Representatives for the Fire Marshal's Office, Building Department, Environmental Health, Planning, and Public Works Departments may attend the meeting to discuss rules and regulations applicable to the proposed project. Topics covered during the meeting will include the comprehensive plan, shoreline program, zoning, availability of sewer and potable water, development concepts, building construction, fire protection and life safety concerns of the proposed project.The pre-submission conference will be most informative when you provide accurate and detailed information on the Pre-Application Conference Application Form and the site plan. Applications will be accepted when all information is received and deemed complete. Pre-Application Conferences are held every Wednesday and last one hour. REMODEL OR REPLACEMENT OF EXISITNG STRUCTURES: Referencing IBC,Chapter 34;Portions of a structure that do not change occupancy type or are not altered and not affected by alteration are not required to comply with the code requirements of a new structure. A designer will need to evaluate your septic needs,based on daily flow and waste strength,to determine adequacy of the existing system or recommend an upgraded system.I have concerns about the traffic that appears to be on the existing drainfield. Two floors not to exceed 35 feet maximum. SHORELINE MASTER PROGRAM: COMMERCIAL DEVELOPMENT/MARINAS Proposal is reviewed under Commercial Development and Marinas chapters (attached). Environmental Designation for the site is Urban Commercial per SNIP 17.50.074 Ld. Water Dependent, Primary Structures must meet a 15' minimum setback from the Ordinary High Water Mark (OHWM) and Accessory Structures must meet a 50'minimum setback from the OHWM per SMP 17.50.060 Commercial Development. If the existing residence is replaced with a water dependent use (i.e. Marine services), the minimum setback is 15'(note that the minimum setback under MCRO 17.01.110 is 35', therefore only the existing footprint would be vested). The proposed fuel storage tank is considered an accessory use to the Marina and must meet the 50' minimum setback. The existing two-story retail building can be remodeled or rebuilt within the same footprint and height. Any expansion must meet minimum standards for setbacks per the Development I Regulations and Shoreline Master Program(see attachments).Permitted uses include existing uses and those allowed per MCDR 1.04.342A. New marinas, or expansion of existing saltwater marinas which provide moorage for more than ten boats, shall be required to be equipped with easily accessible vessel pump-out and shall provide on-shore sewage and waste disposal facilities. Each marina shall predominately display i i signs stating that sanitary discharge of wastes is prohibited.Deviation from pump-out requirements on saltwater shall require a Variance. RESOURCE ORDINANCE: LANDSLIDE HAZARDS Any slope higher than 10 feet, over 40% grade and within 300 feet of proposed development will require a Geotechnical Report to evaluate slope stability on and near the site. The report must meet the requirements of the Mason County Resource Ordinance (MCRO) section 17.01.100 E. The report must also state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. See MCRO 17.01.100, E7. Let me give you an update. 1. Upgrade Septic. I send you an email today concerning the good condition of the existing septic tanks. 2. Storm water. Our storm water consultant, Kevin Dragon w/HDR Engineering, spoke with John Sliva. After a better understanding the current code as well as our very limited redevelopment plan, John said that he would waive the storm water upgrade. On November 10, 1 send John a letter request a letter from Mason County Public Works confirming this in writing. 3. Sewage Pump out. We have a contractor who is working on this requirement. It would include a pump out on the dock, with lines running back to the upland property. We need to know from Mason County what size tank would be required? As mentioned below, we would like to use the existing 1,200 septic tank and drain field. 4. Geotechnical/Steep Slopes Assessment. We have received permission from a landowner across the highway from the marina to dig a test pit to assess the hillside soils. Our geotechnical consultant was going to contact John Sliva to review the type and scope of their soils test. 5. Fire Life/Safety. We are getting a design/build proposal from Knight Fire in Olympia to install three standpipes on the dock. Last Friday,we met with Knight Fire and representatives with Mason County Fire District 6 to determine the scope of work. We are working in earnest to get the above information completed for our permit submittal. It would be helpful to meet with you concerning the septic drain field and sewer pump out issue.
