Also enclosed are four copies of a sketch showing the layout of the electric distribution facilities that will have an affect on electrical service. The list of outages goes back to July 1, 1969, the date records were established. Although it appears the number and length of outages is not too severe in relation to the requirements for a sewage lift plant, the record would have been substantially better had the West feeder out of the Union Sub been in service. That feeder is scheduled for completion by August 1, 1973. As the entire system is improved and yearly program of trimming persued, continuity of service should become even better. It is my understanding that this office and representatives of the Swimming Pool Association have agreed at a recent conference to allow a limited number of cartridge-cype filters to be installed on an experimental basis, provided adequate water quality monitoring and local health department service, both laboratory and personnel, are available. Unfortunately, in consultation with the Thurston-Mason Health District, we have been informed that the Environmental Health Section will not have the available time or personnel to provide the required service. Therefore, we regret that, in this case, a different type of filter be substituted. We will be willing to consider any suggestion or arrangement that will permit the use of the cartridge filter. It seems to us that the proposed arrangement of skimmers and inlets will result in a "dead spot" in the center of the pool.
