BioResources, LLC Kim Schaumburg Fisheries Biologist 10112 Bayview Rd KPN Vaughn, WA 98394 Office &Fax (253) 884-5776 Cell (253) 225-2973 E-mail Kimberly0356a�centurytel.net RE: Stream Delineation for Parcel #32233-44-00020, Mason County Permit#SP12018- 00096 For: Clark Jerome General Partnership, PO Box 337, Union WA 98592 Date: 8-28-19 This short report is in response to a Mason County Site Pre-Inspection on October 11, 2018, regarding a stream setback for a proposed garage that will be an appurtenance to an existing single-family residence on parcel #32233-44-00020, (hereafter to be referred to as the"subject parcel" or"subject property"),that is owned by the Clark Jerome General Partnership. The Site Pre-Inspection Notes state that there is an unclassified stream located on an adjoining parcel to the east, (#32233-44-00000), and that if an undisturbed 165-foot buffer-setback is maintained(measured from the ordinary high water mark) no stream or wetland report will be required. At the request of the property's owner, the author of this letter, a qualified fisheries biologist, was hired to determine the stream's classification. The following methodology and resources were used: • A site investigation conducted on August 21, 2019. • Criteria from the Washington State Department of Natural Resources (DNR) Forest Practice Rules(water typing definitions) and the Washington Administrative Code(WAC 222-16-030 and 031—Water Typing System and Interim Water Typing System). • GIS maps from the DNR Forest Practices Application Mapping Tool, 2014, and the Washington Department of Fish and Wildlife (WDFW) Salmonscape Mapping Program, 2019. The subject property was accessed from East State Route 106.The subject property consists of 3.5 acres and supports an existing single family residence and storage shed. The location of the nearest mapped stream to the subject property was consistent on both the DNR and WDFW maps, and is approximately (approx.) sixty feet from the east property line. The stream flows for approx. 1,200 feet, from an unknown location on the upland end of the adjacent parcel (#3223344-00000), to a discharge point into Hood Canal. The stream was observed on the adjacent parcel, flowing south to north, approx. 125 feet from the footprint of the proposed garage, as per a site plan provided by the property owner's contractor. Measurements taken from a Google Earth aerial photograph (2018) of the area were consistent with the site plan. The stream was observed to be flowing moderately, although it had not recently rained, so it must be assumed that it is a perennial stream, as August marks the apex of the dry season. The stream is classified as N or non-fish by the DNR map and Ns or intermittent/ephemeral by the WDFW map. The latter is more current and is,therefore, expected to be the more reliable classification of the two. As per WAC 222-16-031, waters having any of the following characteristics are presumed to have fish use: • Stream segments having a defined channel of 2 feet or greater within the bankfull width in Western Washington; and having a gradient of 16 percent or less. • Stream segments having a defined channel of 2 feet or greater within the bankfull width in Western Washington,and having a gradient greater than 16 percent and less than or equal to 20 percent, and having greater than 50 acres in contributing basin size in Western Washington. The stream on the adjacent parcel to the east, #32233-44-00000, as observed,does not meet the physical criteria for a fish bearing stream. According to the Mason County Site Pre-Inspection Notes from October 11, 2018, the subject parcel contains slopes in excess of 40 percent. A Google Earth aerial photograph (2018)of the site area and the two, previously noted, referenced GIS maps all revealed that parcel#32233-44-00000 supports a similarly steep slope to the subject parcel. Therefore,the stream does not meet the WAC's requirements for fish use. As per Mason County's Environmental Code, Title 8,table 8.52.170(c),the stream is a Type Np waterbody with a 100-foot buffer and a 115- foot structure setback.
