zoren,Nichole Wilston,Chief Jason Dracobly,and John Taylor
were also in attendance.
10:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Shutty,and Trask met in closed session for labor
negotiation via Zoom from 10:00 a.m.to 10:45 a.m. Mark Neary,Mary Ransier,
Christopher Pinkston,Cabot Dow,and Lindsey Smith were also in attendance.
11:00 A.M. Indigent Defense—Peter Jones
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Peter discussed the proposed 2025 Budget response to the updated Indigent Defense standards
for the estimated expense of$579,508. This could allow for one full-time employee(FTE)
Deputy Public Defender I,one FTE Deputy Public Defender III,two .5 FTE felony contracts,
1 felony contract,and adjustments to current contracts.
11:10 A.M. Public Health—David Windom
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Melissa Casey shared the amendment to the Consolidated Homeless Grant(CHG)and
subcontracts with Community Lifeline,Crossroads Housing,Quixote Communities,Turning
Pointe,and Shelton Family Center to allocate additional funds for fiscal year 2024 and 2025.
Approved to move forward.
• Ian Tracy discussed unfiled liens from Hearings Examiner judgements and requested to
forgive the liens. Approved to move forward.
• Casey Bingham shared a 2024 Budget adjustment for$400,000 for the LEAD grant.
• Dave discussed the reentry program funded by the HealthCare Authority which will send
monies directly to counties.
11:20 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Mike Collins discussed the Fish Barrier Removal Board Grant Program applications for the
Little Skookum barrier culvert replacement project along Lynch Road and Phillips Road and
authorization for the County Engineer to enter into agreement(s). Cost is estimated to be
$3,485,000. County match is estimated to be$523,000. Approved to move forward.
• Mike shared the Pedestrian and Bicycle Program Grant Program applications for McReavy
Road milepost 2.55 to milepost 6.41 for the Bike Lane Safety Project. Approved to move
forward.
• Mike discussed the options for Rasor Road and Alderwood Road Improvement Districts
(RIDs). Cost would be$745 per parcel per year,similar to Shetland Road.

Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.

• Jennifer Beierle shared the April 2024 financial report. Current Expense revenue$16,542,918
at 37%. Treasurer Department receipts$11,694,474 at 40%. Current Expense expenditure
$15,354,024 at 30%. Six-Year Specific Revenue Streams:Community Development revenue
$1,142,717;Detention and Correction services$5,488;Current Expense property tax
$4,945,299;Road Diversion property tax$506,842;County Road property tax$4,938,876;
Current Expense sales tax$2,944,898;Criminal Justice tax$780,525;Rural Sales and Use tax
$361,694;Homelessness prevention filings$172,967;Lodging Tax$268,614;and Real Estate
Excise Tax(REET) 1 and 2$404,787 each. Total collected revenue$2,944,897.98;projected
end of year revenue$9,612,992.98;and budgeted revenue$9.2 million. Current Expense
cash$28,628,200. Special Fund cash$65,800,815. Motor Pool expenditure$430,552 at
22.24%. Special and Other Funds revenue$23,464,492 at 38%. Special and Other Funds
expenditure$15,748,804 at 22%.
• Jennifer shared the Public Services Community Development Block Grant(PS-CDBG)
amendment to extend the end date to June 30,2025. Approved to move forward.
• Mary Ransier discussed the Central Services Manager position. Diane Zoren gave an
overview of her current job duties:five departments,day to day operations,oversight,and
check in meetings. Tabled.
• Mark discussed the Mason County Fire Protection District No. 12 Declaration of Emergency
and Commissioners stepping down. A news release will be circulated for applications for Fire
District No. 12 Commission positions 1 and 3. A special meeting will be held Friday.
