Based on these observations we have determined that the as-built construction is adequate to support the normal design out-of-plane lateral loading induced as a result of enclosing the carport structure. The in-plane lateral and vertical load path is unaffected by the added stemwall. We have also reviewed the drawings you provided which show the original framing which consisted of 4x4 posts at(nominally)4'oc on the sides walls and 4x4 posts at(nominally)T oc at midspan of the roof framing with beams supporting the roof structure. There was no post at the front of the carport. The plans reviewed denote the original framing members as"existing". The drawings are adequate to rebuild the carport as originally framed. Please be advised that the carport structure needs to be supported as it was originally in order to insure that the loading to the existing foundation,and to the exterior wall between the carport and residence is not greater than they are capable of supporting. The plans were approved based upon existing conditions including posts and supporting girders that would remain. During the inspection performed on Friday, August 20, 2010 1 found that all existing elements of the carport have been removed and that you plan to replace the structure with new framing elements. When a structure is removed all new elements must comply with current code. The original permit was approved under the 2006 edition of the building code. Within the approved plans I find that the floor plan depicted on the same page as the front elevation does not show all information including an accurate layout for walls. The cross section depicted on the plans identify existing elements that have been removed and does not identify all required framing elements including plate and anchor bolt connections. It is unclear how you plan to construct the garage that will replace the old carport. Please provide a corrected floor plan and cross-section. It may be possible to approve the new structure prescriptively if the building will be constructed using conventional methods. I will be happy to work with you on that if you wish. I will need the corrected plans in order to evaluate. If you plan to use posts please verify that the structure meets prescriptive code requirements or provide a lateral design in accordance to the 2006 edition of the building code. Since the foundation is existing and modifications have been made to the existing foundation system the engineer of record or a new engineer will need to approve the system.
