The new floats will be constructed within the same dimensions and installed in the same locations as the existing floats,which will be removed and transferred to a licensed disposal site. Briefly describe the vegetation and habitat conditions on the property. Photographs of the shellfish beds and project floats are attached to this application. The marina property is the leasehold (Washington Dept. of Natural Resources No. 20-13O9885) that contains most of the marina dock and nine accessory floats. The south lease boundary is about 385 ft from the shoreline bulkhead; the three project floats are about 50 ft north of the boundary. The north lease boundary is 215 ft from the south boundary. The three accessory floats are located over subtidal elevations between -7 and -13 ft MLLW* (Figure 2, Existing Dock Layout Plan). Visible vegetation in the leasehold consists primarily of small marine algae (i.e., phytoplankton) in the water column. No large rooted vegetation is visible from the dock at the shallowest depths; no attached vegetation is visible in the area around the floats. No attached aquatic vegetation is likely to be present under the dock, which has been in place in its current configuration for at least 40 years. Habitat conditions that are visible in the adjacent tidelands consist of a course sand beach populated by oysters and clams. This area is Alderbrook Resort's Second Class Tidelands, which extend south from the leasehold at-4.5 ft MLLW to the shoreline bulkhead and from east to west about 700 ft (see Figure 2). Tidelands substrate consists of coarse sand with silt from -4.5 to about 4 ft MLLW. No eelgrass was observed within the resort tidelands during a beach survey conducted at low tide (from the bulkhead to -3 ft MLLW) on May 26, 2006. Sandy substrate with gravel extends from 4 to 10 ft MLLW. The tidelands support shellfish beds with Pacific oysters (Crassostrea gigas) and a few small areas of Manila clams (Ruditapes philippinarum). Numerous other shellfish siphon holes are present throughout the oyster beds. A 2004 shellfish survey found 16.3 oysters/ft2 (± 8 oysters/ft2); the mean number of oysters within the resort tidelands was estimated to be about 1,140,000. Surface water from two small creeks (Dalby and Big Bend) contributes nutrients and suspended sediment locally into the Alderbrook nearshore; stormwater from the resort grounds and Alderbrook Creek is treated before discharging into the resort tidelands, so it is exceptionally clean. The most significant surface water source of nutrients and sediment in southern Hood Canal is the Skokomish River, west of the project area (Figure 3, Area Topography and Surround Locations). Nutrients and suspended sediment promote algal growth and limit light penetration to several feet during warm months. Although severe hypoxic water conditions develop in southern Hood Canal, the project area has not been affected. * Elevation approximated from Alderbrook Inn Property Survey Rev. 24 Mar 87 by John D Swift &Assoc. 5m. Describe how the adjacent properties are currently used. The adjacent "properties" consist of Class 2 tidelands to the south and State waters on all other sides. The tidelands are certified for oyster production and consumption; oysters are harvested by the resort restaurant and visitors. The tidelands include the marina main walk (a section of the dock between the shore and the moorage floats). The main walk supports utility lines and pipelines from the resort over the shellfish beds. 50. Describe the structures (above and below ground) on the property, including their purpose(s) and current condition. The structures on the project property consist of 808 linear ft of dock floats attached to steel piles and nine accessory floats attached to the dock. The dock floats and piles were replaced in 2008 and are in excellent condition. The accessory floats are shown in Figure 2. Conditions range from poor to good. The floats are used for/as: the marina moorage office; equipment for marina maintenance and repairs; water access (i.e., swimming and ORIA-16-011 Page 4 of 12 changing; small watercraft launching and retrieving); supplying water safety gear(e.g., life jackets, fenders, floats, buoys, etc.), and other water-related and water-dependent marina and resort activities. The three floats that are proposed for replacement are highlighted in Figure 2 and referred to here as the (1) swim, (2) gathering/changing, and (3) boat launch. The purpose of the swim float is to provide access to the water from the marina dock because deep water is not accessible from the shore without walking across the shellfish beds. The intertidal substrate consists of soft silty mud covered with very sharp oyster shells that extend about 200 ft from the resort shoreline between 6 and 0 ft MLLW. The purpose of the gathering/changing float is to provide a place for swimmers, boaters, and resort guests to gather, change in/out of swimwear, and obtain gear for using the small watercraft (e.g., lifejackets, paddles, etc.). The purpose of the boat launch float is to provide a stable platform to help people get into and out of the kayaks and paddle boats, so that they can be launched and retrieved from the water without tipping over. The dock and other accessory floats are too high above the water surface to use for entering/exiting kayaks and the resort beach cannot be used for launching because of the shellfish beds. The swim float and gathering/changing float are constructed of wood framing with solid (i.e., no grating) plywood or planked wood decking over foam-filled tires and uncoated compressed polystyrene (e.g., Styrofoam) billets (Figure 4, Existing Float Typical Construction Detail). Freeboard is 12" to 18" (without loading). The boat launch float consists of plywood decking on wood framing over encapsulated polystyrene billets; the deck is sloped into the water to faciltate launching and retrieval. The wood framing of all three floats is waterlogged, disintegrating, and beyond any further repair. The framing no longer holds the screws and bolts necessary to attach the floats, cross-members, walers, decks, or cleats. The exposed polystyrene flotation is waterlogged and disintegrating. 5p. Provide driving directions from the closest highway to the project location and attach a map. Alderbrook Resort and Spa is located on the south shore of the Great Bend in Hood Canal, immediately north of Highway 106, in the town of Union, Washington (see Figure 1). Part 6—Project Description 6a. Briefly summarize the overall project. You can provide more detail in 6b. The three existing floats will be replaced by three new floats that meet current State standards for materials and design. The new floats will be constructed within the same dimensions and installed in the same locations as the existing floats, which will be removed and transferred to a licensed disposal site. 6b. Describe the purpose of the project and why you want or need to perform it. The project purpose is to maintain the services and functions of the existing floats for water-dependent recreation by the public. The accessory floats have been regularly maintained and repaired for four decades, but the materials (e.g., wood supports, plywood decks, Styrofoam and tire flotation) have deteriorated beyond further repair. The resort proposes to replace these floats with environmentally preferred designs/materials. Alderbrook Resort and Spa is a commercial resort with a hotel complex, cottages, meeting facilities, a public restaurant, a sophisticated sewage treatment plant, a publicly accessible marina (with sewage pump-out to the resort treatment plant), a stormwater treatment system for the resort parking areas, and a restored stream (Alderbrook Creek). The accessory floats are an integral part of marina amenities that provide water access and recreational opportunities. 6C. Indicate the project category. The new floats will consist of polyethylene molded "tub"flotation supporting ACZA-treated wood framing (above the water) and decking made of manufactured grating (minimum 60% open area) or wood-composite planks (e.g., "Trex" or similar). Decking between the tubs will be grated for maximum light penetration; decking over the tubs will be solid to reduce cost and weight (Figures 5, Proposed Float Typ. Construction and 6, Proposed Float Section). The old floats will be detached from their current locations and towed to a nearby small boat ramp and removed from Hood Canal. The contractor may choose to mechanically pick the floats from the water or "strand" the floats on the ramp during an ebb tide and dismantle them in the dry. Floats will not be demolished in the water. Re-useable parts in good condition (e.g., fenders, cleats, etc.) may be retained by the resort. Float sections will be put into a dump truck or solid waste bins and transferred via truck to a licensed landfill for disposal. Replacement floats will be fabricated by a commercial float manufacturer off site, using the materials and general design shown in Figures 4 and 5. New floats will be towed to the resort, pushed into the same positions as the old floats, and attached to the existing dock by workers using hand tools. 6f. Describe how the project is designed to avoid and minimize adverse impacts to the aquatic environment. ❑ Not applicable The floats are located about 400 ft from the shoreline, in subtidal habitat, along an existing dock, within a designated marina. The offshore distance and subtidal depth of each float avoids potential adverse environmental impacts on juvenile salmon migration and shoreline productivity of algae, shellfish, forage fish, and larval rockfish circulation in nearshore surface waters. The replacement of three old floats with three new floats would have no adverse environmental impacts and would benefit the aquatic environment by (1) eliminating sources of ongoing chemical and physical releases from degrading materials, (2) reducing over-water cover (i.e., "removing"44-4 400 ft2 of shade), and (3) reducing impediments to surface water circulation caused by the existing flotation. The elimination of decomposing pressure-treated wood, old tires, and polystyrene billets will remove ongoing sources of chemical compounds that may include metals (e.g., copper), synthetic polymers (i.e., microplastics) and oil-based compounds (i.e., PAHs). The use of grated decking will increase light penetration through the floats, which would reduce the contrast between light and dark areas and avoid adverse impacts to the aquatic environment from the ongoing degradation of polystyrene foam and old tires, (2) the increase of light through the grated decking into the water, and (3) the increase in unrestricted surface water circulation under and through the float flotation. The use of grated decking (60 percent open space), over at least 50 percent of the float area, is equivalent to a 44-4 400-ft2 reduction in over-water cover i.e. total existing cover of 4-380 1,332 ft2 minus 0.6 X 6S0 666 ft2 of solid cover equals 444 400 ft2). Because there would be no change in float location or use, and because improvements in construction materials and design would improve existing environmental conditions, no further mitigation is proposed. 8b. Surface water circulation is important in the transport and survival of many species, including larval rockfish and flatfish, and meiofauna that inhabit the marine surface layer. 8d. Unfortunately, the subject permits have been placed on HOLD for the following reason(s): 1. Unfortunately, according to County records, the latest shoreline permit that was granted for this site occurred in 2008, which granted a total number of six dock attachment-floats. According to a site visit made on September 7, 2018, there appears to be 5 dock- floats related to the left-hand side of the "T pier" and 3 dock-floats related to the right-hand side of the "T pier" for a total of 8 dock-floats. In short, it appears that two of the dock-floats were never permitted. Unfortunately, the county cannot allow for the replacement of floats that were not originally permitted. According to the recent permit request, the applicant is requesting the replacement of three dock-floats (2 on the left-hand side and 1 on the right-hand side). The 2 on the left-hand side can be replaced under the subject pending application, however the 1 on the right-hand side cannot be replaced, since it was never permitted to begin with. As a suggestion, the proponent may wish to modify the pending application requests to reflect only the proposed dock-float replacements (on the left-hand side) in order to allow for the subject application review to proceed. The other dock-float will need to go through its own permit process as "brand new" (building permit, SEPA, JARPA/Shoreline Permit, HMP) or possibly be coupled with the current pending application submittals with the addition of a Habitat Management Plan (HMP) and associated review fee, assuming that the said dock- float is valued at less than $7,047, otherwise the subject dock-float will need a Shoreline Substantial Development Permit in conjunction with a required HMP. The HMP would be required regardless. Please advise us on how you would like to proceed. All applications will need to be revised to reflect an accurate representation of the work being proposed based on the scenarios described above. Also, please note that building permits will be needed for each dock-float as well. All dock-floats shall be in conformance with the requirements of the adopted Shoreline Master Program.
