A Hydraulic Project Approval (RCW 75.20.100, WAC 220-110) administered by the Department of Fisheries is required prior to the performance of construction activities below the ordinary high water mark. 2. The bulkhead should not encroach waterward of tidal elevation +11.5 (MLLW = 0.0) to be consistent with the Hydraulic Code Rules of this department. The purpose of this Act and local program is to protect the state's shoreline resources. The program requires that substantial development ( any development of which the total cost or fair market value exceeds $2,500 or materially interferes with the normal public use of the water or shorelines of the state) be reviewed with the goals, policies, and performance standards established in the Master Program.
