Remaining surface areas consist of mud, sand, and small rocks. Washington Department of Ecology background data suggests the potential presence of patchy eelgrass fringes, patchy salt marsh fringes, and low marsh fringes on the shoreline of the subject property; however, an aquatic vegetation assessment during a low tide on May 27, 2017 concluded that no macroalgae or eelgrass was present within the project area. 5m. Describe how the property is currently used. nl elo The Port of Grapeview property is used as a boat launch primarily by recreational boaters and commercial shellfishers. The upper area of the property is used as a driveway to back boats onto the boat launch ramp. 5n. The properties to the south are occupied by buildings associated with the Fair Harbor Marina, which provides boat moorage for recreational boaters, fuel for motorized boats and grocery/gift shopping. To the east of the subject property is Case Inlet. 5o. Describe the structures (above and below ground) on the property, including their purpose(s) and current condition. n[ elpl The subject property is currently developed with an asphalt road leading to an existing concrete 24' X 137' boat ramp and Case Inlet. The existing boat ramp is approximately 60 years old and deteriorating to a point that requires replacement. The boat ramp is used primarily by recreational boaters and commercial shellfishers for boat launching and product transfer (transfer of shellfish from boats to refrigeration trucks). An application is currently under review by the U.S. Army Corps of Engineers for reconstruction of the existing boat ramp, an independent but related project; it is expected that the Corps of Engineers will issue a Nationwide Permit#36 boat rams for this boat ramp replacement project. 5p. ORIA-16-011 Page 4 of 15 Part 6—Project Description 6a. Briefly summarize the overall project. You can provide more detail in 6b. hf giPJ The proposed project is to construct a new 165-linear foot dock consisting of a 121.5-foot floating dock and a 43.5-foot. gangway. The floating dock will consist of six (6), 20-foot by 8-foot pre-fabricated fiberglass sections with more than 50% grating. Each float section will be supported by a 10-inch diameter steel pile. The waterward end of the dock will reach -4.3 feet in elevation with the furthest waterward steel pile placed at -4 feet. A 48-foot by 5-foot grated aluminum gangway with metal railings will be attached to the floating dock and supported by one (1), 10-inch steel pile. A total of seven (7) piles are proposed for the entire dock. An 8- foot wide section of the existing concrete bulkhead located at OWH will be replaced with a new concrete wall section and footing (the "platform bulkhead"). Immediately landward of Ordinary High Water (OHW) and the new bulkhead section, the gangway will connect to a new 8-foot by 8-foot, ADA compliant, concrete platform with underground supports and wood railings. This platform will connect further landward to a new 128-square foot concrete sidewalk, which will provide pedestrian access (including ADA) from Griswold Avenue. 6b. ORIA-16-011 Page 5 of 15 Approximately 19 cubic yards of native soil/sediment will be removed immediately landward of OHW to construct the pier foundation. Three concrete walls with footings will be poured in place; one shall be at the existing bulkhead (at OHW), and will replace the existing bulkhead (see section A of sheet AP2.3). Two additional walls with footings shall be poured perpendicular to the new platform bulkhead. These three walls will form the foundation for the new pier platform. This will be backfilled with clean, free draining, compacted gravel or CSBC (Crushed Surface Base Course), and capped with compacted CSBC and a 4-inch thick concrete surface. The new ADA compliant sidewalk will be poured in place concrete, over a prepared bed. A prefabricated 48-foot by 5-foot grated aluminum gangway with metal railings will be attached to the pier platform. It will be supported by one (1), 10-inch steel pile at the waterward end of the gangway. All pilings will be installed from the water, with a vibratory hammer. Six (6), prefabricated 20-foot by 8-foot floats with fiberglass grating will be placed together and attached to the waterward end of the gangway. Installation will occur from a floating barge. All activities will take place within a 100-year floodplain. 6f. What are the anticipated start and end dates for project construction? Describe how the project is designed to avoid and minimize adverse impacts to the aquatic environment. h[ elpl ❑ Not applicable Most of the construction associated with this project shall occur landward of the OHW. Intertidal work is limited to demolition of the existing bulkhead and replacement with a new platform bulkhead, and installation of seven (7) 10-inch diameter pilings. Bulkhead work shall occur during low tides; installation of pilings will occur from a floating barge, during high tides. Installation of the gangway and floating dock sections will be accomplished by floating in these pre-fabricated elements and attaching them, while working from a floating barge. The contractor will be required to submit a Construction/Tides Plan outlining possible work dates and times that allow construction of all portions of the project during the applicable tide. It is possible that some work may need to be conducted during the evening hours, as that is when low tides occur during the proposed construction window. A coir log barrier shall be placed around the perimeter of the work area to prevent sediments and debris from migrating waterward. This will be removed when the work is completed or tide is flooding. Work below the Ordinary High Water mark (OHW) shall only occur from January 1 through March 14 and July 1 through December 31 of any consecutive year. The contractor shall develop and implement a site- specific spill prevention, containment and control plan. The movement and use of heavy or tracked machinery is restricted to the staging area. Beach area grades disturbed during construction will be reshaped to pre- project conditions upon project completion. All construction equipment will be inspected daily for fluid leaks and no equipment will leave the staging area until any leaks are repaired. Fueling and maintenance of equipment will occur in upland staging areas only. If barge equipment is to be used, no grounding will be allowed. No excavated materials will be stockpiled below ordinary high water (OHW). No materials shall be stockpiled outside of the staging area unless they will be used in that day's work. The proposed pilings are the minimum necessary to secure the proposed floating dock, given the currents within this waterway and the anticipated tension and pressure from boat usage. Minimizing piling diameter will significantly reduce potential underwater construction noise during piling installation. The floating dock will be comprised of fiberglass grating that allows more than 50% of the light to penetrate (i.e more than 50% grated). 8b.Will your project impact a waterbody or the area around a waterbody? h[ do ❑x Yes ❑ No 8c. However, this is on an upland location on the adjacent parcel to the south (the Fair Harbor Marina) and this area will not be disturbed during soil removal and construction of the platform bulkhead, pier foundation, or sidewalk. Nonetheless, best management practices will be employed during construction to prevent the unintentional release of petroleum products that may be contained within the excavated material. BMPs will consist of coir logs, silt curtains, and conducting all intertidal work during low tide.
