Thank you for submitting the building permit application referenced above. In order to complete the
building department review additional information will be needed which is listed below.
PLAN REVIEW REQUIREMENT COMMENTS:

ased upon information available to our office the location of the structure is placed along the fence,which
also the property line. The survey completed by Mr. Robert Emerson in December 2009 and recorded
under Auditor File number 1951410 does not show the location of the fence or the shed/tree house. When I
contacted Mr.Emerson in December 2009 to discuss the survey he informed me that the property line is
located at the fence line. Please provide documents demonstrating that the location of the shed/tree house
meets the required setbacks for the planning department and building code.
2. Based upon the documents submitted for the 2-story shed/tree house the prescriptive requirements for shear
wall bracing specified in the 2006 International Residential Code (IRC) Section R602.10 cannot be
achieved unless the structure is modified to meet IRC requirements. Braced wall panels are required to be
marked on plans and placed in all structures to address seismic and wind conditions in our area. Note that
in seismic design category D2 the first floor of a 2-story prescriptive structure requires braced wall lines
that amount to 55%of the wall length. In addition braced wall panels shall not-exceed 25-ft on center in
plane and in the transverse direction. Where prescriptive requirements are not possible those portions that
do not comply shall be designed and constructed in accordance with accepted engineering practice. When
a lateral design is necessary a Washington State licensed design professional must prepare the design.
3. On April 8,2010 our office received a partial elevation plan showing the wall-framing layout for a one-
story structure and a foundation plan showing a 10-inch x 12-inch footing. In order to properly evaluate the
structure a full set of legible construction plans, drawn to scale, shall be required and shall include the
following:
a. Foundation plan, including information showing that the foundation meets or exceeds minimum
prescriptive requirements or provide an engineered design of the foundation system. See
information enclosed.
b. Cross-section of the structure from foundation to roof,
c. Deck and floor framing layout including joists and support beams for the upper floor and deck,
d. Floor plan showing the use of ALL rooms,opening sizes of windows and doors, header
information,shear wall locations and type,etc.
e. Stairway framing information showing access to upper floor,
f. Roof framing details, including rafters sizes and layout,beam sizes and span,etc.
When the requested information is received staff will review the documents and evaluate for code
compliance. Generic information is enclosed to help you identify the information needed.
4. Please provide a completed Washington State Energy Code application in order to identify that the
structure, if heated,meets minimum energy code requirements.
To complete an engineered analysis your design professional will need the following information:
Snow load: 25 psf
Wind load: 85 mph, exp`B"unless designated otherwise
Seismic zone: D2
When you have compiled the requested information please submit it to the Mason County Building Department,
attention D. Coker. Please respond to comments, in writing,in the order listed. Revisions,required as a result of
the engineered design,must be transferred onto proposed building plans. Where required,please return two sets of

Contacted the surveyor,Mr.Emerson,to discuss location of the property line. According to the surveyor the site plan may be incorrect as the fence is supposed located on the property line,see recorded
survey af#1951411. Notified the planner who will follow-up and notifty bldg dept.of findings. Also,LMOR for owner notifying them of the findings and that if the structure were to be approved as
proposed additional fire resistive construction will be required. The owner was also notified that there are also construction questions. Specifics were not provided in the voice mail message. NOTE: It
appears that a lateral analysis will be required. A floor/story was added to an existing storage structure. When this occurs the lower floor must comply with code requirements inclUding existing foundation

Hi Alan...
Concerning the Larson separation there is actually a state WAC that allows 3-ft to property line without requiring fire resistive
construction and even less depending upon the use of the structure. A portion of the amendment is pasted below.
LOCATION ON LOT
R302.1 Exterior Walls. Exterior walls with a fire separation distance less than 3 feet(914 mm)shall have not less than a one-
hour fire-resistive rating with exposure from both sides. Projections shall not extend to a point closer than 2 feet(610 mm)
from the line used to determine the fire separation distance.
Exception: Detached garages accessory to a dwelling located within 2 feet of a lot line may have roof eave projections not
exceeding 4 inches.
Projections extending into the fire separation distance shall have not less than one-hour fire-resistive construction on the
underside.The above provisions shall not apply to walls which are perpendicular to the line used to determine the fire
separation distance.
Exception:Tool and storage sheds,playhouses and similar structures exempted from permits by R105.2 are not required to
provide wall protection based on location on the lot. Projections beyond the exterior wall shall not extend over the lot line.

The fees paid when the permit was submitted addressed plan review fees related to building department
and planning dept. only. The building permit is collected when the permit is issued along with other fees
associated with the case, which is the site investigation fee charged as a result of the correction notice
posting. Sorry that you were not aware of the permit fees when the permit was submitted. When the
permit was submitted we were very concerned about the location of the structure to adjacent properties
and really focused conversations to that issue, not on fees. Our Department is fee supported, dependent
upon the plan review fee for time spent preparing the documents for issue and the permit fee which is
related to actual inspections in the field. The fees are adopted by our Commissioners.
The permit fee DOES NOT include an enforcement fee (double permit fee) because you responded to the
correction notice as requested.
Your permit can remain here until the fees are paid up to 6 months. Extensions can be granted when
requested due to hardship. If that is the case please keep us posted, in writing, not to exceed 6 months
each time. We know that you are anxious to finish this project. Sorry to add another obstacle. The
adopted fees are not negotiable and out of our hands.

Thank you Debbera, again, for your help. I did get a call from a Jeannie who said we could pick up our
permit now for only $319.65??which was another shock to me because I thought we paid all the fees up
front and now I don't have a dime and don't have $300 to pick up the permit!! It will take me a month or
two to come up with that right now, I don't even have grocery money left this month and it's only the 9th.
Can you tell me what these fees are for?
