Box 61 Union, Wa. 98592 Re: Land Modification Permit GRD94-0049 ; Access driveway to three lots, Pebble Cove. Mr. Simmons and Mr. Oakes : Planning staff has received and reviewed your submitted application. This property consists of steep slopes (30-35 percent) on erodible, gravelly soils. This area is classified as a "potential landslide hazard area" . The following will be required at this time: 1. A geotechnical analysis of the soils to determine their suitability for the type of development proposed. The analysis should include recommendations regarding location, maximum cut slope, soil types and properties, depth to glacial till or other competent soils. 2 .. An engineered design of the road indicating cut and fill areas, drainage schemes, sediment and erosion control methods, stormwater control method, surfacing. 3 . A Mason Environmental Permit will be required in conjunction with the Grading Permit. I have enclosed the application form. 4. If the engineer determines the amount of material to be graded to be in excess of 500 cubic yards, compliance with SEPA (submission of environmental checklist) will be required. Respectfully, Don Brush, Planner Department of Community Development Page No. 1 CONDITIONS/CORRECTIONS FOR CASE NO.: GRD94-0049 BILL SIMMONS ............... 04/18/95 1) Erosion Protection -- All upland areas disturbed or newly created by construction activities shall be seeded, vegetated or given some other equivalent type of protection against erosion. 2) Site Plan and Topographic Section -- Approved per site plan and topographic cross-section. 3) Conditions as per MEP Findings: -- 1. Undergrowth shall be retained in all areas not being graded.;;2. No fill, slash or stumps shall be utilized in road construction.;;3. Tree removal shall be minimized.;;4. Surface drainage shall be collected and directed to below the toe of the bank and protected with energy dissipation device.;;5. Exposed slopes shall be revegetated upon completion of project.;;6. Silt fencing shall be emplaced at base of project and elsewhere as or if needed due to evident erosion subsequent to grading.;;7. Vegetation is to be removed from fill areas prior to placing fill material.;;8. Fill material should be placed in less than 12 inch Lifts and roller or machine compacted.;;9. Ditches exceeding a 6 percent slope are to be rip-rapped to provide permanent erosion protection.;;10. Erosion and sediment control measures (straw bale or sandbag checkdams, silt fences, silt settling basins) are to be installed at all Locations where the potential exists for surface runoff to exceed 2:1 (horizontal to vertical). Cut slopes are not to exceed 2:1.;;11. The finished grading shall be permanently stabilized as soon as possible by revegetation. If permanent vegetation has not established itself sufficiently to provide erosion protection prior to October; temporary measures may be required such as covering exposed soils with plastic, jute mat, or a 2 inch thick layer of straw evenly distributed over the exposed surfaces.;;12. TAHJA, P/W - Hydraulic Engineer SU BJ: BILL SD4MS Grading Activity - Pebble Cove Don, On Friday August 12tr1, I visited the site of Bill Simmons' planned access road construction site with him, on the South Shore of Hoods Canal in the vicinity of Pebble Beach. The grading plan prepared by Mr. Simmons showed the approximate alignment and grade of the proposed driveway and the location of one building site. I explained that proposed grading must conform to the standards contained in the Uniform Building Code Chapter 70, and that if his proposal could not conform to those standards, he would need to employ an engineer to design and prepare his grading plan. Approximately '/a to %z of the road (lower end) is already constructed and will require only superficial grading. The remainder of the road construction will occur diagonally across the slope (approx. 22') and can be constructed within regular grading standards, i.e. Maximum Fill/Cut slope < 2 horizontal to 1 vertical. Vegetation is to be removed from fill areas prior to placing fill material. Fill material should be placed in less than 12" lifts and roller or machine compacted. Ditches exceeding a 6% slope are to be rip-rapped to provide permanent erosion protection. Erosion and sediment control measures (straw bail or sandbag checkdams, silt fences, silt settling basins) are to be installed at all locations where the potential exists for surface runoff to convey silt laden rain water from the grading site. Fill slopes are not to exceed 2:1 (horizontal to vertical) . Cut slopes are not to exceed 2:1. The finished grading shall be permanently stabilized as soon as possible by re- vegetation. If permanent vegetation has not established itself sufficiently to provide erosion protection prior to October, temporary measures may be required such as covering exposed soils with plastic, jute mat, or a 2" thick layer of straw evenly distributed over the exposed surfaces. The quantity of material proposed to be graded was crudely estimated and agreed to at the site as 300 cubic yards.
