PRE-APPLICATION CONFERENCE REQUEST FORM
The purpose of the pre-submission conference is to identify and/or eliminate as many potential problems as
possible in order for the project to be processed without delay. Representatives for the Fire Marshal's Office, Building
Department, Environmental Health, Planning, and Public Works Departments may attend the meeting to discuss rules
and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive
plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction,
fire protection and life safety concerns of the proposed project. The pre-submission conference will be most informative
when you provide accurate and detailed information on the Pre-Application Conference Application Form and the site
plan. Applications will be accepted when all information is received and deemed complete.
Pre-Application Conferences are held every Wednesday and last up to one hour. To schedule a meeting
complete the applications and return with 10 copies of the detailed site plan, by 3:00 PM on the Wednesday two weeks

DESCRIPTION & SIZE OF PROJECT/OCCUPANCY CLASSIFICATION & USE: Propose to construct
male and female accessible restroom facilities on parcel 12105-51-66001 and remove and replace
the existing boat ramp on parcel 121-5-51-00900.
Based upon information submitted the building department does not regulate boat ramps.
If the restroom facilities are not attached a separate building permit application shall be required for each
separate structure. Provide construction plans demonstrating compliance to the current building code
including details demonstrating compliance to accessible standards.
Complete building permit applications will include the following information that is applicable to the project::
• SETBACKS TO PROPERTY LINES: Provide a site plan, drawn to scale. Clearly identify all structures,
including fences, fuel tanks and other similar items, with setback dimensions on site the plan.
• DISTANCES TO OTHER STRUCTURES: Site plan, drawn to scale shall clearly identify distances, where
required include fire-resistive details, including continuity, &tested assembly details.
• FIRE RESISTANCE FOR EXTERIOR WALLS: When applicable include fire-resistive details, including
continuity, &tested assembly details.
• IDENTIFY TYPE OF CONSTRUCTION & PROVIDE ALLOWABLE AREA CALCULATIONS WHERE
NEEDED. See Chapter 5, IBC. Type VB construction includes structures constructed with combustible
construction such as wood framed structures. Type II construction includes steel structures constructed
ENTIRELY by non-combustible construction.

• NUMBER OF EXITS REQUIRED/OCCUPANT LOAD:(IBC 1004): Table 1004 is used to determine
occupant load used to evaluate the structure for exiting purposes, plumbing fixture requiren-vents, and other
code related concerns. Include design calculations, demonstrating how occupant loads wene calculated,
on building plans.
• EXIT PLAN: Clearly identify the exit path and exit signage on construction plans.
• ENGINEERING REQUIRED: unknown
All structures shall be designed to comply with the prescriptive requirements of the building code.
When structure design is outside code prescriptive requirements an engineered design shall be
required, including structures not provided with prescriptive wall bracing. Engineered plans shall be
designed in accordance with Chapter 16 of the International Building Code.
Referencing Washington State RCW 18.08.410 - Structures 4000 sq. ft or more shall have all plan
pages reviewed and stamped by a Washington State licensed design professional. The review shall
include a code evaluation addressing life-safety, plumbing & mechanical evaluation, and structural
analysis. (ref. RCW 18.08.410) ALL PLAN PAGES SHALL BE STAMPED AND SIGNED BY THE
DESIGN PROFESSIONAL, including plumbing and mechanical pages.
• ACCESSIBILITY REQUIRED: YES, include compliance information including design calculations
demonstrating compliance to Chapter 11 and details demonstrating compliance to ANSI 117.1 in effect at
the time of submittal. Include information demonstrating compliance for restrooms, employee work areas,
parking spaces, accessibility to structure, drinking fountain, signage, etc. When required verify that
building plans contain compliance information.
• PLUMBING SYSTEMS (Chapter 29 Washington Amendment to IBC): Using IBC Chapter 10, determine
occupant load. The number of plumbing fixtures is determined based upon the occupant load. Plumbing
fixtures need not be provided for unoccupied buildings. Permitted building shall comply. On plans, include
design calculations for the following: water closets (M/F), Lavatories, Drinking Fountains, etc.
• NON-RESIDENTIAL ENERGY CODE: ALL enclosed spaces require Non-Residential Energy
Conservation Code (IECC/WSEC). Provide completed compliance forms (envelope & mechanical).

• LIGHTING: All non-residential structures shall comply with IECC/WSEC lighting requirements. Complete
compliance forms and provide a lighting plan that includes switching locations. WSEC forms and

• Ventilation and Indoor Air Quality Code compliance: Ventilation fans shall be provided in restrooms

kitchen is included in the project.

The following information is essential to perform a plan review by the Fire Marshal's office. Proposed construction
plans and documents should include all information listed below. Please note that the Fire Marshal representative
has made every attempt to identify all critical information that will be needed based upon the information provided
in the pre-application documents. Additional information may be necessary when the Fire Marshal is presented
with proposed plans for the project. The information provided below references the current adopted codes. A
complete list is provided at the end of this document.
• OCCUPANCY CLASSIFICATION & USE : Identify the occupancy classification(s) and specify use as
defined and specified in accordance to the current International Building Code (IBC), Chapter 3 and
International Fire Code (IFC), Chapter 2.
• CONSTRUCTION TYPE: Referencing IBC, Chapter 6 clearly identify the type of construction.
• WATER SUPPLY & FIRE HYDRANT: Referencing IFC, Section 508; clearly identify intended code
compliance, including type of water supply.
• FIRE FLOW: A copy of the approved method for determining fire flow is enclosed. Please provide a copy
of the completed worksheet with proposed construction documents.
• EMERGENCY VEHICLE ACCESS: A copy of the "Standards for Fire Apparatus Access Roads"
adopted through Mason County Building Code, Section 14.17 is attached. Verify that documents
clearly identify code compliance.
C�) ADDRESSING: Referencing IFC, Section 505 and Mason County Code Chapter 14.28, all new buildings
shall have an approved address. Applications for an approved address can be obtained on the Mason
County website at: www.co.mason.wa.us, Forms and Brochures, Community Development, the address
to the referenced web page is: http://Www.co.mason.wa.us/forms/Community_Dev/index.php. Each
building within the facility shall be distinguished with a separate identification so that emergency personnel
can find the building in the event of an emergency.
• EXITS: Verify that construction plans comply with IBC and IFC Chapter 10. Provide a code evaluation
that includes calculations demonstrating compliance to Section 1004. Construction plans must clearly
identify all exits, exit paths, length, signage information, etc.
• AU MATIC FIRE ALARM: Referencing IFC, Section 907 and NFPA 72, provide information
demon ating compliance. Note that automatic fire alarm systems shall require a separate "Mason
County Fir rotection System Permit Application". The application can be obtained by going to same
website and p ge referenced above.
• SP KLER SYSTEM: Referencing IFC, Section 903 and NFPA 13, provide information demonstrating
compl ce. Note that automatic fire sprinkler systems shall require a separate "Mason County Fire
Protection stem Permit Application". The application can be obtained by going to same website and
page referen d above.
• ED FIRE SUPPRESSION SYSTEM: Referencing IFC, Sections 904 and 905, provide information as
nee on construction plans demonstrating compliance. Note that fire suppression systems shall require
a separ "Mason County Fire Protection System Permit Application". The application can be obtained by
going to sa website and page referenced above. Standpipe systems, where required, need to be
clearly identified on construction plans.
• KNOX BOX: Referencing IFC, Section 506, access shall be required, typically through use of a knox box.
Provide compliance information with construction documents. Contact the local fire district to make
arrangements for an approved key box, location, etc. The local fire district for your project is Fire District
Number: and can be reached as follows:
• GAS METERS/TANKS: Referencing The International Fuel Gas Code (IFGC) and NFPA 58 provide
compliance information as required within the referenced codes.
• STORAGE (TYPE, HEIGHT, ETC.) Referencing IFC, Chapter 19 (Lumber yards and wood working
facilities), Chapter 23 (High-piled combustible storage), Chapter 27 (Hazardous Materials), etc.
o Identify all materials to be stored, including commodity classification (see IFC2303 and Table 2306.2),
and type of plastics when applicable. Include anticipated quantities, loose or baled, anticipated height,
o Identify hazardous materials classified as a physical or health hazard, include MSDS sheets as
specified in IFC Section 2703.4. Referencing Table 2703.1.1(1), identify proposed control areas and
method of protection. Referencing IFC Section 2704, identify spill control and proposed secondary
containment, see also IFC Table 2704.2.2
o Identify method of storage (i.e. racks, shelves, pallets and what storage method is constructed of such
as plastic, wood, metal, etc.) If pallets will be used , identify location of unused pallets and anticipated
quantity
o Identify flammable and combustible liquids, flammable gases, and flammable solids regulated under
IFC Chapters 34, 35 and 36. Include information demonstrating compliance, including proposed
storage, classification of flammable material and/or combustible liquid.

Date of Meeting: March 20,2017
Zoning:The zoning designation is residential RR-5 for both parcels#-6001 and#-0900.
Restroom: Since the parcel is zoned residential(RR-5),public facilities,e.g.public restrooms,are permitted with a special use permit. Special Use Permits are considered by the Hearing Examiner,whom
renders a decision following a public hearing. The restroom structure will need to satisfy the RR-5 building setbacks,which are: front-25 ft.;and side and rear-20 ft. An ADA parking stall shall be
required for the restroom in accordance with IBC. A detailed site plan is required,showing the building placement in relation to the property lines,parking lot,a safe pedestrian path connecting the parking
lot to the restroom facility and the on-site landscaping.
Shoreline: The shoreline designation is Urban Residential.
The proposed dock will need a building permit,Mason Environmental Permit(MEP),Biological Evaluation/Habitat Management Plan,SEPA,JARPA,Substantial Development Permit(public hearing),as
well as,HPA permits and U.S.Army Corps.Permits. Please check-in with State Fish and Wildlife and the U.S.Army Corp.of Engineers,as they may have more restrictive requirements and/or additional
permits.
The proposed boat ramp will not need a building permit,but will be need a Mason Environmental Permit(MEP),Biological Evaluation/Habitat Management Plan,SEPA,JARPA Substantial Shoreline
Development Permit,as well as HPA permits. Please check-in with State Fish and Wildlife and the U.S.Army Corp.of Engineers,as they may have more restrictive requirements and/or additional permits.

Community Docks(Recreational): Shall meet the shoreline 5 ft side yard setback. Maximum overall length of a recreational pier or dock facility including float shall be only so long as to obtain a depth of
three feet of water as measured at mean lower low water on salt water.The length of any pier or dock facility shall not exceed the lesser of 15 percent of the fetch or 100 feet from OHWM on salt water
shorelines. Joint or community use facilities may be an additional 15 feet in length,and shall not exceed a depth of minus five(-5)feet. Docks shall not exceed 8 feet in width.
Community Boat Ramp(Recreational): Concrete boat ramps shall be placed at beach grade,and not elevated on fill. Ramps shall not exceed 12 feet in width. Ramps shall not exceed 50 feet in length,as
measured from the line of ordinary high water.Ramps shall not exceed 18 inches in height at the line of ordinary high water,or the toe of the bulkhead.
Light Standards: All outdoor lighting shall be in compliance with the"foot candle"restrictions per MCC 17.32. All lighting fixtures shall be shielded downward in order to prevent light pollution on to
neighboring parcels.
Garbage and Recycle: All garbage and recycle bins shall be screened from the public right-of--way and adjacent properties with a sight obscuring fence or vegetative buffer.

Referencing Washington State RCW 18.08.410 - Structures 4000 sq. ft or more shall have all plan
