INTRODUCTION
This study reports the results of a wetlands buffer impact analysis and restoration plan for
a property located at North 30 Deer Court, Lot#52 Division#14, Lake Cushman,
Washington. The property is recorded at the Assessor's Office as Parcel #422055000052
and is owned by Mr. Dale Janicek. The study was conducted by Celina Abercrombie,
Restoration Specialist from Agua Tierra Land and Water Services, Inc. This report has
been prepared at the request of Mr. Janicek.
An un-permitted small cabin was constructed on the subject property. A copy of the site
plan is included in Appendix A for reference. Un-permitted vegetation clearing has
occurred on-site within the regulated wetland buffer and standard building setback. The
objectives of this study include the following:
i (1) Report the results of an impact analysis for the recent un-permitted activities

that have occurred on-site; and
(2) Develop a Restoration Plan to meet Mason County Critical Area Enforcement
` requirements for permitting (Chapter 17.01.2001).
Location
The property is located at North 30 Deer Court, Lot#52 Division#14, Lake Cushman,
Mason County, Washington. The study area is situated in a portion of Section 5, T22N,
R4W(W.M.). Vicinity and assessor maps are included in Appendix A.
1 Site Description
The property is polygon shaped and less than an acre in size (see Assessors map in
Appendix A). A small cabin was constructed on an existing partially cleared and graded
(leveled) area. An excavated access road extends south from Deer Court to the cabin,
parking area, and septic.
i Immediately south, east and west of the leveled area is forested with dominant plant
species including Western redcedar(Thuja plicata), red alder(Alnus rubra), bracken fern
(Pteridium aquilinum), salal (Gaultheria shallon), and trailing blackberry(Rubus
r ursinus).

A Category II depressional outflow wetland system was identified on-site within the
r southeastern corner of the property and extends.off-site to the south(see Wetland
Delineation Map in Appendix A). Lake Standstill is situated to the southwest of the
property and is connected to Wetland A through a drainage that enters from the west.
Lake Cushman is adjacent to Lake Standstill to the west.
Topography on site slopes from Deer Court towards Wetland A in the southern portion of
the property.
Surrounding land use in the project vicinity is rural/recreational residential to the north,
east and west with wetland open space to the south.

l Soils for the study area are included in the soils mapping performed in the Soil Survey of
Mason County Area, Washington(USDA, 1960). The mapping shows the property to
include mapped soil series: McMurray peat, 0 to 2% slopes (hydric) and Hoodsport
gravelly sandy loam, 5 to 15% slopes (non-hydric). Site observations made during site
investigation generally agreed with the soil survey mapping.
Representative site photos are included for reference in Appendix B.
IMPACT ANALYSIS
An unpermitted cabin was constructed on an existing partially cleared and graded
(leveled) area of the subject property. The seasonal cabin is approximately 196 square
feet in size (14 feet by 14 feet)and situated within the regulated wetland vegetated area
(buffer) and standard building setback. The impacted area is identified on the Restoration
Plan map included in Appendix A.
Vegetation Impacts
Approximately 196 square feet of native vegetation was removed from the regulated
wetland buffer and building setback. Site conditions prior to vegetation clearing within
the regulated buffer area was a densely vegetated area dominated by Western redcedar
(Thuja plicata), red alder(Alnus rubra), bracken fern (Pteridium aquilinum), salal
(Gaultheria shallon), and trailing blackberry(Rubus ursinus).

Soil Impacts
` Approximately 196 square feet of native soils were disturbed during removal of native
vegetation.
` Reasonable Use and Avoidance
Per Mason County,the cabin structure can remain in its current location provided that the
client applies for a Mason Environmental Permit(MEP), MEP associated fees are paid, a
restoration plan and bond are submitted to the County, and seasonal monitoring of the
site is provided (letter from Tammi Clark dated 8/9/04). After-the-fact permitting and
associated fees have been paid and the county has approved the structure to remain in its
current location.
The Restoration Plan to follow identifies measures to compensate for permanent impacts
to the wetland vegetated area(buffer) and standard building setback totaling 196 square
feet.

RESTORATION PLAN
Goals and Performance Standards
The overall goal of this restoration plan is to restore disturbed forested area by achieving
specific goals and performance standards listed in Table 1 below. It is recommended that
a minimum of 196 square feet of disturbed buffer be restored through native plantings.

Location of Restoration Areas
The location for proposed restoration activities is identified as Restoration Area A on the
Restoration Plan map in Appendix A.
Planting Plan
It is recommended that Restoration Area A (approximately 196 square feet) be planted
with native vegetation to restore the regulated buffer area.
Recommended plant densities are as follows:
Trees: 10 feet on center
Shrubs: 5 feet on center
Groundcover: 3 foot on center
The overall transplant densities have been selected to eventually provide a moderately
dense, structurally diverse plant community in the buffer area. Natural volunteer
vegetation of the species listed for planting shall be counted towards the desired densities
of restoration plants. Volunteer vegetation not listed above may substitute for the
specified plants with the approval of the reviewing Mason County staff, provided the

plants are not invasive, undesirable species such as reed canary grass, non-native
blackberries, or English ivy.

Planting Procedure
Planting pits for transplants shall be 1.5 times the depth and twice the diameter of the
transplant root balls. Remove the plant from the container and scarify the sides of the
root ball. Place approximately 1-2 gallons (depending on size of root wad) of nutrient
rich topsoil in planting hole. Place plant in the planting pit. Backfill the planting hole
with topsoil to finish grade. Water the plant well during and after planting. Example
drawings are provided in Appendix C.
Overall, plant species can be placed randomly throughout the identified revegetation area
at the densities previously discussed. It is recommended that the shrub species be planted
in clusters (example: 10 salal all in same area, each plant spaced 5 foot on center).
Maintenance and Exotic Plant Control
Maintenance shall consist of irrigation, replacement of dead/dying or undesirable
transplants with appropriate vegetation, and removal of native noxious and invasive
weeds. No post-planting applications of fertilizer are anticipated. Deep irrigation of

native plantings is recommended no less than twice monthly during May 15th—October
15th of the first two years.
Monitoring
Under Mason County regulations (Chapter 17.01.200 I.) monitoring of the site will be
required to periodically evaluate the success of the restoration and provide amendments
to the plan, which may become necessary to achieve its purpose. Plants should be
monitored for a minimum of 80% survival and visible growth of all transplants or natural
' volunteer substitutes for a period of 3 years. Any natural volunteer substitute plants are
subject to approval by Mason County Department of Community Development.
} The owner shall provide for seasonal monitoring of the site by a qualified biologist or
other qualified professional, for a period of three years after completion. The applicant
shall submit an annual report to the County that meets the requirements of Chapter
17.01.200 I.2.
Restoration Schedule
Recommended timing and sequence of restoration and required monitoring activities are
provided below in Table 3.

It is recommended that the vegetation area replanting occur during winter dormancy. Site
conditions permitting,the optimum time for planting most native woody plant material
appears to be the later part of winter and early spring (February-March). Plants installed
early in the dormant season tend to be subject to winter kill and die back. Conversely,
plants installed during the late spring and early summer have been observed to be much
less drought tolerant during the dry summer period.
Contingency Procedures
Contingency actions could include, but are not limited to, replacement of plants which
have not achieved the standard survival or coverage goals according to the proposed
planting density; substitution of specified plant species; additional irrigation
requirements; repair of damage due to erosion or other topographical changes to the site;
and amendments to the restoration plan during monitoring as necessary to achieve its
purpose.

This study reports the results of an impact analysis and restoration plan conducted on a
parcel located at North 30 Deer Court, Lot#52 Division#14, Lake Cushman, Mason
County, Washington.
? Vegetation clearing and cabin construction impacted approximately 196 square feet of
wetland buffer and standard building setback on-site. This Restoration Plan has been
designed to restore these impacts by replanting disturbed areas with native vegetation.
LIMITATIONS
This report was prepared for the use of the client, its affiliates, lenders and assigns, their
consultants, and various agencies. It should be recognized that delineation of wetland
boundaries is an inexact science and different individuals and agencies may disagree on
exact boundaries. Any results and conclusions within this report represent our
professional judgment based on the most recent information provided from publications,
maps, aerial photos, and field investigations as defined within the scope of services.

The final determination and acceptance of jurisdiction and concurrence with the wetland
boundaries as delineated is the responsibility of the various resource agencies that
regulate development in and around wetlands. This report and the delineated wetland
` boundaries will be reviewed by the appropriate agencies prior to any detailed site
t planning or construction activities.
