RE: Walmart Site Soil Characterization
Dear Don Brush:
The Mason County Department of Health Services (MCDHS) has, at your
request, reviewed test results on soils from the future Walmart
site located outside of Shelton in Mason County, Washington. These
soil tests were conducted for Washington State Department of
Ecology (WSDOE) review, and were requested, in part, due to the
proximity of the site to the Goose Lake area where the Rayonier
Shelton Pulp Mill had disposed of waste materials from the pulp
mill and other Rayonier facilities.
The tests requested by the WSDOE were projected to reveal suspected
contaminants that would have resulted from the Rayonier disposal
activities, should any contamination have taken place. Analytical
test results included analysis for TCLP Metals; Resin Acids, Fatty
Acids, and Bleach Plant Derivatives; and Chlorinated Phenolic
Organic Compounds . Four samples were requested- -two from the
Walmart site where soils are being excavated, and two from
materials which were previously excavated. It was reported to the
MCDHS by Tom Jones of RZA AGRA, Inc. , that the samples were taken
from locations that would accurately represent the soils that are
being removed from the Walmart site, including two samples from the
side of an on-site excavation pit and two from excavated materials
now located at the John Burnett Island Lake gravel pit.
The results indicate non-detectable levels of suspected
contaminants . In sample PS-1, the Method Reporting Limits were
elevated because of the low percent solids in the samples received.
The detection of acids in sample PS-4- -tested for resin acids,
fatty acids, and bleach plant derivatives--was predicted to be due
to naturally occurring levels due to the acidic nature of the
decomposition process of the materials.
Rusty Post of the WSDOE informed the MCDHS that he had not verified
from Loree Randle and Dick Heggen of the WSDOE that the tests
conducted included the complete list requested by the WSDOE. Mr.
Post indicated that Total Metals would have been more appropriate
than TCLP Metals; however, he stated that the tests appear

appropriate for indicating whether the soils contained contaminants
of concern. Mr. Post also told the MCDHS that the WSDOE had not
received a sampling report along with the test results; however,
the MCDHS consults with RZA AGRA regarding field information,
including sampling locations, suggested acceptable sampling
methods.
Given this information, the MCDHS would concur with the WSDOE that
the materials do not appear to have been affected by contaminants
from Rayonier disposal activities near Goose Lake, and that the
current testing information indicates that the development
activities of relocating materials from the Walmart site to a
nearby Kneeland site, which had been pre-screened by the Mason
County Department of General Services, should not be held up at
this time.
The MCDHS will continue to consult with the WSDOE regarding final
determinations on the soil analysis results and the acceptability
of the materials for uses at the Kneeland site or other sites
within Mason County. Please contact Mike Tokos of the MCDHS with
any questions or correspondence regarding the MCDHS involvement in
this analytical review.
