The two streams on the north end of the wetland are the wetland outlets. .............28 Project: 2023-WR-007 December 2023 Arc+os Environmental LLG Wetland Report 22125-42-90062 XXXX E North Island Dr Shelton, WA 98584 Overview This report details the wetland delineation and rating of a Depressional wetland located on the north end of Harstine Island, in Mason County. The wetland is formed from surface and ground water inundating a topographic depression at a frequency and duration during the growing season sufficient to support the development of hydric soils and the growth of hydrophytic vegetation. The wetland was rated a Category III wetland based on its score for Functions, with a Habitat score of 7 and a total score of 19. The buffer for this wetland is 110ft with a 125ft Structure Setback for moderate intensity land uses based on the Mason County Resource Ordinance (Table 8.52.110(D)). The portion of the wetland within the subject lot was delineated in the field and flagged with bright green flagging. The buffer should be measured horizontally from the flagged edge in the field. A recently installed driveway, which is the subject of a code violation on the property, occupies an estimated ±250ft2 within the wetland, and another ±2,000ft2 within the wetland buffer. A forthcoming Habitat Management Plan will propose mitigation measures to address the driveway impacts and an alternate access route, which avoids direct wetland impacts. 1 Project: 2023-WR-007 December 2023 Arc+os Environmental LLG �z �p Figure 1:Vicinity map of the project. Property Description & Protect Background The parcel is 2.01 acres in size and located in section 25, Township 21 North, Range 2 West. A "grandfathered" road provides access from E North Island Dr to the west end of the property. The access road was built on top of a large depressional wetland and currently bisects the wetland. Two culverts provide a hydrologic connection between the two sides of the bisected wetland. High water levels are matched on both sides of the wetland and water flows back and forth through the culverts. Typical wetland adapted vegetation growing within the wetland includes red alder (Alnus rubra), Oregon ash (Fraxinus latifolia), salmonberry (Rubus spectabilis), and slough sedge (Carex obnupta). The upland vegetation on the property immediately adjacent to the wetland is characterized by sword fern (Polystichum munitum), Salal (Gaultheria shallon), and bracken fern (Pteridium aquilinum). A driveway to access the subject parcel was installed recently by the previous owner. The driveway was placed across a narrow portion of the wetland with a ±6-inch pipe installed as a culvert. The current property owners received a County Notice of Violation for the activity, and this report is the first step in the response to that violation. The driveway consists of crushed rock occupying ±250ft2 to cross the wetland, and another ±2,000ft2 within the 110ft wetland buffer. 2 Project: 2023-WR-007 December 2023 Arc-to-, Environmental LLG Wetland Delineation & Ratiniz The wetland was delineated using the 1987 U.S. Army Corps of Engineers (USACE) Wetland Delineation Manual and the Western Mountains, Valleys, and Coast Region Regional Supplement Version 2.0 (using updated plant and soil designations from USDA and MRCS). The wetland meets all three required indicators of hydrophytic vegetation, hydric soils, and hydrology. One pair of wetland determination sample plots were used to confirm the wetland boundary findings in the field. The boundary between the wetland and surrounding uplands is well defined on the surface by the transition of the adjacent slope and the transition of vegetation from sword fern and Sala to slough sedge and salmonberry. Wetland Determination field data forms are included in the Appendix for reference. The wetland unit being rated is formed from surface and groundwater saturating the wetland area at a frequency and duration sufficient to support the development of hydric soils and the growth of hydrophytic vegetation. The wetland unit was rated using the Depressional forms for Water Quality and Hydrologic functions and the Habitat form used for all Hydrogeomorphic classifications based on the Washington State Department of Ecology Wetland Rating System (2014 Update, Version 2.0). The wetland was rated a Category III wetland based on its score for Functions with a habitat score of 7 and a total score of 19 (see Appendix for rating forms and figures).
