The Washington State Shoreline Management Act (RCW 90.58) requires that substantial developments within
designated shorelines of the state comply with its administrative procedures(WAC 173-14)and the provisions of the
Mason County Shoreline Management Master Program.The purpose of this Act and local program is to protect the
state's shoreline resources. The program requires that substantial development(any development of which the total
cost or fair market value exceeds $5,718.00 or materially interferes with the normal public use of the water or
shorelines of the State be reviewed with the goals, polices, and performance standards established in the Master
Program.
Answer all questions completely. Attach any additional information that my further describe the proposed

Shorelines Exemption
Dear Ms. Adkins:
Enclosed please find a Mason County permit application and a Joint Aquatic Resources Permit
Application (JARPA) for a Shoreline Substantial Development Permit Exemption plus the
required $510.00 review fee.
The Washington State Department of Transportation(WSDOT) is planning to install milled in
Shoulder Rumble Strips (SRS) in Mason County in "high run off road" locations. SRS's will be
placed in areas with sufficient shoulder width to install the Rumble Strips. The project also will
install profiled plastic line SRS's in locations that do not have sufficient shoulder widths for
Rumble Strip installation.
Work will also include maintaining traffic control. The work will be within the existing
roadway prism. No new right of way or cut/fills are involved.
This project was found to be exempt from a SEPA threshold determination by WSDOT
pursuant to WAC 468-12-800(1) (u). This portion of the project will be constructed within 200
feet of Hood Canal which is a shoreline of the state. Based upon our knowledge of the project
and the language in the Mason County Shoreline Management Program, we believe that this
project is exempt from the requirement to obtain a Shoreline Substantial Development Permit.

Roadside vegetation consists of grasses, trees and shrubs. Work will be performed within the prism of

There are catch basins and culverts to convey storm water under and alongside the road. Multiple
bridges are contained within the project limits and carry private and commercial vehicular traffic.

The project will install milled in shoulder rumble strips in high run off the road locations with sufficient
shoulder width to install them. The project will also install a profile plastic line in locations that do not

have sufficient shoulder widths for rumble strip installation. All work will be within the existing roadway.

The purpose of this project is to increase safety and awareness to all vehicles on the roadway by
alerting the driver. Shoulder rumble strips are well documented regarding their effectiveness, primarily
in reducing the frequency of vehicles departing the roadway to the right on undivided highways and to
both the left and right on divided highways

An asphalt grinder will be used to create the actual rumble strips. The rumble strips will consist of 12
inch wide recesses in the asphalt, spaced accordingly in the highway. Pick up brooms will be used to
clean up the spoils, and dump trucks will haul away the excess material for recycle.
In the areas lacking sufficient width for recessed rumble strips installation, WSDOT will have a raised
profile plastic line (convex traffic lines) installed on the surface of the asphalt. This is installed on the
surface using adhesives.
Traffic control will allow vehicles to alternate travel in each direction as construction is under way by
utilizing flaggers and /or pilot vehicle.
The project will be adjacent to Hood Canal between MP 6.87 and 7.36 on SR 106 in Mason County. No
activities will occur within the 100 year floodplain.
