PURPOSE AND LOCATION This report summarizes the results of All American Geotechnical (AAG) consulting services for the existing residence on the above-noted property (see Figure 2 Site Map below). A pre-existing residence will be replaced on a permanent foundation by a new residential structure. The parcel is listed as being a .20 acre lot. All utilities are pre-existing. The site is located on E Panorama Drive. E Panorama Drive is accessed from Washington State Route 3 via East Agate Road and East Crestview Drive. The parcel is a parallelogram long to the east-west. The proposed improvement is an old single-story residence on the east side of the property as indicated on the site map. This will be demolished and a new footing placed to support a new residence replacing it. Access to the residence is by a driveway from E Panorama Drive. The residence is located on approximately the 160 foot contour. The elevation of the parcel overall is from approximately140 feet in the southwest to approximately170 feet in the northeast. The site is approximately 2 direct miles east of downtown Shelton, Washington, but is much further by road. The assessment has been commissioned by owner Jeremy Johnson (client). Our understanding of the project is based on our discussion with the client. We understand that the residence will be removed to permit construction of a new, permanent, footing. No grading is expected for this development. The residence will be served by current utilities. The approximate layout of the site is shown on Figure 2. The site was visited by Curtis D Cushman L.E.G. And Blaise Jelinek E.I.T. of All American Geotechnical (AAG)on July 24, 2019. No slope stability analysis was prepared for this property as no slopes on or near the property within 300'of the development met the criteria of a 40% slope with vertical relief of ten or more feet or any of the other criteria requiring a geotechnical report (17.01.100 Landslide Hazard A.l.a. to f.) This was verified at the time of the AAG site visit. Because of the overall slope and the lack of a landslide hazard area, Mason County requires that a geological assessment be prepared in accordance with the Critical Areas Ordinance. The Mason County Resource Ordinance Geologically Hazardous Areas (12-27-2006; revised June 16, 2009) contains the following: 17.01.100 Landslide Hazard Areas E. Special Reports 1. Applicability Category d. Development proposed within 300 feet of areas with slopes between 15 percent (8.5 degrees) and 40 percent (21.8 degrees) will require a Geological Assessment, and may further require a Geotechnical Report upon the findings of the assessment. SITE CONDITIONS The proposed building site is located in an area of dense single-family residential development on the Agate Peninsula area, overlooking Oakland Bay in Mason County, Washington. The visit by AAG was a site investigation by Curtis D Cushman L.E.G and Blaise Jelinek E.I.T. Visual observations were documented. Site-specific features were identified, vegetation noted, and local geology noted. No evidence of deep-seated slope instability was observed on site. The parcel has secondary forest growth. Older trees on the parcel to the south and nearby are vertical but there are some that are bent, indicating some minor creep. GEOLOGIC CONDITIONS(1) The slope material is composed of glacial material. The following is the most recent mapping. The Geologic Map of the Shelton 7.5-minute Quadrangle, Mason and Thurston Counties Washington by Schasse, H. W., et al., 2003; Washington Department of Geology and Earth Resources Map Open File Report 2003-24, has mapped the geology as Vashon Till (Qgt). The map legend reads: Vashon till—Unsorted and generally highly compacted mixture of clay, silt, sand, and gravel deposited directly by glacier ice; gray where fresh and light yellowish brown where oxidized Field investigation confirms this geology is correct. This unit will support the proposed modified structure. GEOSEISMIC SETTING The Liquefaction Susceptibility Map of Mason County, Washington by Palmer, Magsino, Poelstra, Bilderback, Folger, and Niggemann (September 2004) maps the site area as having a very low liquefaction potential. The Site Class Map of Mason County, Washington by Palmer, Magsino, Bilderback, Poelstra, Folger, and Niggemann (September 2004) maps the site area as site class C. Site class C is a very dense soil or soft rock. The nearest fault of concern is part of the Tacoma Fault that is mapped in the Allyn, Washington area approximately 15 miles to the northeast of the client property. This fault, while active and has the possibility of producing a substantial earthquake, is not a direct hazard to the property. The FEMA Hazus methodology as cited in the DNR on-line Understanding Earthquake Hazards in Washington State is for an M7.1 scenario. This scenario is for the entire fault system as currently understood with the brunt of the structural damage in King, Pierce, Mason, and Thurston Counties. Thus the concern is regional and not localized upon the fault trace at Allyn, although movement may occur anywhere along the fault trace. 8947 Buttonwood Lane NE Olympia,WA 98516 6 Phone#: (360)491-5155 Cell/Text#: (360)481-6677 AAG19-059 ALL AMERICAN GEOTECHNICAL INC. According to the Seismic Zone Map of the United States contained in the 2015 International Building Code (IBC, Figure 1613.3.1(2): Risk Targeted Maximum Considered Earthquake (MCER) Ground Motion Response Accelerations for the Conterminous United States of 1-second Spectral Response Acceleration (S% of critical dampening), Site Class B.), the project site is located where the maximum spectral response acceleration is 60 percent of gravity (g). The Geoseismic section has been included because of the proximity to the mapped fault. We recommend following seismic factors for design purposes. • Site Class: C (Soft Rock) • Spectral response acceleration, short period (SMs): 1.411 g (Fa= 1.05) • Spectral response acceleration, I-second period (Smi): 0.764g (F,= 1.55) • Peak Ground Acceleration (PGA) 0.600g SITE SOILS The soil on the site is Shelton gravelly ashy sandy loam (Sf). This classification is from the USDA Web Soil Survey and is described as follows. Sf—Shelton gravelly sandy loam, 5 to 15 percent slopes Map Unit Setting • National map unit symbol: 2hn1 • Elevation: 100 to 800 feet • Mean annual precipitation: 50 to 70 inches • Mean annual air temperature: 48 to 50 degrees F • Frost-free period: 150 to 180 days • Farmland classification: Farmland of statewide importance Map Unit Composition • Shelton and similar soils: 100 percent • Estimates are based on observations, descriptions, and transects of the mapunit. Description of Shelton Setting • Landform: Moraines • Parent material: Basal till with volcanic ash Typical profile • HI - 0 to 3 inches: very gravelly medial loam • H2 - 3 to 27 inches: very gravelly medial sandy loam • H3 - 27 to 60 inches: very gravelly sandy loam Properties and qualities • Slope: 5 to 15 percent 8947 Buttonwood Lane NE Olympia, WA 98516 7 Phone#: (360)491-5155 Cell/Text#: (360)481-6677 AAG 19-059 ALL AMERICAN GEOTECHNICAL INC. • Depth to restrictive feature: More than 80 inches; 25 to 36 inches to densic material • Natural drainage class: Moderately well drained • Capacity of the most limiting layer to transmit water (Ksat): Very low to moderately low (0.00 to 0.06 in/hr) • Depth to water table: About 24 to 36 inches • Frequency of flooding: None • Frequency of ponding:None • Available water storage in profile: Very low (about 2.2 inches) This description appears to be valid for the materials seen on-site with the exception of the shallow water table. There were no springs or damp areas immediately down slope from the building site. This is a very common soil as it is directly derived from underlying Vashon till and grades down into the till at shallow depths. It is moderately well-drained, not subject to flooding and is suitable for construction although, as a general rule, the development of footings removes the soil to the underlying firm glacial till. The soil here is also mostly or entirely absent, having been removed for earlier construction. GROUND WATER CONDITIONS(2a) No evidence of active surface erosion was observed. No surface water flow was observed onsite. No ponding of water was observed throughout the site. No seeps or springs were observed on site. DEPTH TO WATER(2b) The water 1992 well on the then Moran property on nearby Shorecrest Drive had a depth to static water at -140 feet. This is below the base level and represents an artesian well. It is evident the construction on the client parcel will not encounter water. QUANTITY OF SEEPAGE(2c) Groundwater seepage was not observed at the proposed building location or throughout the site. Wetland vegetation was not observed at the proposed building location or throughout the site. No wetlands are mapped in the area. There is no FEMA designation. i UPSLOPE GEOMORPHOLOGY(2d) The crest of the slope on which the client building site lies is on a steady rise to a maximum height of 230 feet or so approximately 600 feet to the northeast. This is approximately 65 feet higher than at the client site and poses no hazard. UPLAND WATER BODIES AND WETLANDS(2e) There are no upland water bodies. PAST SLOPE INSTABILITY(4) No indication of past instability was discerned at the proposed building location. There was no nearby indication of slope instability. It is rated by the Coastal Zone Atlas as I: Intermediate. HISTORY OF LANDSLIDE ACTIVITY(5) There are no landslides near the site. No landslides or mass wasting is mapped nearby. Landslides are present a half-mile or more to the northeast. LiDAR image on or around the site shows no evidence of landsliding. POTENTIAL FOR LANDSLIDE ACTIVITY(6) There are no Landslide Hazard Areas associated with this project and so there are no LHA setbacks or buffers. Landslide activity should not be a factor in the development and the development should not create any landslide hazard. GEOTECHNICAL REPORT RECOMMENDATION(7) No geotechnical report will be needed for this project. LANDSLIDE HAZARD DETERMINATION(8)(a-d) No Landslide Hazards or associated buffers or setbacks were found present within 300 feet. SITE MAP(9) The site map is on Figure 2 at the end of this report. CONCLUSIONS AND OPINIONS The site is acceptable for the proposed development based on the requirements of Mason County. There is no evidence of soil erosion or displacement onsite to suggest that the site should be included in the Erosion Hazard Area designation.x'Proposed activities and site conditions for the development do not warrant a more comprehensive Geotechnical Report. We recommend no further action is needed unless areas of concern are unearthed during construction. To minimize erosion and sedimentation, we recommend that revegetation be done in areas around the building location following the project. Grass should be used within 10 feet of footings and over any utilities. The owner and builder must assure that silt and other debris during construction do not enter into the local watershed. If there are any changes in the loads, grades, locations, configurations or types of facilities to be constructed,the conclusions and recommendations presented in this report may not be fully applicable. If such changes are made, we should be given the opportunity to review our recommendations and provide written modifications or verifications, as appropriate. REPORT LIMITATIONS AND GUIDELINES FOR USE We have prepared this report for the exclusive use of Jeremy Johnson and his authorized agents for the proposed residential improvement in Mason County, Washington. This report does not specify setbacks for: line-of-sight setbacks, F"CA setbacks, eagle tree setbacks, wetland setbacks, or property line setbacks. Within the limitations of scope, schedule and budget, our services have been executed in accordance with generally accepted practices in the field of geotechnical engineering in this area at the time this report was prepared. No warranty or other conditions, expressed or implied, should be understood. Clients and property owners must understand that, while a slope may be found to have little slide potential related to deep-seated mass wasting, surficial failure and landslides can and do occur on steep slopes. The property owners should monitor the stability of their property following construction. Moreover, being on a moderate slope does not guarantee there cannot be failures. It is the responsibility of the property owners to understand that there are always risks in building on or near sloped areas. CONTRACTORS ARE RESPONSIBLE FOR SITE SAFETY ON THEIR OWN CONSTRUCTION PROJECTS Our geotechnical recommendations are not intended to direct the contractor's procedures, methods, schedule or management of the work site. The contractor is solely responsible for job site safety and for managing construction operations to minimize risks to onsite personnel and to adjacent properties. PLEASE READ THESE PROVISIONS CLOSELY Some clients, design professionals, and contractors may not recognize that geoscience practices (geotechnical engineering or geology) are far less exact than other engineering and natural science disciplines. This lack of understanding can create unrealistic expectations that could lead to disappointments, claims and disputes. All American Geotechnical includes these explanatory "limitations"provisions in our reports to help reduce such risks. Clients and property owners must understand that, while a slope may be found to have an acceptable Factor of Safety related to deep-seated mass wasting, surficial failure and landslides can and do occur on steep slopes. The property owners should monitor the stability of their property following construction. Moreover, acceptable Factors of Safety do not guarantee there cannot be failures. The equipment, techniques and personnel used to perform an environmental study differ significantly from those used to perform a geotechnical or geologic study and vice versa. For that reason, geotechnical engineering or geologic reporting does not usually relate any environmental findings, conclusions or recommendations; e.g., about the likelihood of encountering underground storage tanks or regulated contaminants.
