Filed under: BLD93-0168. Dear Mr. and Mrs. Bugge: This letter is an attempt to summarize some of the discussion and comments which occurred during the preliminary proposal meeting which was held on April 20, 1995. Planning - Grace Miller: Parking - one stall required per guest room and one per each employee in office. Handicap stalls required meeting American Disabilities requirements . Planning -Allan Borden: Proposal is consistent with the Southeast Mason County Sub-area plan because it is a compatible location for commercial development in sub-area. Environmental Health Dept . - Jim Tobey: If septic system is entirely one system, for 50 rooms it would need to accommodate 100 gallons of water per day. Therefore, it would be a State System, permitted by Wash. State Dept. of Health. If it were broken into smaller systems, ie: 2500 gallons each, the County would process the permit. Most likely a sand augmented pressure system or bed system. Can have septic designers justify gallons downwards. High dilution rate = standard pressurized system. Anything over 3 , 500 gallons = State system. Public Works Dept . - Allan Tahja 1) There will need to be a higher level of traffic control than there is now. For example - striping and signage could be used to direct traffic off and onto Lynch Road and then along easement to motel . 2) Will need to up-grade the access permit with Public Works for the additional access off of Lynch Road. 3) Stormwater - Need stamped engineered design to show that you are keeping the water on site. 4) Operation and Maintenance Covenant will need to be prepared and submitted to the Public Works for the stormwater drainage plan. 5) Oil separator will be required if the parking is paved and emergency spill separator. 6) Either a gravity flow collection system to collect water into ground, infiltration bed to put water into ground 7) If allow water to discharge off site it requires that Puget Sound Water Quality Standards which cut pre-development rate in half . S) Engineered design needs to work together with drainfield location - coordinate design. 9) If State will accept drainage into their ditch, it will require downstream erosion control discharge proven that it won' t be greater than before development . Retaining and infiltrating site is more feasible because of gravel . 10) Engineer will do perc test and design, requires a licensed civil engineer knowledgeable in drainage. Dave Salzer - Fire Marshall : Fire Prevention Issues : 1) Provide a 20 foot wide fire apparatus access road, with an all- weather driving surface, to within 150' of any portion of the exterior walls of the building. 2) Fire lanes will be indicated on final site plans. 3 ) Provide a NFPA 13R sprinkler system throughout the building. 4) Provide a monitored fire alarm system throughout the building. 5) Location of fire extinguisher, exit signs and emergency lights will be determined at time of plan review. The fire protection issues addressed are based on the currents facts of the development. Additional issues will be addressed as presented. Building Dept. - Warren Colvin: 1) Wood framing not an option because of size proposed. Will need to use metal or masonry for construction. 25 , 440 square feet proposed at this time = Type II fire-rated. Size of second floor is over 3000 square feet. Type 5, one-hour construction required. . . . 2) Walls that separate each unit = one hour fire separation on walls . 3) Architect will propose design and Warren will review it. 4) Needs two sets of structural plans stamped by a structural engineer. 5) Plumbing Plan 6) Mechanical Plan 7) ADA (American Disabilities) requirements are State mandated, should be reflected on applications to County. Handicap accessibility is limited. Building Dept . , Energy - Toni Hermansen: Toni reviews the energy use of the structure, ie: how it is heated and cooled. 1) Building envelope = insulation in walls . Masonry stores heat which is good as far as energy concerned. Will need to know type of heat proposed, tells what type of product we' ll use. 2) Mechanical = Heating and cooling system could be either one large system, typically a roof top system. There are zones in each room, economizers, ducting. . Toni will work with your mechanical person right away. 3) Lighting - work with PUD. PUD has some wonderful incentive programs . The energy codes limits your wattage. The parking lot lights will be considered. Electrical contractor - most electricians not up on energy code. EX: Lighting controls, switches . There is a packet for your contractor going out to bid with. As mentioned above, staff has attempted to summarize some of the County staff s comments during the meeting for a reference for you. Please contact the applicable department staff for specific questions that you or your contractor may have. Carolyn Jensen of the Environmental Health department was unable to attend the meting because of an emergency.
