Dear Mr DeMers:
This letter is a follow-up on our discussion and site visits to your property. During mid-
summer 1998, I visited your property to look at the site of a pond that you wanted to create
on your 5.04 acre property. We discussed the dimensions of the area and the location of the
planned pond. I observed a seasonal drainage and shallow, saturated soils in the area of the
pond and that the pond location was isolated from adjacent properties around your parcel.
You described that your contractor would excavated below the grade of the drainage and
utilize the clay soils exposed in order to seal the bottom and sides of the pond. You said that
you planned to create the earthen berm at lowest point of the drainage so that you could
retain a portion of runoff to a level above the excavated area. I suggested that the overflow
culvert be placed at the grade of the original soil level to assure that it will stay in place.
You completed a Mason Environmental Permit application so that the county had a
description and drawing of the proposal. You and your contractor went ahead a constructed
the pond as you described (removal of vegetation and woody debris, excavation to original
grade, sloped banks covered with uncovered clay materials, and installed culvert in berm at
original grade).
You had me visit the site on November 23, 1998 to verify how you constructed the pond. I
observed that the pond was indeed functioning by capturing the runoff from rainstorms that
occurred in the previous two weeks. The water level on that date had not reached the culvert
bottom. Loose materials from the sloped banks had collapsed into the water and had not yet
settled out. One bank to the north of the berm needed some pulling back to control slumping
into the pond. The outlet end of the culvert needed additional rock on the bank to reduce
potential erosion from flows coming out the pond.
In your phone call around December 14, 1998, you said that the waters of the pond are now
clear, that the additional rocks have been placed downhill of the culvert, and that water is
flowing through the culvert with no problems with erosion. The next step is to prepare to
revegetate the banks of the pond. I have enclosed a booklet on erosion control plantings that
help to choose what plants that you can use for revegetating the banks and around the pond.
You may also want to talk to Mason Conservation District about replanting a pond, since
they work with farmers and landowners on land management techniques; their office is in
Shelton and their number is (360) 427-9436.
In conclusion, the proposed pond has been constructed successfully (following what you
planned and some of my recommendations). Getting the slopes revegetated is the next
important task to get done. You may contact me for any other questions that you may have
