Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session for labor negotiation via Zoom from 9:00 a.m.to 9:45 a.m. Mark Neary,Christopher Pinkston,Cabot Dow,and Lindsey Smith were also in attendance. 9:45 A.M. Executive Session—RCW 42.30.110(1)(c) Commissioners Neatherlin,Shutty,and Trask met in executive session for a real estate offer for County property from 9:48 a.m.to 10:00 a.m. Mark Neary was also in attendance. 10:00 A.M. Auditor's Office—Steve Duenkel Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Steve discussed the Auditor's Office reorganization plan to add one full-time employee(FTE) Elections Technician,add additional Elections Extra Help,reinstate the Chief Deputy Auditor position,and amend position descriptions for Licensing and Recording staff to integrate passport services. Laws passed in the last legislative session require additional work around automatic voter registration and revised signature verification. Commissioners discussed adding the 1 FTE Elections Technician and additional Elections Extra Help and tabled reinstating the Chief Deputy Auditor position. Approved to move forward. 10:05 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Loretta shared the emergency purchase for Belfair Wastewater Facility for$184,022 for a contract with both Taurus Power and Controls and Kubota for the repair and replacement of two potable water lines and damage to the Supervisory Command and Data Acquisition (SCADA)system. 10:15 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Jennifer Beierle discussed the 2024 Budget amendments. Net total of adjustments to expenditure appropriations in the General Fund is an increase of$770,821 and in funds other than the General Fund an increase of$2,556,884. • Jennifer shared the 2025 Motor Pool rates,vehicle orders,and comparison of ER&R and Motor Pool cost analysis. Total budget impact is estimated at$2,118,246 to include replacement of the SWAT van and increase of four units—two grant-funded vehicles in Public Health and two in Motor Pool. • Jennifer shared the amendment to the American Rescue Plan Act(ARPA)contract with Public Utility District no. 1 for the Vuecrest Phase 3 project. Approved to move forward. • Cmmr.Trask shared the Older Americans Month proclamation request from the Lewis- Mason-Thurston Area Agency on Aging(LMTAAA). Approved to move forward. • Cmmr Shutty discussed the SmartWater grant partnership with Community Development and Public Health for$1.4 million,County contribution$150k match. 11:00 A.M. Executive Session—RCW 42.30.110(1)(a)(iii) Page I 1 Commissioners Neatherlin,Shutty,and Trask met in executive session for information regarding infrastructure and security of computer and telecommunications networks,security, and service recovery plans via Zoom from 11:15 a.m.to 12:15 p.m. Mark Neary,Tim Whitehead,Diane Zoren,Todd Cannon,and Nichole Wilston were also in attendance.
