Please find our responses below and the enclosed revised pages based upon your comments. The urban growth area references have been updated to identify Shelton rather than the City of Shelton; please find the attached revised sheet. Figure 1.6 has been updated per your comment to reflect the Rural Residential 5 as light green; please find the enclosed revised figure. The term Comp Plan,as identified throughout the Union Water System Plan, refers to the Comprehensive Water System Plan, Part A dated 2005, prepared for Public Utility District Number 1 of Mason County,as identified in the ACRONYMS/ABBREVIATIONS of the report on page ix. We feel that we have adequately addressed your comments regarding this comprehensive plan review and look forward to your consistency statement on this plan, however if you have any additional comments or questions regarding any information included please let me know. Related Plans List of Related Plans GMA considerations: In 1990 Washington State passed into law the Growth Management Act. The intent was to stop uncontrolled development which threatened the environment and led to continuing urban sprawl. A number of goals were adopted by the GMA. One goal was to encourage development within urban areas where adequate public services can be provided. Mason County has identified three urban growth areas within its Comprehensive Plan. These areas are Shelton and the unincorporated communities of Allyn and Belfair, see Figure 1.4. The Union Water System is not located within the urban growth boundaries of these areas. Comments from Agencies and Adjacent Purveyors Comments from Mason County were received November 22, 2011 and the comments have been incorporated into this revised plan. There are no adjacent purveyors. Response to Comments Refer to Figure 1.8 for a copy of the response letter to Mason County. 1E. Director of Operations-Water Mason County PUD#1 N. 21971 Hwy. 101 Shelton, WA 98584 RE: Union Water System/Mason County PUD#1 DDR2011-00105 Dear Ms. Gray, I have reviewed the materials you submitted and find several items that are unclear or need to be revised. As a point of clarification, on page 6 under Section 1D it states that Mason County has three urban growth areas which are the City of Shelton, Allyn and Belfair. The City of Shelton is not an urban growth area, but there is an urban growth area surrounding it known as the Shelton Urban Growth Area. It's a somewhat minor detail but I believe it's worth referencing the urban growth areas as Shelton, Allyn, and Belfair since Mason County has no development authority within the City and therefore cannot encourage growth there. Also,the map in Figure 1.6 states in the legend that Rural Residential 5 is shown in light blue. Actually, both light and dark blue represent water. The areas in pale green are RR5, which is correctly shown on the map itself. As to the provision of new service connections being consistent with the comprehensive plan and development regulations referenced to be in Chapter Ton page 2, the "comp plan" it is referencing is not the Mason County Comprehensive Plan. Since the County's Comp Plan does not include the Water Policy Manual as an appendix, I think this may actually be referring to PUD's comp plan. This Chapter also addresses design and construction procedures which is not part of our Comp Plan. Is there another section of this Water Plan that speaks to that consistency item more specifically? If not,then please provide me with a revised Plan or Plan pages so that I may complete your review.
