'Box 56 Silverdale, WA RE: ELECTAIM RESISTIVITY AND GEOLOGIC STUDY BELPAIR, WASHINGTON 7 This letter presents the results of an electrical resistivity and geologic study perfornied at your site near Belfair, Washington. The geophysical fieldwork was coliipleted on February 25, 1960 and consisted of 4 vertical electrical'scundings spaced appraxiiiiDtely 440 feet apart on a north-south line noar the center of the property. The purpose of this survey was to establish a reab onable estimate of thickness for the granular materials underlying the Bite. The electrical survey was accomplished by using the Wenner electrode configuration, which was designed to penetrate a depth of about l00 feet. However, the maximum depth Of penetration achieved depends on the recistivitiOG of the underlying materials and may vary from the design penetration depth. We also accomplished a brief goologie reconnaissance of the site and a. review Of geologic literature pertaining to the area. At the present site, there is no boring information that We know which may be urged to identify the resistivity valueu we have computed. 110wever, pending further exploration at your site, we have assigned tentative classifications of the resistivities based on our geologic examination of the area and previous experience on the Kitsap Peninsula. The geologic examination of the site generally confirmed data obtained during the literature review. The upland areas of .the site appear to b© overlain by ablation till deposits of loose, unsorted, coarSQ aunds and gravels, and occaoionai erratic boulder&. This was part of the glacier's rock load deosited an the ice melted and is less compact than the Easal till and without much of the fines which Were washed away by Melt water, We believe this is underlain by the basal portion of the Vachon till, a gray to bluish-gray compact and unsorted mixture of cobbles and `pebbles in a binder of silt and clay, Due to the normally compact nature of the glacial till, it has been given the local name of "hard pan". Underlying the till units is the advance outwash which consists chiefly of gravels and coarse sands. Typically the advance ,outwash is s vertical sequence of poorly sorted gravelq at the top grading downward into better sorted and st-rAified oands and gravels, with locally occurring 1e116e8 of stilt of clay. The najor unit observed at your site, we believe to be the Vachon recessional outwash which occurs as a mantle of sand and gravel lying over the till. The coarse, poorly bedded recessional outwash is virtually indistinguishable from the ablation till and appear quite similar electrically. We have shown on the Generalized Geologic section and map the relationship of these units which has been established in the literature. We have established a color designation as shown on the VES Profile, Figure 2, which we believe illustrates the distribution of the geologic units located at your site, You will notice that we have shown only a gradation beLwcoi, the ablation till and recessional outwash due to their similarities. The calculations do not, however, take into account the surface material which must be stripped and possible silt and fine sand lenses within the units mined. electricalThe method n i investigation is a standard geophysicaltechniqueandlikeother geophysical techniques, its resolving power is dependent upon the degree of contrast between pertinent properties Of the subsurface materialG, The method basically consists of inducing direct current into, the ground through two f electrodes and measuring the potential drop at the surface between two other electrodes placed at various spacings betr;een the current electrodes. These field curves were then interpreted by computer analysis to yield results in terms of individual layer resistivity and thickness. The geophysical information in this report is based on geophysical measurements made by generally accepted methods and field procedures and our interpreta- tion of the data. Although these results are interpre- tative in nature, they are considered to be a reasonably accurate presentation of existing conditions within the limitations of the methods employed. We have also received written public comment and taken testimony in a public hearing. Additionally, we have discussed the a eration with the Department of Fisheries and with the Department of Ecology ,DOE) . The geography of the pit, plus concerns expressed by adjacent landowners, indicate existing and potential adverse impacts. While the department appreciates the efforts and expenditures by Anderman Enterprises to reduce these impacts, I believe the revised reclamation and operations plan can be amended, as indicated below, to mitigate these impacts. The revised plan should be amended to provide for: a. Restoration of the 50-foot setbacX on the east side of the pit (as shown on the Service Fuels reclamation plan) by grading and revegetation with a soil binder and with rapid growth evergreen trees. Where this is not possible, a berm, similar to the berm on the southern boundary of the pit, shall be constructed. b. Continued attention to the revegetation effort near the southern boundary of the pit such that a thick cover stabilizes the soil and precludes fugitive dust. c. A plan for continuous revegetation in each segment of the pit such t t runoff is minimized. Drainage from the mine continues to be the major concern of this agency and of the DOE. A recent inspection by Greg Cloud of DOE indicates that while the present sedimentation pond/pump/reinjection plan is working, any number of circumstances could lead to a repetition of an apparent violation of the Water Quality Act which occurred on January 14, 1988. Such occurrence could result in an immediate shutdown of your operation until such time as the damage is mitigated (WAC 332-18-050) and may also result in a fine pursuant to RCW 78.44.160.
