At the request of, Tal Paris,on January 4,2001, this Hydraulic Project Approval (HPA),which now supersedes all previous HPAs for
this project, is a change of the original HPA issued November 14,2000. The plans have been revised to remove and replace the
existing bulkhead in the same location rather than repair the existing concrete bulkhead by re-facing and adding footing. In addition,
per the revised plans, all work will be done from uplands and will not include equipment operation on the beach.

PROJECT DESCRIPTION: Remove and replace existing concrete bulkhead with new concrete bulkhead in same alignment. ,
Pea gravel will be added along the length of the bulkhead on the beach.

NOTE: A Department of the Army permit may be required prior to the performance of any activities waterward of the
mean higher high water mark or ordinary high water mark or in wetlands. Information can be obtained from

Under Section 404 of the Clean Water Act, the U.S. Army Corps of Engineers(Corps) line of jurisdiction for
marine waters is mean higher high water (MHHW)and for fresh waters is ordinary high water(OHW).
Section 404 regulates the discharge of dredged or fill material in waters of the U.S., including wetlands. Fills,
bulkheads, riprap, associated back fill, stockpiling of material on the beach, placement of pea gravel or beach
nourishment, and grading of the beach are all considered regulated activities under Section 404. Any of these
W or in wetlands may ire authorization activities that occur at or waterward of MHHW or OH y re from the require
Corps. Prior to construction, projects in the water or wetlands should receive written authorization from the
Corps stating that they are(1) authorized under a Nationwide Permit or Standard Permit and (2) that
Endangered Species Act Section 7 consultation has been completed and they may proceed (with special

PROVISIONS
1. TIMING LIMITATIONS: The project may begin June 15, 2001 and shall be completed by September 14,2002,
provided:
a. Work below the ordinary high water line shall not occur from February 15 through June 14 of any year for the
protection of migrating juvenile salmonids.
