Signature Date Printed Name,Title and Jurisdiction Water System Plan For the Port of Allyn Water System 1.0 SYSTEM DESCRIPTION The Port of Allyn Water System is an existing Group A water system located in Mason County, Washington. The system serves both residential and commercial customers in the Town of Allyn. The water system is located in Section 20, Township 22, Range 1 West, W.M. The water system is owned by the Port of Allyn. The water system is currently approved for 39 connections and serves 13 connections. The potential service area includes all of the Allyn Urban Growth Area (UGA). The system currently provides service to 8 full time residences and 5 commercial connections. There are 3 Group A systems and 7 Group B systems in the UGA. Notable systems are the Allyn Shopping Center, which has 41 connections west of SR 3 and south of Lakeland Drive, the Lakeland Village system which serves 850 connections in a private community and the Sail On Inn espresso stand with 1 connection. There are also a number of privately owned exempt wells. The water system is comprised of a single drilled well which feeds directly to the distribution system. A 144,750-gallon reservoir is located at a higher elevation and "floats" on the distribution system. The distribution system is pressurized via the submersible well pump from below and by gravity from above. The submersible pump cycle is controlled by a variable speed drive. The distribution system is comprised of 2.5-inch PVC pipe to the first connection (the Port Office) and changes to 8-inch C900 routed along the roads serving the system. Eight-inch ductile iron pipe is used on steep and unstable slopes. The source and services are metered. The reservoir is located at the high point of the system at an elevation of 210 feet. The minimum distribution system elevation is 9 feet. The general topography of the area slopes down toward North Bay, which is sea level. 1.1 Ownership and Management The system is owned and operated by the Port of Allyn. A copy of the WFI providing a general description and summary of the system is included in Section 10. The system has existed since 1960 as either a Group B water system or a TNC Group A system. The water system facilities have been expanded significantly since the last Water System Plan was approved in 2003. The expansion includes installation of a 144,750 gallon holding tank (2007) extension of 8 inch mains (approximately 1,2001f in 2007), and approval of water rights for an additional 555 gpm and 300 acre feet of water (approved in 2010 by DOE) to serve the needs of the Allyn UGA. Sand screens were designed and installed into the bottom of the existing well in 2007. The management duties for the system are performed by Stephen Holloway an employee of the Port. He is a certified Water Distribution Manager 3, a Cross Connection Specialist, and WTPO 1. The operator is responsible for sampling, maintenance and emergency response. Some sampling and maintenance is provided by Belfair Water District as a contract operation. Water rights were obtained in 1984 for group domestic supply in the amount of 65 gpm, and 14 acre-feet per year. Additional water rights for 555 gpm and 300 acre-feet per year were obtained in 2010. Geography The well is located near North Bay at an elevation of 9 feet. The reservoir is located at the high point of the system at 210 feet of elevation. Pressures at all existing connections to the system are well above the 30 psi threshold; however, additional pressure may be needed if new connections are established at higher elevations. The area slopes down toward North Bay, which is at sea level. Supporting hydraulic analyses showing the effects of the elevation and anticipated system flows are available in the Capacity Analysis. The following major components are present: Well and pump A 10'by 10'Pumphouse Source Meter 144,750 gallon reservoir Five Pressure Tanks (not currently in use) Transducer Distribution System/Isolation ValvesBlow-offsiHydrants There are no interties with other water systems, existing or proposed. Interties will not be allowed in the future. A project report is required detailing the upgrades and improvements required for the system to serve connections above the 30 psi line or where water main extensions are needed into the upper pressure zone. 1.4 Related Plans The 2005 Mason County Comprehensive plan was reviewed for consistency with zoning, and population estimates. The Comprehensive plan does identify the water system as being located within the UGA of the Town of Allyn. The Comprehensive Plan's Future Land Use map does not identify any change in usage for the area over the 20-year planning horizon. Adjacent Purveyor Comments and Resolutions The Lakeland Village Water System, The Allyn Shopping Center, and the Allyn shop (espresso stand) are the three Group A water systems within the UGA and are illustrated on a map located later in this section. Letters have been sent to the contacts for these water systems as identified on their WFI to allow them to review this WSP and provide comments. A copy of this letter is enclosed in the appendices. 1.5 Existing Service Area Characteristics The existing Retail Service Area for the Port of Allyn system includes properties east of Lakeland Village, and to the north and south of the storage tank within the Allyn UGA. Immediate hook-ups can be provided to properties adjacent to or near the existing water main. Properties further away can be serviced with the extension of water mains, and in some cases a booster pump for increased pressure. The system is currently approved for 39 connections but is capable of serving 223 connections with no modifications to source or storage capacity. A map of the existing service area is found on the following pages. A map of the proposed Service Area is found on the following pages. Based on zoning densities within the UGA, there could be as many as 1,500 connections outside of Lakeland Village (private water system) by the year 2030 (water rights were based on 20 Northwest Water Systems, Inc. -3- Port of Allyn fanning- Manat cment— 3ngiuL,.ciiig Water Systen, Plan year projection for the UGA). Approximately 85 lots are currently served by private wells and small water systems. This leaves over 1,400 additional connections that could be served by the Port of Allyn Water System. It is likely that the area will not be developed to the maximum density and a total of 1,100 connections is used for the build- out prediction for this system. There are approximately 200 potential service connections adjacent to or very near to the existing water mains. Mason County has the following zoning designations for Allyn UGA: Highway Commercial, Public Open Space, Single Family Residential, Residential Platted, Residential Recreational, Multi-Family Medium Density Residential, Multi-Family High Density Residential, and Village Commercial. Future zoning is anticipated to remain unchanged for the entire 20 year planning period. Definitions for zoning designations are located in Chapter 10. The entire service area drains into North Bay of Case Inlet. 1.6 Future Service Area Consistent with Port Resolutions, the future service area is the entire Allyn UGA, excluding Lakeland Village. The majority of the service area is in Section 20, Township 22N, Range 1 West, W.M. as depicted in the Service area map found on the following pages. Larger maps are available in Chapter 10. 1.7 Service Area Agreements This system is not within an area governed by the Public Water System Coordination Act. Washington Water Service Company is the owner of the Allyn Shopping Center Water System and will remain within its existing boundaries. When Washington Water Service Company is no longer able or willing to provide service to their existing connections it is anticipated that they will be absorbed by the Port of Allyn Water System. The system must have sufficient capacity to provide water to new services. The system (nesting stand-by storage with fireflow) has the capacity to serve the entire area adjacent to existing water mains. The addition of a new well source will allow the system to serve the entire Allyn UGA. The system must provide service that is consistent with local plans. This WSP contains the information necessary to ensure that the system is providing the service in accordance with local plans. The system must have sufficient water rights to provide service. The Water Rights Self- Assessment Forms located in Chapter 4 show that the system has sufficient water rights to meet the third criteria through build-out. The water right stipulates that all new hookups to the Port of Allyn's water system are required to be served by the North Bay- Case Inlet Water Reclamation Facility, per Mason County Code. Finally, the system must provide service in a timely and reasonable manner. The system is able to meet this requirement for the majority of requests for service. For connections at higher elevations or away from the existing water mains, pressure tanks and pumps will be used to facilitate connections. With this WSP the system will be able to extend the water mains using the water main exemption. A Project Report will be required for the design and installation of a booster station when the system has expanded to the point of requiring it. The Port of Allyn will issue a determination of water availability within 30 days of request. For new connections unable to serve, Port of Allyn will own or operate the new system with an agreement to consolidate when possible. The procedure followed by Port of Allyn for service requests is titled "Process to Address New Requests for Service" and is located in the appendices. These instructions are included for the system to have in place a simple step by step program to address service requests. Wholesaling and Water Wheeling Wholesaling of water and water wheeling will not be allowed. Annexation The water system will serve the entire Allyn UGA. Should properties wish to be served outside the UGA, annexation will serve as a term of providing service. Direct Connection and Satellite Systems No service will be provided to Satellite Systems. All direct connection and growth will be provided by the Port of Allyn. A project report detailing design and construction standards shall be submitted for all significant additions and upgrades to the system. Standards and construction details for pipe replacement, water main extensions, and new service connection details are included in Section 7. Outside Customers and Improvement Districts The system will not serve any outside customers or districts. The system will not contract to provide fireflow for other Class A systems. Urban Growth Area The system will serve the entire UGA. Late-Comer Agreements Ports are not authorized to enter into `Latecomer' agreements. Oversizing The existing distribution system is capable of providing fireflow. Future expansion in the distribution system will also be sized to meet fireflow demands, and full anticipated build-out. Cross-Connection Control Program The cross-connection control program has been adopted by the Port of Allyn Board of Commissioners. A cross connection control specialist will be retained by the Port of Allyn. Additional information regarding Cross Connection is included in Section 10. Extension No extensions are proposed at this time; however, if an extension becomes desirable, the extension of the system will be completed only under the direction of the Port of Allyn. Costs associated with an extension will generally be paid for by the future development except in the case that the Port determines it is in the best interest of the Port to extend lines to provide service to underserved areas. 1.7 Satellite Management Currently the system is managed by Stephen Holloway, WDM 3, CCS, WTPO 1. Port of Allyn does not have a satellite management agency. In addition the Port of Allyn does not provide satellite management services. 1.8 Conditions of Service Purveyor Responsibilities The purveyor shall supply a reliable and safe supply of potable water in accordance with all State, local, and Federal requirements to all customers meeting their responsibilities. Customer Responsibilities The only conditions of service are that customers (and potential customers) must: Northwest Water Systems, Inc. -8- Port of Allyn Planning—Management—Engineering Water System Plan 1. Receive water on property within the service area 2. Pay all applicable utility bills and fees 3. Adhere to all system policies (including conservation and cross connection) 4. Must be serviced by the North Bay-Case Inlet Water Reclamation Facility Connection Fee Schedule Future additions shall be charged connection fees to cover the cost of installation of service meters and part of any water main extension. New services are estimated to be up to 50 new connections per year based on service to properties that are zoned medium or high density over the next few years. This is difficult to project as this type of development is affected by the general economic climate. As the town develops we anticipate as many as 50 connections in any given year for a master planned development. In the past the Port of Allyn has had requests for 18, 20 and 48 connections from different developers which the system was not able to serve due to lack of water rights and infrastructure (2001- 2003) Service may be disconnected for non-payment or violation of bylaws or protective covenants. A $50.00 reconnection fee is charged after disconnection. A $50.00 lien fee, and a separate $50.00 lien release fee are charged if liens become necessary. Meter and Materials Specifications Currently the system has service meters. All new connections shall have service meters installed during connection. Service Meters shall be 5/8" Badger M25 or equivalent water meters measuring in cubic feet mounted on meter setters and housed in meter boxes according to the details included in Section 7. Consent Agreements By accepting service, the customer agrees to grant unlimited access at reasonable times within the utility easements held by the water system to complete any and all necessary maintenance, repairs, and inspections. The customer's private property must also be made available for inspection for cross- connections or other potential hazards associated with the water system after legal notice is given as documented in the cross connection control program. Access to private property may be denied if the customer is willing to install the proper backflow prevention equipment. Access to private property is also granted in the event of a public health emergency related to that property. Cross Connection Control Requirements Customers must comply with the Cross Connection Control Program in order to receive service. The cross connection control program is outlined in Section 10 of the Water System Plan and is available to consumers upon request. DESIGN-CONSULTING-MANAGEMENT P.O.BOX 123 PORT ORCHARD,WA 98366 - (360)876-0958 2.0 BASIC PLANNING DATA 2.1 Current Population and Water Use The current population of the Port of Allyn Water System is 16 fulltime residents and approximately 5,000 temporary and non-residential users per month in the summer; and 500 temporary and non-residential users in non-summer months. Meter data is available for each connection with residential use being twice the commercial usage. Average Daily Demand (ADD) for the residential connections was calculated to be 106 gpd per connection. The ADD for the commercial connections was only 55 gpd per connection. The system is then evaluated based on 1 ERU per full time household. It is likely that future connections will have similar usage patterns. Future use is zoned for higher densities, therefore it is likely that future ADD will be even less than current ADD. 2.2 Projected Population and Water Use Water use is residential, commercial, and recreational (parks) in nature, with the exception of uses associated with operation of the system such as flushing. Analysis of the water quality data indicates that minimal flushing is necessary. The system submitted a revised water system plan in 2003. At that time the system was approved for 39 connections. Since that time, 1 residential and 3 commercial connections have been added. It is expected that this will not represent "typical" growth rate for the system. It is expected that the Town of Allyn will experience an increase in commercial growth and corresponding population size. Projected growth is predicted to increase over the next 5 years to average 10 connections per year and continue to increase annually to full build out. This projected growth is based the Port of Allyn's internal studies and surveys of local developers and development trends. This analysis indicates that the system has an Average Daily Demand (ADD) of 106 gpd per ERU. This is consistent with the demographics of the system, which has small lots with minimal out-door watering. The standard 1.7 multiplier for determining Maximum Daily Demand (MDD) for systems in western Washington was used. MDD is therefore 418 gpd/ERU. In summary the usage characteristics used in the analysis of the system are: ADD: 106 gpd MMAD: 246 gpd MDD: 418 gpd Anticipated Growth: It is anticipated that an approved Port of Allyn Water System will provide a catalyst for economic stimulation and growth in the community. It is assumed that all new connections will be divided between full time residences and commercial connections at a rate of 7 residences per commercial connection. Table 2 shows the projected growth in services, flow requirements, and annual use for the community over the next 20 years.
