Gentlemen:
Mr. Thomas L. LaHay, representing Blue Heron Condominiums, has asked us to
advise you of the following:
Independence Mortgage Trust (=) has directed Provident National Bank
of Philadelphia to issue a Certificate of Deposit of $77,500 to be made
payable to Bearer and is to be held by Provident National Bank of
Philadelphia for the benefit of Mason County and Thurston-Mason Health
District, Washington.
The certificate is being obtained for the purpose of providing security
for Mason County and Thurston-Mason Health District for the bond
executed pursuant to a Sewerage Disposal System Construction Agreement
entered into between Blue Heron Condominiums and Mason County and
Thurston-Mason Health District, Washington.
In the event Blue Heron Condominiums fails to fulfill the obligations
imposed upon it by the Sewerage Disposal System Construction Agreement
upon written notice from Mason County and/or Thurston-Mason Health
District to Provident National Bank, Philadelphia, Provident National Bank
of Philadelphia is directed to pay Mason County -and/or Thurston-Mason
Health District a. sum or sums up to $77,500 from the funds represented by
the certificate of deposit.
It is our understanding that the county will release a percentage of the
money as requested by Blue Heron Condominiums to IMT as progress is made in
construction of said sewerage disposal system down to $10,000, which will
be held as a maintenance and operation bond which shall continue from the
date of the final approval of the sewerage disposal system until certain
requirements of the Sewerage Disposal System Construction Agreement are met,
or until such time as IMT and/or Blue Heron Owners Association shall provide
a satisfactory replacement for said maintenance and operation bond.

Declaration, and platting of the Condominium.
Subject to your approval , Walt Pine and I will not be
present at your regular meeting on May 19 , 1975 , but we will keep
you advised from time to time as to our progress pertaining to
matters of concern to the County.

Dear Mr. Martig:
In accordance with our telephone conversation, enclosed are four copies of a
tabulation of past power outages affecting the area in the vicinity of the pro-
posed Blue Heron Condominium. Also enclosed are four copies of a sketch
showing the layout of the electric distribution facilities that will have an affect
on electrical service. The list of outages goes back to July 1, 1969, the date
records were established.
Although it appears the number and length of outages is not too severe in
relation to the requirements for a sewage lift plant, the record would have been
substantially better had the West feeder out of the Union Sub been in service.
That feeder is scheduled for completion by August 1, 1973. As the entire system
is improved and yearly program of trimming persued, continuity of service should
become even better.

Dear Mr. Smith:
We have reviewed the plans and equipment list for the subject semi-public
swimming pool and have the following comments.
It is my understanding that this office and representatives of the Swimming
Pool Association have agreed at a recent conference to allow a limited
number of cartridge-cype filters to be installed on an experimental basis,
provided adequate water quality monitoring and local health department
service, both laboratory and personnel, are available. Unfortunately, in
consultation with the Thurston-Mason Health District, we have been informed
that the Environmental Health Section will not have the available time or
personnel to provide the required service. Therefore, we regret that, in
this case, a different type of filter be substituted. We will be willing
to consider any suggestion or arrangement that will permit the use of the
cartridge filter.
We have no information about the Guardex Super 90 hypochlorinator in our

th is piece of equipment.
It seems to us that the proposed arrangement of skimmers and inlets will
result in a "dead spot" in the center of the pool. It is suggested that the
inlet be rearranged or another inlet be provided in the pool bottom near the
center of the pool.
Otherwise, the pool design is satisfactory and the equipment list is complete,
and we should be able to issue an approval when the above items are satis-
factorily resolved. «
