Michele St Clair, Appellant, was present at the hearing. Assessor Patti McLean was present. The Appellant provided four comparable sales from 2023 and all were outside of the immediate neighborhood. The Board took a recess as the Appellant stated she had not seen the materials the Assessor presented. The Assessor emailed the information to the Appellant. When the Board reconvened, the Appellant presented a spreadsheet on screen. The Board gave little credence to this chart as it was not presented within the 21-day window. The Assessor provided three comparable sales, two of which were in the subject parcel's neighborhood and were of the same size. These sales ranged, as adjusted, from $125,000 to $262,000. The value of the subject parcel fell below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $ 88,770 and improvements at $ for a total of$ 88,770 for the subject parcel.
