End Date: March 14,2019. Project will begin 120 days after issuance of all permits and in water work will occur during the fish window of July I to March 14(of any consecutive years). The project will require less than 60 working days. Most of the construction associated with this project shall occur landward of the OHW. Intertidal work is limited to demolition of the existing bulkhead and replacement with a new platform bulkhead, and installation of seven (7) 10-inch diameter pilings. Bulkhead work shall occur during low tides; installation of pilings will occur from a floating barge, during high tides. Installation of the gangway and floating dock sections will be accomplished by floating in these pre-fabricated elements and attaching them,while working from a floating barge. The contractor will be required to submit a Construction/Tides Plan outlining possible work dates and times that allow construction of all portions of the project during the applicable tide. It is possible that some work may need to be conducted during the evening hours,as that is when low tides occur during SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 2 of 16 the proposed construction window. Work below OHW shall only occur from January 1 through March 14 and July 1 through December 31 of any consecutive year(i.e., excluding the period from March 15 through June 30 of any year). 7. The Washington Department of Fish and Wildlife has issued a Hydraulic Project Approval (HPA# 2016-6-467+01)for reconstruction of the existing boat ramp, an independent but related project. That HPA includes provisions related to the protection of fish life and fish habitat. Mason County has issued an Environmental Permit (MEP2015-00049) and Shoreline Substantial Development Permit Exemption (SHX2015-00080) for reconstruction of the existing boat ramp, an independent but related project. 9. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? If yes, explain. 1hel An application (NWS-2017-441) is currently under review by the U.S. Army Corps of Engineers for reconstruction of the existing boat ramp,an independent but related project;it is expected that the Corps of Engineers will issue a Nationwide Permit#36(boat ramps)for this boat ramp replacement project. 10. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 3 of 16 agencies may modify this form to include additional specific information on project description.) hf elpl The proposed project is to construct a new 165-linear foot dock consisting of a 121.5-foot floating dock and a 43.5-foot. gangway. The floating dock will consist of six (6), 20-foot by 8-foot pre- fabricated fiberglass sections with more than 50% grating. Each float section will be supported by a 10-inch diameter steel pile. The waterward end of the dock will reach -4.3 feet in elevation with the furthest waterward steel pile placed at -4 feet. A 48-foot by 5-foot grated aluminum gangway with metal railings will be attached to the floating dock and supported by one(1), 10-inch steel pile.A total of seven (7) piles are proposed for the entire dock. An 8-foot wide section of the existing concrete bulkhead located at OWH will be replaced with a new concrete wall section and footing(the"platform bulkhead"). Immediately landward of Ordinary High Water(OH W)and the new bulkhead section,the gangway will connect to a new 8-foot by 8-foot,ADA compliant, concrete platform with underground supports and wood railings. This platform will connect further landward to a new 128-square foot concrete sidewalk, which will provide pedestrian access(including ADA) from Griswold Avenue. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. Lt@jpJ The project is located in Section 5, Township 21 North, Range 1 West; WM, NE Quarter, at the west end of Griswold Avenue in the City of Grapeview in Mason County, Washington. A legal description and vicinity map are attached to this checklist. B. ENVIRONMENTAL ELEMENTS hf elpl 1. Earth hf elpl a. General description of the site: hf elpl (circle one): Flat, rolling, hilly, steep slopes, mountainous, other Upland areas of the subject property consist of an asphalt road leading to the existing concrete boat ramp and Case Inlet. Remaining surface areas consist of mud, sand, and small rocks. b. What is the steepest slope on the site (approximate percent slope)? hf elpl 15% c. What general types of soils are found on the site(for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. hf elpl SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 4 of 16 Per the Natural Resources Conservation Service(NRCS)soil map,the soil found on this site is classified as Alderwood gravelly sandy loam. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. hf elpl None are known. e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. hel Approximately 19 cubic yards of native soil/sediment will be removed immediately landward of OHW to construct the pier foundation and to prepare site for an access sidewalk and platform at elevations of 18 feet to 16 feet (OHW). This work will be done from the existing access road; by hand and with a wheeled excavator. Material will be disposed at an approved upland location. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. hel Replacing the bulkhead section at OHW could result in minor erosion or sediment if a heavy rainfall or an OHW flood event occurs after the existing bulkhead section is opened up and before the new bulkhead section is completed.Also,vibratory installation of the seven(7)steel piles will cause a minor and short term release of marine sediments. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? hf elpl The project will not substantially change the existing conditions. Approximately 160 sf of new impervious surface will be added(for the proposed ADA compliant sidewalk and pier platform) h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: hf elpl The contractor will be required to submit a Construction/Tides Plan outlining possible work dates and times that allow construction of all portions of the project during the applicable tide. It is possible that some work may need to be conducted during the evening hours, as that is when low tides occur during the proposed construction window. A coir log barrier shall be placed around the perimeter of the work area to prevent sediments and debris from migrating waterward. This will be removed when the work is completed or tide is flooding. Work below the Ordinary High Water mark(OHW) shall only occur from January 1 through March 14 and July 1 through December 31 of any consecutive year. The contractor shall develop and implement a site-specific spill prevention, containment and control plan. The movement and use of heavy or tracked machinery is restricted to the staging area. Beach area grades disturbed during construction will be reshaped to pre-project conditions upon project completion. 2. Air [hel a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known.1hel SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 5 of 16 During construction,heavy equipment will give off normal emissions during operation and some dust may occur. These emissions will be short-term and only when construction equipment is in use. All construction equipment will be inspected daily for fluid leaks and no equipment will leave the staging area until any leaks are repaired. Fueling and maintenance of equipment will occur in upland staging areas only. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. Proposed measures to reduce or control emissions or other impacts to air, if any: hel Construction equipment will be maintained properly and kept in good repair to limit emissions during the project. 3. Water hf elpl a. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site (including year- round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. hf e The project is located on the shoreline of Case Inlet in Puget Sound. 2)Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. hf elpl Minimal work will occur over or within the water,because the pier to which the gangway attaches will be landward of OWH. An 8-foot wide section of an existing concrete bulkhead,at OHW,will be replaced at the same location. Only the gangway and floating dock(together comprising a dock that is 165-feet long),and the seven(7)pilings supporting them will extend into the water of Case Inlet. The new floating dock will be at least 60%grated,to allow light penetration. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. hf elpl Excavation for the pier platform footing will involve excavation of approximately 19 cubic yards of native soil/sediment. This is immediately behind the existing concrete bulkhead, landward of the OHW. 4)Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. h( elpl No. 5) Does the proposal lie within a 100-year floodplain? The marine bed was surveyed and found to not support any eelgrass or macroalgae. Some sea lettuce(Ulva sp)was found attached within the lower intertidal beach zone. At the location of the existing stormwater outfall, an area measuring at most 30 square feet is vegetated with small clumps of pickleweed(Salicornia virginica)and seaside plantain (Plantago maritima). b. What kind and amount of vegetation will be removed or altered? hf pj Only those mentioned above, in 4. a. c. List threatened and endangered species known to be on or near the site. hf elpl No ESA listed plant species are present on the subject property. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: hf gj Native shrubs and emergent plants will be installed along the shoreline and within the upper shore zone on the subject property. These will include gumweed,pickleweed,and dunegrass. e. List all noxious weeds and invasive species known to be on or near the site.1hel None. 5. Animals hf e a. List any birds and other animals which have been observed on or near the site or are known to be on or near the site. Is the site part of a migration route? If so, explain. Lhel Site is part of the Pacific Flyway for migratory birds. d. Proposed measures to preserve or enhance wildlife, if any: hf elpl Minimal work will occur over or within the water because the pier to which the gangway attaches will be landward of OHW. Only the gangway and floating dock(together comprising a dock that is 165-feet long)will extend into the water of Case Inlet. The new floating dock will be grated,to allow light penetration. The presence of a community dock will minimize the need for additional joint-use and individual docks within the vicinity of Grapeview and Reach(Treasure) Island,Case Inlet. Additional compensatory mitigation will include shoreline planting, installation(and anchoring)of large woody debris, and removal of angular rock currently upon the beach at this location. Together these measures will improve the quality of shoreline habitat at the Port of Grapeview property. e. List any invasive animal species known to be on or near the site. hf @jp None. 6. Energy and Natural Resources h( elpl a. What kinds of energy(electric, natural gas, oil, wood stove, solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. hf elpl Not applicable. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. 1hel The project will not affect the use of solar energy on adjacent properties. . c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: hf elpl Not applicable. 7. Environmental Health hel a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. h SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 9 of 16 Diesel and 2-cycle oil used in marine engines could be accidentally released in the vicinity of the proposed dock due to use of the facility by motorized watercraft. Fire and explosion are also a concern wherever motorized watercraft are used. 1) Describe any known or possible contamination at the site from present or past uses. hel None known. 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. hf elpl The Washington State Department of Ecology(WSDOE)database shows a confirmed or suspected contaminated site (ID# 6309) on the adjacent Fair Harbor Marina parcel, due to the presence of petroleum products in soil and groundwater (from a leaking underground storage tank). However, this area will not be disturbed during soil removal and construction of the platform bulkhead, pier foundation,or sidewalk.Also,The WSDOE noted the site as"reported cleaned up"in February 2008. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. h( e None. 4) Describe special emergency services that might be required. hf elpl No special emergency services are required. 5) Proposed measures to reduce or control environmental health hazards, if any: hj e Best management practices will be employed during construction to prevent the unintentional release of petroleum products that may be contained within the excavated material. BMPs will consist of coir logs, silt curtains, and conducting all intertidal work during low tide. A Spill Prevention, Control, and Countermeasure Plan(SPCCP)will be developed by the contractor and the contractor will be responsible for containment and removal of any toxicants released. A spill kit will be immediately available onsite for use in the event of any inadvertent release. b. Noise hf elpl 1)What types of noise exist in the area which may affect your project(for example: traffic, equipment, operation, other)? hf jp Project is located at Grapeview Loop Road and Griswold Avenue in a residential area with associated noise from street traffic and boat traffic.This noise will not affect the project. 2)What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. [help] SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 10 of 16 Construction noise will include a vibratory pile driver,concrete mixing truck,excavator, construction crew, All work will normally occur during normal daylight hours; however,there may be some activity during evening hours for work that needs to occur during low tides. 3) Proposed measures to reduce or control noise impacts, if any: hf elpl Vibratory pile driver is quieter than an impact driver,so use of this equipment is a minimization measure. 8. Land and Shoreline Use Lhel a. What is the current use of the site and adjacent properties?Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. hf elgl The Port of Grapeview property is used as a boat launch primarily by recreational boaters and commercial shellfishers. The upper area of the property is used as a driveway to back boats onto the boat launch ramp. The adjoining properties to the north are developed with single-family residences. The properties to the south are occupied by buildings associated with the Fair Harbor Marina, which provides boat moorage for recreational boaters, fuel for motorized boats and grocery/gift shopping. To the east of the subject property is Case Inlet. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or nonforest use? hel The subject property has been a boat ramp for approximately 60 years. Any uses prior to the current use as a boat ramp are unknown. 1)Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? If so, how: 1hel No. c. Describe any structures on the site. 1hel The existing boat ramp is approximately 60 years old and is used primarily by recreational boaters and commercial shellfishers for boat launching and product transfer (transfer of shellfish from boats to refrigeration trucks). Please list any professional studies conducted at the site to identify such resources. hf elpl No. In fact,the construction of the existing boat ramp and associated bulkhead 60 years ago would have disturbed any material of cultural significance present at that time that might otherwise have the potential of being disturbed from the proposed action. The area of excavation for the pier platform footing is limited to an area that is approximately 64 square feet(by a depth of 8 feet). But,this is immediately behind an existing concrete bulkhead at landward edge of the existing boat ramp. The native beach soil/sediment was likely been disturbed when the boat ramp and bulkhead were initially installed and this area has received continuous disturbance from human use for the last 60 years. c. Describe the methods used to assess the potential impacts to cultural and historic resources on or near the project site.
