WETLAND BUFFER MITIGATION PLAN

PROJECT DESCRIPTION
The details of a Wetland Buffer Mitigation Plan for the above referenced site (Parcel 12220-50-
19002) are discussed in full in this report. The property is found in Section 20, Township 22
North, Range 01 West WM on the western shore of North Bay. (Figure 1 Vicinity Map).
The purpose of this Wetland Buffer Mitigation Plan (WBMP) is to address potential impacts
resulting from the proposed construction of a single family residence within the buffer of a
Category I Estuarine Wetland.
The house is proposed 20 feet from the wetland at the nearest point. The proposed building
location is within a gravel area currently occupied by an RV. Utilizing the proposed building
location will require no native vegetation displacement and minimal construction oriented
earthwork.
The objectives of this WBMP are as follows:
■ To evaluate the potential adverse effects to critical area functions resulting from
the proposed construction within the wetland buffer and building setback.
■ To outline mitigation measures necessary to offset potential adverse effects
resulting from proposed work.
SITE DESCRIPTION
The parcel consists of relatively flat landscape with an elevated portion on the western side.
The portion of the wetland within the property is part of large system associated with the North
Bay, occupying an area over 50 acres and supporting several hydrogeomorphic classes
(estuarine tidal-fringe, slope,riverine and depressional) within the boundary.
The estuarine tidal-fringe portion of the wetland is located north and east of the ownership.
This portion of the wetland system is classified as a salt water tidal-fringe wetland because the

water levels in this portion of the wetland are usually controlled by tides and the salinity of the
water during periods of annual low flow are above 0.5 ppt(parts per thousand).
The freshwater forested/shrub portion of the system occupies the majority of the subject
property. The portion of the wetland within the subject property meets Department of Ecology
criteria for a slope freshwater forested/shrub wetland because of the presence of a slope
gradient (1 to 2%), and water leaves the wetland without being impounded. The freshwater
forest/shrub portion of the wetland continues north and south off of the property. The
approximate extent of the wetland is depicted on the NWI map shown in Figure 3.

APPLICABLE SETBACKS
The project site is within the jurisdiction of Mason County. Ordinance 17.01.070 identifies
Wetland Areas adopted by Mason County. The on-sight wetlands are classified as Category
1 Estuarine Wetlands.
This proposed project meets chapter 17.01.070 criteria for high impact development. Therefore,
the applicable setback for this project is as follows:

ANALYSIS OF EFFECTS
The SFR is to be located within the regulated buffer associated with a Category I Estuarine
Wetland. Project scale in the protected area is as follows:

Vegetation Disturbance
The proposed building footprint is located in a portion of the ownership that has been
maintained as a gravel RV parking area containing no native vegetation. No overstory tree
removal is necessary for this project. With recommended planting of native vegetation
described below, the project will result in an overall net benefit of native vegetation abundance
and diversity within the site.
Designated Critical Habitat for Salmonids
North Bay is listed as a Final Designation on the NOAA Fisheries Northwest Region Critical
Habitat Designations for West Coast Salmon and Steelhead- August 2005. None of the
proposed actions are likely to destroy or adversely modify designated critical habitat. Actions
described in this plan are not of a nature or scale that would jeopardize the continued existence
of any listed species.
Noise Pollution
A slight increase in noise from construction activities is likely to occur during daylight
construction hours. No nesting sites for listed species have been identified within the radii of
concern associated with the project area. Given the existing housing and residential use of the
nearby area, any resident wildlife species have likely become locally adapted to noise
associated with intermittent construction activity, residential traffic, and residential use.
Temporary Increase in Sediment and Turbidity During Construction
The proposed work has the potential to temporarily increase turbidity and suspended sediment
within the project area. Best Management Practices have been recommended to minimize the
adverse effects associated with sediment and turbidity during site preparation and construction.
Light and Glare
Given the nature of the project, the most significant outdoor lighting will be directed away from
the wetland towards the driveway access. Any outdoor lighting located on the wetland side of
the buildings should be low level lighting and the minimum necessary. There should be no
added light to the wetland areas associated with this project. This should insure no impacts to
the use of the site by wildlife species will result from light and glare associated with this
project.

MITIGATION MEASURES
Preservation of Critically Important Plants
All remaining wetland buffer outside of the project area should be maintained in its existing
state or enhanced with native vegetation.
Avoidance
The primary avoidance measure associated with this project is the limited size of the building
and locating it the furthest distance from the wetland that the configuration of the property will
allow.
Minimization
The proposed project minimizes impacts to the wetland buffer by limiting the square footage of
the house footprint within the buffer to approximately 1,512 square feet.
Best Management Practices
Recommended Best Management Practices for this project are as follows:
• Perform excavation and site preparation work during dry weather.
• Install silt fencing between the work area and the wetland to prevent erosion and
siltation of waters(See diagram below).
• Minimize amount of erodible soils at any given time to the maximum extent
feasible.
• Check all equipment daily for leaks. Refueling and lubrication of equipment
should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous
substances outside overnight within the project area.
• Do not apply any chemicals when there is a possibility of rain.
• Comply with all permits and requirements of governing authority.

Silt fence Installation
The presence of exposed soil associated with site preparation work poses a risk of erosion and
siltation to the wetland during storm events. It is recommended that silt fencing be installed
between the work area and the wetland to avoid siltation. The silt fence should be inspected
and repaired if necessary after each storm event. Sediment should be removed from the fence
and deposited to an area that will not contribute to regulated waters. The fence can be removed
once the project is complete and soil has stabilized. Any exposed soil around the project site
should be covered with temporary erosion control such as bark mulch, jute netting, or hydro
seed.
Compensatory Mitigation
Chapter 17.01.070 of the Mason County Resource Ordinance requires that wetland buffer
displacement be mitigated at a minimum 1:1 ratio. As the total project requires
approximately 1,512 square feet or less of buffer to be displaced by the SFR, buffer
enhancement is to occur within the upland slope located between the house and wetland.
The selected area is currently occupied by a gravelly slope. It will be enhanced by planting
native trees and shrubs thus adding a structurally diverse patch of native vegetation
adjacent to the wetland.

Native Plantings
The following is a list of suggested species to be used for planting. The species have been
chosen based on their presence within vegetated upland sites, tolerance to moist conditions,
and light requirements. It is recommended that potted plants be used as opposed to bare
root seedlings.
Trees: Douglas fir(Pseudotsuga menziesii)-2 gallon
Shrubs: nootka rose (Rosa nutkana)— 1 gallon
salmonberry(Rubus spectabilis)— 1 gallon
Pacific Willow(Salix lusida)— 1 gallon
hooker willow(Salix hookeriana)— 1 gallon
scouler willow(Salix scouleriana)— 1 gallon
Sitka willow(Salix sitchensis)— 1 gallon
beaked hazelnut(Corylus cornuta)— 1 gallon
indian plum(Oemleria cerasiformis)— 1 gallon
oceanspray(Holodiscus discolor)— 1 gallon
pacific ninebark(Physocarpus capitatus)— 1 gallon
red flowering currant(Ribes sanguineum)
California black currant (Ribes bracteosum)— 1 gallon
western thimbleberry(Rubus parviflorus)— 1 gallon
red elderberry (Sambucus racemosa)— 1 gallon
Native Planting Guidelines
It is recommended that plantings be installed within the identified mitigation zone to achieve
the following densities. A minimum of 3 species types from the above list are recommended.
The following spacing is recommended:
trees- 10' on center
shrubs- 5' on center
These densities will provide a moderately dense, structurally diverse plant community within
the mitigation zone. To fulfill the above mentioned planting density guidelines, the
Enhancement Zone will be planted with a minimum of 48 plants. Volunteer vegetation may be
counted toward the target density.
Typically, planting should occur during winter dormancy. The optimum time for planting is
during February and March. No machinery earthwork will be necessary to implement this
enhancement plan; planting holes for specified vegetation installation will be hand dug. All
installed vegetation should be marked with colored flagging to facilitate monitoring inspections
and allow the plants to be easily visible during invasive species control efforts.
Invasive species such as Himalayan blackberry and pasture grasses are stubborn competitors
for light and nutrients, often hindering the survival of newly installed plants. It is
recommended that these be cut back a minimum of three times during the growing season over

the first five years. Herbicides should not be used to eliminate non-desirable plant species due
to the proximity to the wetland. Persistent cutting during the growing season recommended
above will be sufficient to offset the rhizomes of invasive species.
MONITORING
Monitoring of the site will be required as a condition of permit approval. This monitoring will
begin the first fall following installation of native plants and be maintained on an annual basis.
The information gathered will provide the following: 1) condition of installed plant species; 2)
the use of the site by wildlife species; 3) any disturbance caused by the construction and its
effect on the protected zone and associated aquatic habitat; 4) any occurrence of exotic species
within the Enhancement Zone; 5) any corrective measures that may be deemed necessary to
provide desired conditions. This monitoring will be in effect for the duration of five years.
The information gathered will be provided in an annual report and submitted to the Director of
the Mason County Department of Community Development.
SUMMARY
This report addresses the establishment of a SFR to be located within a tax parcel containing a
category I estuarine wetland and associated buffer. The building is proposed in an open area
with flat topography. The building has been designed to avoid the wetland and buffer to the
extent feasible given the limited size of the property. Best Management Practices have been
outlined to insure no negative impacts to water quality resulting from construction. Mitigation
recommendations include native plant enhancement of the sloped area between the proposed
building and the wetland. No impacts to water quality or aquatic habitat are predicted.
Mitigation Measures and Best Management Practices have been identified to avoid, minimize,
and mitigate for impacts associated with proposed construction.
