Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, bt_�� Allan Borden Land Use Planner Mason County Planning Department 8/9/2007 1 of `3 SP12007-00107 Site Inspection 8/9/2007 Case No.: SP12007-00107 Comments: Pre-inspection for Lois Strand made on May 3, 2007: The purpose of the pre-inspection was to evaluate issues related to the construction of a single family residence on a 68 to 87 ft. wide by 111 to 121 ft. deep parcel along Mt. Washington Ct. in the Union vicinity (Olympic Vista lot 24). The parcel has a septic (south and east) area and is landscaped in the drive (south) area. The rear north and northeast areas of the property are sloped at the steepest dimensions towards the county road below. The zone for the site is Rural Residential 5. Standard building setbacks for this zone are a 25 foot front yard setback from the access easement, and 20 foot side and rear yard lot line setbacks. An exception applies for lots less than 100 feet in width, where side yard setbacks are equal to 10 percent of the lot width, but no less than 5 feet; for this property that side yard setback is 7 or 8 feet. A request for administrative variance to each setback may be reviewed by Mason County at the time of building permit submittal, if physical features, such as lot depth, lot shape, or critical areas (i.e. slopes, streams, wetlands), do constrain a reasonable development proposal, but to no less than 5 ft. for sideyard setback and 10 ft. for front and rear yard setbacks. Each setback is measured from structures above grade such as roof overhangs, balconies, stairs, decks, fuel tanks, or heat pumps. Geotech Report / Landslide hazards: The slopes observed on the property to the north and northeast becomes more sloped (greater than 40 percent). For proposed construction within 300 feet of these natural and modified slopes, a Geotechnical Report must be prepared and reviewed. This study needs to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01 .100 section E. 5. as required by the Mason County Resource Ordinance. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. Mason County does not have a list of preparers of geologic studies; you may find a qualified professional in the telephone directory listed under engineer, geologist, or soil engineers. The applicant shall have the qualified geologist or engineer visit the subject parcel and prepare a site analysis and geotechnical report specific to your proposed site development, based upon the ordinance criteria, addressing clearing, grading, building 8/9/2007 2 of 3 SP12007-00107 Site Inspection 8/9/2007 Case No.: SP12007-00107 construction, and stormwater control. This analysis would be submitted and evaluated at the time of building permit submittal. Shoreline / stream setbacks: No stream, wetland, or shoreline was observed on the property; so no associated development standard is required for development. General process: The general location for a residence is where the lot width is 75 to 80 feet wide, as estimated by staff. The plat map shows that there is a 10-foot wide drainage easement on the driveway side of the property (5 feet on lot 25 and 5 feet on lot 24). Future site development must include a site plan, showing all setbacks from property lines, easements, slopes, and other buildings or improvements. A site plan should accompany the geotechnical report and will be needed for the building permit application submittal.
