Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 4/26/2007 1 of 3 SP12007-00088 Site Inspection 4/26/2007 Case No.: SP12007-00088 Comments: Pre-inspection for James and Sharon Baird on Apr. 18, 2007: The purpose of the inspection was to evaluate issues related to replacing an existing home (a 37 ft. 6 in. wide by 54 ft. 6 in. long mobile home) on a 90-foot wide lot along the Hood Canal shoreline with an existing rock bulkhead and a septic tank and drainfield system near the state highway. The 8 foot high bulkhead runs along the length of the shoreline on the property which ties into a bulkhead to the south and around to the easement to the north. The property is located on the waterward (east) side of U.S Highway 101, along with other narrow lots located farther north and south. No slopes on west side of highway exceed 5 percent. The property is within the Rural Residential 5 zone. Standard building setbacks for this zone are a 25-foot front yard setback from the road easement, and 20-foot side and rear yard setbacks. The exception to this is for lots less than 100 feet in width, where side yard setbacks are equal to 10% of the lot width, but no less than 5 feet; for this property that side yard setback is 9 feet. These setbacks are measured from structures 30 inches above grade such as roof overhangs, decks, balconies, stairs, fuel tanks, heat pumps etc. Front yard setbacks may be reduced to a minimum of 10 feet if necessary through an administrative variance process at the time of building permit submittal. Shoreline standards: Th e he Mason County Shoreline Master Program and the Resource Ordinance guide development proposed within 200 feet of the ordinary high water mark along Hood Canal. The shoreline designation for this area is Urban Residential Environment. The property to the south is a Colony Surf community property and the home to the north has a existing non-conforming shoreline setback. The proportional shoreline setback is the average of setbacks for development on properties to the north and to the south. The default 100-foot shore setback applies to the south; a setback close to 30 feet from the bulkhead applies to the home to the north. The average shoreline setback would be 65 feet from the bulkhead. The applicant proposed replacing with a new structure the existing mobile home that is located 31 ft. 6 in. (at the north end) and 42 ft. 6 in. (at the south end) from the face of the rock bulkhead. The Mason Count Resource Ordinance does provide for such Y replacement, as long as the new structure occupies no more than the square footage of the existing footprint of the existing structure(s) in the buffer (and, a ten percent increase in footprint is 4/26/2007 2 of 3 SP12007-00088 Site Inspection 4/26/2007 Case No.: SP12007-00088 allowed in addition) and does not intrude into the shoreline buffer any closer than the existing structure(s). Using the enclosed drawing, the existing mobile home dimensions are 37 ft. 6 in. wide by 54 ft. 6 in. long. The footprint of the structure is equal to 2,044 sq. ft. A ten percent allowed increase of this footprint area within the buffer brings the square footage to 2248 sq. ft. (2044 + 204). So this new footprint area in the buffer can be set in the existing location of the mobile home and covered deck on the water side of the mobile home. Any additional area proposed may be added to the south end of the mobile but located no closer to the bulkhead (a Resource Ordinance standard) and meeting the proper front yard setbacks (no less than 10 feet) and side yard setbacks, as noted above. You could also move the footprint 5 feet southward or 5 feet westward to either of these property lines. Replacement could include addition of a second story to the structure, but such development must meet all setbacks as noted in the text above. If you include a covered deck on shore side of the the proposed residence, that roof line must not be any closer to the bulkhead than the existing covered deck. Slopes: No slope is in excess of 5 percent adjacent to or within 300 feet of a proposed project (west of US Hwy 101). No geologic study is needed for the review of proposed development. For septic related issues, please contact Mason County Environmental Health for setbacks and for upgrading the on-site septic system that may be required as part of proposing the residence on this property. General process: Future site development must include a site plan, showing all setbacks from property lines, buildings, septic improvements, and shoreline; this plan will be needed for building permit application submittal for all new structures.
