Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, * aydac__�' Allan Borden Land Use Planner Mason County Planning Department 10/7/2005 1 of 3 SP12005-00030 r Site Inspection 10/7/2005 Case No.: SP12005-00030 Comments: Pre-inspection for Marsh Foester on Feb. 17, 2005: The purpose of the pre-inspection was to evaluate issues related to the construction of a single family residence on a 0.23 acre parcel along Hood Canal east of Tahuya. The parcel has a lawn maintained area where a residence, garage/shed structures, septic system, and associated parking may be located. The shoreline is nearly flat adjacent to a concrete bulkhead along the beach; the adjacent properties also have shoreline bulkheads. Geotech Report/ Landslide hazards: There are steep slopes that exceed 60% along the north side of North Shore Road. Due to the slopes and instabilities of the bank being adjacent to or within 300 feet of the proposed building site, a Geotechnical Report is needed for any proposed construction within 300-feet of these natural and modified slopes. The Geotechnical Report format is contained in Mason County Resource Ordinance section 17.01.100 E.S. The report must state the conditions on the property, that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the proposed site preparation and construction will cause no significant environmental impact. This study must accompany any development permit and should be based upon the footprint area where structures are proposed. The zone designation for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side setback (or 10 percent of the lot width at the building setback; for this parcel 10 feet). An administrative variance may be considered for reducing the side yard setback (to no less than 5 feet) or reducing the front yard setback (to no less than 10 feet), if a reasonable development proposal is constrained by the standard setback distance. These setbacks are measured from structures above grade such as roof overhangs (roof gutters), and other structures / appurtenances, including balconies, decks, staircases, and heat pumps etc. Shoreline setbacks: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. The shoreline setback is determined by measuring the setbacks from the shore ordinary high water mark (OHWM) to the roof eaves of adjacent residences within 150 feet of the east and west property lines of the subject parcel, and then averaging the distances for the shoreline setback of the subject parcel. Any portion of the new structure, including decks, 10/7/2005 2 of 3 SP12005-00030 Site Inspection 10/7/2005 Case No.: SP12005-00030 balconies, and rooflines, must be behind this common line. Landward of this line for 15 ft. toward the shoreline is an area that may be used for lawns or patios or landscaping, etc. (development at grade level). From that point toward the shoreline is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit. The existing residences on adjacent lots west and east are situated at 15 or 20 feet from the respective bulkheads. Despite this shore commonline distance, the measured distances of the proposed structure footprint to the OHWM at the bulkhead should be no less than 35 feet, the minimum shoreline setback set forth in the Resource Ordinance. When applying this standard, the limiting factor in placing the new residence is the east 30 foot width of the property has a narrow area available to develop and in turn meet the side, front, and shore setback distances. Notes on the enclosed drawing may help to visualize these findings. All of these footprint and setback facts will be considered in the evaluation of the site plan during building permit review. General process: Future site development must include a site plan, showing all setbacks from property lines and shoreline, and will be needed for building permit application submittal. The geotechnical report should be submitted at that time as well.
