The Lead Agency for this proposal has determined that it does not have a probably significant adverse
impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW
43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other
information on file with the Lead Agency.This information is available to the public upon request.

DNS is issued under WAC 197-11-340(2).The Lead Agency will not act on this proposal for 14 days
from the date shown below, when the determination is final. Comments must be submitted to

this determination must be filed within a 14-day period following this final determination date,per
Mason County Code Chapter 15.11 Appeals.

Conditions:
1. Proponent shall obtain all necessary state and federal permits prior to the
commencement of any work.
2. Proponent shall adhere to the findings and recommendations stated in the Geological
Reconnaissance Report authored by Resolve Environmental and Geotechnical, Inc.,
dated January 3, 2019.
3. Proponent shall adhere to the findings and recommendations stated in the Habitat
Management Plan—Floodplain Assessment,authored by Resolve Environmental and
Geotechnical, Inc.,dated March 15, 2019.
4. Temporary erosion control, such as silt fencing shall be installed and maintained for the
duration of the project in all disturbed areas in order to prevent sediment run-off from
entering the regulated waters of the shoreline.
5. The proposed stair case and associated equipment/material/construction staging areas
shall not be placed waterward of the ordinary high water mark(OHWM).
6. Proposed stair case shall not exceed 4 ft in width and the landing shall not exceed 50 sq.
ft.

The request is to construct single family residence stairs from the top of the bank
to the toe of bank, approximately 22 feet in length, landward of the ordinary high
water mark with let down stairs to beach level. The staircase will be wood frame
construction approx. 110 sq. ft. Drawings attached.

understand the precise location of your proposed project, including a

proposal would occur over a range of area, provide the range or
boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate
maps or detailed plans submitted with any permit applications related to

No indications of deep rotational landslide failures are
apparent. See geotechnical reconnaissance by

construction, or use? If so, generally describe.
Minimal clearing during construction phase as
required for structural support postholes for stairway
and deck. Best Management Practices (BMP) will be
followed throughout the development process as
needed.

Approximately 15% impervious surface. Stairs will
have openings between stair treads.

Best Management Practices (BMP's) will be used
throughout the construction. This includes:
vegetation retention, filter fabric fence, stabilized
construction entrance as needed.

pm. Vehicles will use properly maintained
exhaust systems, and engines will be turned
off when not in use.
