The Department of Ecology(Ecology)reviewed the environmental checklist and has the following comment(s): SHORELANDS & ENVIRONMENTAL ASSISTANCE: Rick Mraz(360) 407-6221 Since there is no residence,the project will require a shoreline substantial development permit. Ecology requests a site visit to view the current erosion problems. The project may require additional state and federal permitting pursuant to the Clean Water Act. Please send a Joint Aquatic Resource Permit Application(JARPA)to the U.S.Army Corps of Engineers and Ecology. Please also provide a more detailed site plan showing the location of the bulkhead with respect to the Ordinary High Water Mark. The Habitat Management Plan states that the bulkhead will be built"within 10 feet of the Ordinary High Water Mark(OHWM)." Per the Mason County Shoreline Master Program(SMP),the bulkhead should be located at the OHWM or toe of the bank. Ecology's comments are based upon information provided by the lead agency. As such,they may not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements that must be fulfilled in order to carry out the proposed action. Goelzer Subject: Photos of Hamersely Inlet Hi Mike, Chad sent me the photos...see attached. I tried to label them for you. The wooden stairs you see in the photos give you a reference. They lead up to our property. Standing on the beach and looking up at our house, there is a neighbor to the left that has a bulkhead and there is a neighbor to our right that also has a bulkhead....what I didn't realize when we spoke on the phone is that there is some vacant land that belongs to the neighbor on the right that does not have a bulkhead. You will see in the photo. I am assuming that our bulkhead will just end at our property line, leaving that vacant land without a bulkhead. After viewing the photos, please let me know if you have any questions. Thanks again for all your help with our project. (ECY) Subject: SEPA #SEP2014-00052 for Chad &Teresa Goelzer Hi Rick, In response to your SEPA comments regarding the proposed bulkhead, we issued a Shoreline Substantial Development Permit#SHR2011-00014 on 12/7/11 for an accessory dwelling unit on the second floor of the "garage"that is indicated on the site plan.I neglected to correct the site plan to indicate the garage is also a SFR. They intend to construct a primary residence on the parcel in the future. I also missed the statement in the HMP stating that the bulkhead will be within 10' of the OHWM.The applicant has acknowledged that the bulkhead must be placed at the OHWM on the bank or as close as possible. The engineer, Mike Dully, has forwarded photos of the site to you with an acknowledgment that his drawing indicates the wall will be placed at the toe of the bank, within 2-3' of MHHW, (OHWM). I conducted an inspection of the site last year and verified there is waved cause erosion undermining the bank.
