The site is found in the NE '/a of Section 04 Township 20 North, Range 2 West (See Figure 1. Site Vicinity Map). The property collectively occupies .64 acres, according to measurements taken from the Mason County Parcel Viewer. The purpose of this Habitat Management Plan (HMP) is to address potential impacts resulting from the construction of a rock bulkhead within the shoreline buffer of Toten Inlet. The rock bulkhead ranges between approximately 3 and 4 feet in height, and spans a total lineal distance of 70-feet adjacent to the OHWM of Toten Inlet. The bulkhead will be located within 10 feet of the Ordinary High Water Mark. The overall footprint of the bulkhead is approximately 75 sq ft. The purpose of the bulkhead is to stabilize an eroding bank near the shoreline. The saltwater shoreline for this parcel is regulated with a 100 foot buffer under the Mason County Resource Ordinance, Fish and Wildlife Conservation Areas section. According to Mason County's Shoreline Masters Program, the parcel is regulated with a 25 foot buffer with an additional 15 foot building setback.The objectives of this HMP are as follows: ■ To evaluate the potential adverse effects to critical area functions as well as fish and wildlife habitat resulting from the proposed construction of a bulkhead within the shoreline buffer. Emphasis is placed on the possible loss of habitat for any listed species found to be residing in the vicinity of the parcel. ■ To identify possible mitigation measures that could be implemented to offset the adverse effects resulting from the establishment of the bulkhead within the shoreline buffer. 2.0 PROPERTY DESCRIPTION The property is bordered to the north by East Midway Lane, and to the north and south by residential parcels of similar size and shape. The shoreline of Toten Inlet borders the south side of the parcel. There are no structures currently on the property. The property consists of both forested components and residential landscaping. The area near the shoreline consists of native and non-native shrubs with an eroding cutbank down to the gravelly shoreline. The bank contains no native vegetation given the erosion the bank has endured. A garage has been constructed 110 feet from proposed wall. The shoreline consists of rocky, gravelly substrate. The slope of the lot from the top of the proposed bulkhead to the future house and existing garage is approximately 5 to 10 percent. The top of the proposed bulkhead will be approximately 116 feet water ward from the existing garage, and 50 feet water ward from the front wall of the future house. There is an existing rock bulkhead from the neighboring property that extends to the western property line. There is also an existing rock bulkhead on the neighboring property to the east that extends to within 20 feet of the eastern property line. w e Photo 1. Proposed bulkhead area on subject property,circled in red. 3.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Ordinance 17.01.040 identifies Fish and Wildlife Habitat Conservation Areas adopted by Mason County. The applicable setback for this project is as follows: Habitat Type Buffer Building Setback from Buffer Saltwater Shoreline 100, 0' PO Box 2854, Belfair,WA 98528 cell:360-620-0618, Office: 360-372-2421 e-mail: wetiandcorps@hotmail.com Parcel 32021-53-01028 Bulkhead Habitat Management Plan March,2014 Page 3 4.0 DESCRIPTION OF HABITAT AND SPECIES 4.1 Puget Sound Chinook(Oncorhvnchus tshawvtsha)-Threatened Listed as threatened since March 24, 1999 adult Puget Sound Chinook spawn in several rivers and streams flowing into Puget Sound. There are no nearby streams supporting summer/fall Chinook in the vicinity of the proposed project area. According to NOAA Fisheries Northwest Region Critical Habitat Designations for West Coast Salmon and Steelhead in Washington - August 2005, the shoreline extending onto the subject parcel is listed as a Final Designation for Nearshore Marine Habitat. However, given that the project involves no work proposed waterward of the OHWM, no habitat will be displaced. The mitigation proposed will likely provide a net benefit to shoreline habitat. 4.2 Puget Sound Steelhead (Oncorhynchus mvkiss)-Threatened Listed as Threatened since May 2007, Puget Sound Stealhead spawn in several streams throughout Puget Sound. Spawning usually occurs in moderate to steep gradient sections of streams, usually in heads of riffles or the tails of pools where hydraulic conditions are conducive to intragravel flow. Side channels and the anterior portions of islands are also used. Spawn timing for summer steelhead runs typically ranges from mid May through October while winter run steelhead are present from December through May. Adequate cover from predation, water temperature, and spawning gravel are important factors for instream habitat, while little is currently known about specific marine habitat requirements. According to the Washington Department of Fish and Wildlife Salmonscape Mapping Tool, the property is in an area that is accessible to Puget Sound Steelhead. As with Puget Sound Chinook, given that the project involves no shoreline modification or work waterward of the OHWM, no habitat will be displaced. The mitigation proposed will likely provide a net benefit to shoreline habitat. 4.3 Bull Trout(Salvelinus malma)-Threatened Bull trout typically inhabit very cold, clear headwater streams at high elevations that are supported by snowmelt. For spawning and early rearing, bull trout require loose, clear gravel, relatively free of fine sediments. There are no streams in the vicinity of the project area. Bull trout are not documented in the vicinity of the parcel. Given no bull trout habitat is present; the project is not likely to have any adverse impacts on bull trout. 4.4 Bald Eagle(Haliaeetus leucocenhalus)- Sensitive Habitat areas associated with Bald Eagle include uneven aged coniferous stands with some old- growth components. Nests are typically constructed in larger trees with dead or broken tops providing an unobstructed view of nearby water. Snags and trees with exposed lateral limbs, or dead tops are used as perches and defense stations. The proposed project will not require the removal of any trees. Native vegetation plantings defined in Section 6.3 are recommended to enhance the structural diversity within the lot, and are expected to eventually provide habitat features important to the Bald Eagle in the future. 4.5 Marbled Murrelet(Brachyramphus marmoratus)-Threatened Marbled Murrelets are typically associated with coastal habitats and nest in old-growth forests. Murrelets may fly as far as 50 miles inland to nest, however the average distance is roughly 5- miles from nest to sea. It is only during the summer breeding months that they are commonly found inland. During non-nesting seasons they live at sea. Murrelets require tall mossy trees in coniferous old growth forests with cavities on thick branches where they can construct a cup nest 20-40 meters above the forest floor. Murreletts have been documented laying eggs on rocky ground habitats only when a sufficient forest is unavailable. There are no documented nesting sites surrounding the project site. No potential nesting trees are within the project area. This project will likely have no adverse impact on Marbled Murrelet given there are no documented nesting sites or potential nesting trees in the vicinity of the project area. 4.6 Northern Spotted Owl (Stria occidentalis caurina)-Threatened Spotted owls require a large amount of land for their nesting and hunting grounds; pairs may occupy up to 58 sq. km. They are territorial and do not migrate, but they may shift their ranges slightly in response to seasonal changes Suitable spotted owl habitat includes trees relatively large in diameter, multi-layered forest canopy with a moderate to high canopy closure in overstory, midstory, and understory, large, tall, live trees with cavities, broken tops, mistletoe, or platforms of branches capable of holding accumulated organic matter suitable for use as a nest. Dead standing trees and fallen decayed trees supporting abundant populations of prey species are critical to spotted owl populations. No trees are proposed to be removed for the project, and there are no spotted owl nesting sites documented in proximity to the project site. This project will likely have no adverse impacts on Northern Spotted Owl given there are no documented nesting sites in the vicinity of the project area, and no trees are to be removed for the project. 4.7 Surf smelt(Hypomesus pretiosus) Surf smelt spawn year round on high intertidal beaches of sand and gravel. Juvenile surf smelt rear in nearshore areas while feeding on plankton. Surf smelt are the food source for a variety of other marine species such as Chinook salmon. The renewal of fine beach sediments is important to surf smelt habitat. There is no documented surf smelt spawning habitat within the project area. The nearest documented surf smelt spawning habitat is located approximately '/4 mile east of the site. Identified surf smelt spawning sites have been given"no net loss"protection. Given the project avoids in-water activity and any shoreline modification, impacts to surf smelt are not expected. The site is not within a documented spawning area and the overall project will avoid shoreline modification. No portion of this project will impact renewal of fine beach sediments or displace potential spawning habitat 5.0 ANALYSIS OF EFFECTS The project lies within the regulated buffer of a saltwater shoreline buffer. Project scale in the protected area is as follows: Development Type Habitat Type Project scale within buffer Bulkhead Saltwater shoreline buffer — 75 sq ft 5.1 Vegetation Disturbance The bulkhead is necessary to stabilize an eroding bank containing no native vegetation. Exposed roots of trees indicate severe bank erosion. To mitigate for the proposed work a native vegetation enhancement plan is proposed within the lawn area landward of the proposed bulkhead. The planting is described in Section 6.3, and is recommended to enhance vegetation abundance and diversity within the shoreline buffer. This will benefit water quality, slope stability, and wildlife habitat. 5.2 Designated Critical Habitat for Salmonids The shoreline adjacent to the project area has been listed as a final designation in the NOAA Fisheries Northwest Region Critical Habitat Designations for West Coast Salmon and Steelhead in Washington - August 2005. No portion of this project will involve shoreline modification. Therefore, no disturbance to critical habitat is predicted. Shoreline buffer vegetation enhancement is outlined to improve shoreline buffer function important to water quality and aquatic habitat. No nesting sites are located within the radii of concern that would be impacted by noise associated with the construction of the bulkhead. Wildlife species residing in proximity to the project area have likely become adapted to noise associated with both residential and recreational shoreline use. 5.4 Sediment and Turbidity The proposed work has the potential to temporarily increase turbidity and suspended sediment within the project area. Best Management Practices have been outlined in Section 6.3 to minimize the adverse effects associated with sediment runoff and turbidity impacts during project implementation. 5.5 Light and Glare The proposed project will not result in an increase in light and glare. 6.0 MITIGATION MEASURES 6.1 Minimization The rock bulkhead is necessary to stabilize an eroding cut bank. It will be constructed the minimum height necessary to prevent further upland erosion and be consistent with the surface elevation of the adjacent upland. 6.2 Enhancement Recommendations To mitigate for the displacement of shoreline buffer associated with this project, it is recommended that a portion of the shoreline buffer, currently being overtaken by invasive species, be removed of invasive species and enhanced with a native vegetative community. The area to be enhanced occupies approximately 500 square feet landward of the proposed bulkhead. This mitigation area has been selected to be enhanced with native trees and shrubs. This enhancement zone, pictured above, occupies approximately 500 square feet The enhancement zone is dominated by a dense herbaceous community of English Ivy (Helix hedera, FACU). These species are stubborn competitors for light and limit the success for native species. Therefore, it is recommended that all areas within the enhancement zone be eliminated of English Ivy and continuously monitored and prevented from future recruitment. The removal of English ivy may be completed by using a small excavator that will be temporarily allowed within the shoreline buffer. English ivy should be continuously monitored and cut back while the proposed plantings,recommended below,begin to recruit the entire disturbed zone. Following the English ivy removal, it is recommended that the enhancement zone be planted with native shrubs and trees. The implementation of a moderately dense overstory community within the disturbed area is likely to improve potential for wildlife utilization of the site. The following species and potting sizes are recommended: Trees: western red cedar(Thuja plicata)- 2 gallon Douglas fir(Pseudotsuga menziesii)-2 gallon Shrubs: Oregon grape (Mahonia nervosa)- 1 gallon salal (Gaultheria shallon)— 1 gallon evergreen huckleberry (Vaccinium ovatum) - gallon nootka rose (Rosa nutkana)— 1 gallon salmonberry(Rubus spectabilis)— 1 gallon Pacific Willow(Salix lusida)— 1 gallon Hooker willow(Salix hookeriana)— 1 gallon Scouler willow(Salix scouleriana)— 1 gallon Sitka willow(Salix sitchensis)— 1 gallon beaked hazelnut(Corylus cornuta)— 1 gallon Indian plum(Oemleria cerasiformis)— 1 gallon oceanspray(Holodiscus discolor)— 1 gallon Pacific ninebark(Physocarpus capitatus)— 1 gallon California black currant(Ribes bracteosum)— 1 gallon western thimbleberry(Rubus parvijlorus)— 1 gallon red elderberry(Sambucus racemosa)— 1 gallon Ferns: sword fern(Polystichum munitum)— 1 gallon Native Planting Guidelines It is recommended that plantings be installed within the identified mitigation zone to achieve the following densities. trees- 10' on center shrubs/ferns-5' on center These densities will provide a moderately dense, structurally diverse plant community within the enhancement zone. To fulfill the recommended density, the enhancement zone will be planted with 5 trees and 15 shrubs/ferns, spaced around existing trees. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No additional clearing or grading should be necessary for site restoration. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is outlined to insure project effectiveness. Invasive species such as Himalayan blackberry, reed canary grass, Japanese knotweed, and English Ivy may invade the mitigation zone. These species are stubborn competitors for light and nutrients and limit success of native plants. Invasive species should be removed from the enhancement zone should they invade. Herbicides should not be used to achieve this due to the proximity to the shoreline. Persistent cutting during the growing season is sufficient to offset the rhizomes of invasive species if they become a problem. 6.3 Best Management Practices Recommended Best Management Practices for this project are as follows: • Perform excavation and site preparation work during dry weather. • Install silt fencing along the waterward edge of the construction zone to prevent erosion and siltation of waters. • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the project area. • Clearly mark clearing limits with orange flagging or construction fencing. • Do not apply any chemicals when there is a possibility of rain. • Comply with all permits and requirements of governing authority. 7.0 MONITORING Monitoring of the site will begin the first fall following native species plantings and maintained on an annual basis. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any disturbance caused by the development and its effect on the protected zone and associated aquatic habitat; 4) any occurrence of exotic species within the mitigation zone; 5) any corrective measures that may be deemed necessary to provide desired conditions. This monitoring will be in effect for the duration of three years. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development. 8.0 SUMMARY This report addresses the effects of the establishment of a rock bulkhead within the buffer of a saltwater shoreline. The rock bulkhead will span a lineal distance of 70 feet parallel and landward of the OHWM, and will be constructed a height ranging 3 to 4 feet tall. The shoreline requires a buffer of 100 feet. See Figure 2. Site Map for approximate locations of all critical areas within the property and associated buffers. Enhancement entails invasive species removal followed by native tree and shrub planting. No impacts to critical habitat are expected with this project. No indication of listed species impacts are present and mitigation measures have been identified to avoid,minimize, and mitigate for impacts associated with the proposed work. They have developed mainly from continental glacial till mixed with considerable basaltic rock of local origin and with local drift from the Olympic Mountains. The cemented till is at depths of 30 to 36 inches. The annual rainfall ranges from 60 to 90 inches. The native vegetation is a dense forest consisting almost entirely of Douglas-fir and a dense understory of Oregon- grape,vine maple, and huckleberry. Shelton soils are dominant on the rolling moraines in the southern and western parts of the county. They are similar to the Alderwood soils but have developed under more rainfall, and they are redder in color and deeper. The Shelton soils differ from the Hoodsport soils at lower altitudes in that they are deeper and less stony and, in formation, have been influenced less by basaltic material. FIGURE 4.
