The site, 164 acres of undeveloped land, is located approximately 2 miles northwest of Shelton near Rex Lake in Mason County,Washington.The site vicinity is shown on Figure 1.Current permit conditions allow approximately 94 acres of the 164-acre for use in aggregate mining. The purpose of our services is to assess the hydrogeologic characteristics of the site and analyze the relationship between the groundwater beneath the site and the surface bodies,specifically Rex Lake and wetlands on and adjacent to the property. The monitoring of water use, groundwater levels and groundwater quality will be used to assess the potential impacts of surface mining on groundwater and wetlands. GeoEngineers developed a groundwater monitoring plan forthe McEwan Prairie Surface Mine based on the proposed monitoring plan presented in the May 2002 Supplemental Environmental Impact Statement (SEIS) and our discussions with Port Orchard Sand & Gravel Company. The purpose of this annual groundwater monitoring report is to summarize 2015 monitoring data. Please refer to the 2012 report, which presents the complete dataset of previous 8.5 years of monitoring of surface water wetlands, groundwater levels and groundwater quality. Extraction of material at the McEwan Prairie Facility has been occurring since 2006. GROUNDWATER MONITORING There are nine groundwater monitoring points on the McEwan Prairie site. A summary of the monitoring points at the McEwan Prairie facility is shown in Table 1.A monitoring location map is presented as Figure 2. Monitoring events for 2015 occurred on January 15,April 30,August 27 and December 22. Groundwater Levels GeoEngineers and Port Orchard Sand &Gravel measured groundwater levels in the monitoring wells and accessible piezometers previously installed on the property since August 26, 2004. Since then, groundwater levels were measured at a minimum of every quarter using calibrated water level probes. Water levels were measured and recorded relative to the rim of the PVC casing and converted to elevations relative to a surveyed site-specific datum. Groundwater Quality Monitoring GeoEngineers and Port Orchard Sand & Gravel collected quarterly samples of groundwater from the monitoring wells for standard laboratory analyses for gasoline-and diesel-range hydrocarbons (analytical methods NW-TPH-Gx and NW-TPH-Dx, respectively). We also collected in-field measurements of temperature, pH, specific conductivity and turbidity. Beginning in October 2012, all wells were sampled twice a year using low-flow techniques and dedicated sample tubing.Samples from 2015 were submitted to Spectra Laboratories in Tacoma,Washington.Standard procedures were followed in collecting, labeling and transporting samples.Chain of custody and quality control was maintained at all times. Surface Water Level Monitoring Surface water level monitoring within the on-site wetlands was also conducted by GeoEngineers and Port Orchard Sand &Gravel personnel.Staff gages were installed in the four on-site wetlands and at Rex Lake. Surface water levels are monitored on a quarterly basis. Groundwater Use Monitoring Groundwater use monitoring is a component of the monitoring plan.However,no water has been withdrawn from the two existing water supply wells on site. No pumps have been installed in these wells. MONITORING RESULTS Groundwater Levels Hydrographs were developed for the piezometers and monitoring wells. For display purposes, the water level elevations for the piezometers and monitoring wells were grouped separately. The measured water level elevations for the piezometers P-1 through P-6 are shown on Figure 3.The water level elevations for the monitoring wells MW-1 through MW-4 are shown on Figure 4. Figures 3 and 4 illustrate the seasonal fluctuation of the shallow groundwater.In 2015,groundwater levels fluctuated in a similarseasonal pattern and within typical ranges as seen in previous years,with the lowest water level elevation typically occurring in October at the end of the dry summer and fall seasons and highest in December/January and April in the wetter winter and spring seasons. Water levels measured on December 22, 2015 were the highest recorded at six of the nine groundwater monitoring points. This is likely in response to high December precipitation. Figure 5 shows the monthly and annual precipitation from National Oceanic and Atmospheric Administration's (NOAA) Wauna 3W Minter Creek weather station, located approximately 22 miles GEOENGINEERS� January30,2017 l Page 2 File No.1355-023-01 northwest of the site.The official record for NOAA's Wauna site only includes up to August 2015.Annual precipitation in 2015 was about normal in the Puget Sound region,with record December rainfall recorded at the SeaTac rain gage. Surface Water Levels A hydrograph was developed for the staff gages placed in Wetlands A through D and Rex Lake.The surface water level elevations are shown on Figure 6 dating back to 2004. The hydrograph shows that surface water is expressed seasonally in the wetlands, mainly during the winter months. Water levels in Rex Lake also fluctuate seasonally. Comparing the lowest and highest measured water levels of 2015, the total fluctuation in Rex Lake was 4.9 feet between relative Elevation 276.45 and 281.35 feet. Groundwater Quality There have been 37 groundwater quality sampling events for the monitoring program. Petroleum hydrocarbons were not detected in analyzed groundwater samples from the two petroleum hydrocarbon sampling events in 2015 conducted on April 30 and December 22,2015.The analysis results are provided in the attached laboratory reports. Petroleum hydrocarbons were not detected in analyzed groundwater samples from both sampling events of 2015. In-field measurements in 2015 indicate that temperature, pH and specific conductivity results are generally within observed historical ranges for the site.Turbidity is below 10 NTU when using low-flow sampling techniques. Groundwater and surface water levels are highest during the winter and spring months of December through April and lowest in the late summer and fall months of July through October based on the current GEOENGINEER� January30,2017 I Page3 Flk No.1355-023-01 and historical water monitoring.Groundwater levels fluctuated approximately 3.1 to 11.3 feet in 2015,due to a dry summer followed by a wet winter. Rex Lake fluctuated approximately 4.9 feet in 2015.This is the largest annual fluctuation for Rex Lake and the highest lake level elevation recorded. The lake level fluctuations are similar in magnitude and timing with water levels in piezometer P-1, the closest groundwater monitoring point. This water level response to rainfall trends in groundwater, Rex Lake and the wetlands indicates a hydraulic connection between groundwater levels and on-site surface water levels. RECOMMENDATIONS Extraction of material at the McEwan Prairie Facility has been occurring since 2006. It is our opinion that the mining activity has had no measurable impact on the groundwater and surface water levels or groundwater quality based on the analysis of the monitoring data. GeoEngineers makes the following recommendations for McEwan Prairie Facility monitoring: ■ Continue quarterly monitoring of water levels in the piezometers, monitoring wells and wetlands. The most important months are April and October of each year, when the highest and lowest water levels, respectively, usually occur. We recommend that groundwater and surface water levels be measured in January,April,July and October of each year. ■ We recommend that water quality sampling interval should continue to be conducted twice a year in April and October. If mining operations were to cease for more than 6 months, the sampling can be conducted once per year in October until mining operations resume at the site.A September 11,2007 letter from Mason County Department of Community Development stated that if there were no detections of hydrocarbons after a calendar year, twice a year sampling would be allowed. No hydrocarbons were detected in 2008, 2009, and 2011 through 2015.Twice-a-year sampling was implemented in 2012. ■ Continue low-flow sampling techniques to reduce the turbidity of samples by purging the wells at pumping rates as low as 0.1 L/min. LIMITATIONS GeoEngineers has performed this groundwater and wetland monitoring in general accordance with the scope and limitations of our proposal. Within the limitations of scope, schedule and budget, our services have been executed in accordance with the generally accepted practices for groundwater and wetland monitoring in this area at the time this report was prepared. (GeoEngineers) has prepared this 111h-year monitoring report for Port Orchard Sand & Gravel Company regarding the McEwan Prairie Surface Mine based on information gathered from 2004 through 2016. The site, 164 acres of undeveloped land, is located approximately 2 miles northwest of Shelton near Rex Lake in Mason County,Washington.The site vicinity is shown on Figure 1.Current permit conditions allow approximately 94 acres of the 164-acre for use in aggregate mining. The purpose of our services is to assess the hydrogeologic characteristics of the site and analyze the relationship between the groundwater beneath the site and the surface bodies,specifically Rex Lake and wetlands on and adjacent to the property. The monitoring of water use, groundwater levels and groundwater quality will be used to assess the potential impacts of surface mining on groundwater and wetlands. GeoEngineers developed a groundwater monitoring plan for the McEwan Prairie Surface Mine based on the proposed monitoring plan presented in the May 2002 Supplemental Environmental Impact Statement (SEIS) and our discussions with Port Orchard Sand & Gravel Company. The purpose of this annual groundwater monitoring report is to summarize 2016 monitoring data. Please refer to the 2012 report, which presents the complete dataset of previous 9 years of monitoring of surface water wetlands, groundwater levels and groundwater quality. Extraction of material at the McEwan Prairie Facility has been occurring since 2006. GROUNDWATER MONITORING There are nine groundwater monitoring points on the McEwan Prairie site. A summary of the monitoring points at the McEwan Prairie facility is shown in Table 1.A monitoring location map is presented as Figure 2. Monitoring events for 2016 occurred on March 23,April 29,September 28 and October 30. Groundwater Levels GeoEngineers and Port Orchard Sand &Gravel measured groundwater levels in the monitoring wells and accessible piezometers previously installed on the property since August 26, 2004. Since then, groundwater levels were measured at a minimum of every quarter using calibrated water level probes. Water levels were measured and recorded relative to the rim of the PVC casing and converted to elevations relative to a surveyed site-specific datum. Groundwater Quality Monitoring GeoEngineers and Port Orchard Sand & Gravel collected quarterly samples of groundwater from the monitoring wells for standard laboratory analyses for gasoline-and diesel-range hydrocarbons (analytical methods NW-TPH-Gx and NW-TPH-Dx, respectively). We also collected in-field measurements of temperature, pH, specific conductivity and turbidity. Beginning in October 2012, all wells were sampled twice a year using low-flow techniques and dedicated sample tubing.Samples from 2016 were submitted to Spectra Laboratories in Tacoma,Washington.Standard procedures were followed in collecting, labeling and transporting samples.Chain of custody and quality control was maintained at all times. Surface Water Level Monitoring Surface water level monitoring within the on-site wetlands was also conducted by GeoEngineers and Port Orchard Sand &Gravel personnel.Staff gages were installed in the four on-site wetlands and at Rex Lake. Surface water levels are monitored on a quarterly basis. Groundwater Use Monitoring Groundwater use monitoring is a component of the monitoring plan.However,no water has been withdrawn from the two existing water supply wells on site. No pumps have been installed in these wells. MONITORING RESULTS Groundwater Levels Hydrographs were developed for the piezometers and monitoring wells. For display purposes, the water level elevations for the piezometers and monitoring wells were grouped separately. The measured water level elevations for the piezometers P-1 through P-6 are shown on Figure 3.The water level elevations for the monitoring wells MW-1 through MW-4 are shown on Figure 4. Figures 3 and 4 illustrate the seasonal fluctuation of the shallow groundwater.In 2016,groundwater levels fluctuated in a similar seasonal pattern and within typical ranges as seen in previous years,with the lowest water level elevation typically occurring in September/October at the end of the dry summer and fall seasons and highest in December/January and April in the wetter winter and spring seasons.Water levels measured on October 30,2016 were higher than normal for the typical October due to record-breaking rainfall in October. Figure 5 shows the monthly and annual precipitation from National Oceanic and Atmospheric Administration's (NOAA) Olympia Airport weather station (Station # 456114), located approximately 20 miles southwest of the site. Previous reports included the record for NOAA's Wauna site. However,the site GEOENGINEERS January23,2017 1 Page File No.1355-023-01 is no longer active as of August 2015.Annual precipitation in 2016 was above normal in the Puget Sound region,with record October rainfall recorded at the Olympia Airport rain gage as previously noted. Surface Water Levels A hydrograph was developed for the staff gages placed in Wetlands A through D and Rex Lake.The surface water level elevations are shown on Figure 6 dating back to 2004. The hydrograph shows that surface water is expressed seasonally in the wetlands, mainly during the winter months.Water levels in Rex Lake also fluctuate seasonally. Comparing the lowest and highest measured water levels of 2016, the total fluctuation in Rex Lake was 2.2 feet between relative Elevation 278.05 and 280.25 feet. Groundwater Quality There have been 39 groundwater quality sampling events for the monitoring program. Petroleum hydrocarbons were not detected in analyzed groundwater samples from the two petroleum hydrocarbon sampling events in 2016 conducted on April 29 and October 31, 2016.The analysis results are provided in the attached laboratory reports. In-field measurements of groundwater quality during the sampling events are presented below in Table 2. Petroleum hydrocarbons were not detected in analyzed groundwater samples from both sampling events of 2016. In-field measurements in 2016 indicate that temperature, pH and specific conductivity results are generally within observed historical ranges for the site.Turbidity is below 10 NTU when using low-flow sampling techniques. Groundwater and surface water levels are highest during the winter and spring months of December through April and lowest in the late summer and fall months of July through October based on the current and historical water monitoring.Groundwater levels fluctuated approximately 4.5 to 9.6 feet in 2016,due GEoENGINEERS January23,2017 I Page3 Ale No.1355-023-01 to a wet winter followed by a dry summer. Rex Lake fluctuated approximately 2.2 feet in 2016. The lake level fluctuations are similar in timing with water levels in piezometer P-1, the closest groundwater monitoring point. This water level response to rainfall trends in groundwater, Rex Lake and the wetlands indicates a hydraulic connection between groundwater levels and on-site surface water levels. RECOMMENDATIONS Extraction of material at the McEwan Prairie Facility has been occurring since 2006. It is our opinion that the mining activity has had no measurable impact on the groundwater and surface water levels or groundwater quality based on the analysis of the monitoring data. GeoEngineers makes the following recommendations for McEwan Prairie Facility monitoring: ■ Continue quarterly monitoring of water levels in the piezometers, monitoring wells and wetlands. The most important months are April and October of each year, when the highest and lowest water levels, respectively, usually occur. We recommend that groundwater and surface water levels be measured in January,April,July and October of each year. ■ We recommend that water quality sampling interval should continue to be conducted twice a year in April and October. If mining operations were to cease for more than six months,the sampling can be conducted once per year in October until mining operations resume at the site.A September 11,2007 letter from Mason County Department of Community Development stated that if there were no detections of hydrocarbons after a calendar year, twice a year sampling would be allowed. No hydrocarbons were detected in 2008, 2009, and 2011 through 2016.Twice-a-year sampling was implemented in 2012. ■ Continue low-flow sampling techniques to reduce the turbidity of samples by purging the wells at pumping rates as low as 0.1 L/min.
