OUR FILE NO.: 98260.10/.30 SUBJECT: Meeting Notes On December 11, 1998, Wade Perrow, of Wade Perrow Construction, and Dan Shaw and Elizabeth Rivers of AHBL,Inc. met with representatives of Mason County, Alan Tahja, P.E., of the Public Works Department, and Allan Borden, Senior Planner, (current planning) and Bob Fink, Long Range Planner, of the Department of Community Development. The purpose of the meeting was to discuss requirements for obtaining land use permits for redevelopment of land in the town of Allyn,Mason County,Washington. The proposed project is a United States Post Office (U.S.P.O.) to replace an existing facility. The current location is adjacent to the proposed site in the Allyn Center commercial development. The following issues were discussed: Stormwater (Alan Tahja) When redevelopment has 50% impervious cover a stormwater plan is required. The stormwater plan must accommodate treatment of a six-month storm. Water quality treatment will be required for the Post Office site only since it will be constructed on property held under separate ownership from the adjacent Allyn Town Center development. No upgrade of the existing Allyn Town Center storm drainage system will be required in terms of water quality treatment. The newly installed culvert pipe that is located approximately 350 feet south of the site under Highway 3 can accommodate the projected flow and attenuation will not be required of this project. The County's preference for water quality treatment is a bioswale, but a coalescing plate oil/water separator may be used as well. Any water quality system used must meet the requirements of the Washington State Department of Ecology (DOE) manual. Any open ditches with slopes greater than five percent must be rock-lined. December 14, 1998 Page 2 Dan Shaw was provided with the maintenance covenant format that will require scheduled maintenance of water quality facilities in the autumn and after scheduled events. Landscaping and Setbacks (Allan Borden) The perimeter landscaping requirements correspond to the setback requirements. A post office is a Category H land use. The adjacent land uses and the landscape buffer and setback requirements are: south mobile home park Category III 10 feet north commercial Category V 20 feet west self-storage building Category V 20 feet east recreational veh. park Category III 10 feet Buffer areas can be reduced to 10 feet if a screening fence is substituted for landscaping. Landscaping required will consist of: one canopy tree for every 100 s.f. of perimeter buffer area two understory trees for every 100 s.f. of perimeter buffer area three shrubs for every 100 s.f. of perimeter buffer area Parkin (Allan Borden) The proposed project will need to demonstrate that adequate parking is being provided. The code requires one parking stall for every 500 s,f, of gross building area. Signs (Allan Borden) There are no sign regulations, but they are required to be located five feet from the property line. December 14, 1998 Page 3 ADA (Allan Borden) The site and building will need to conform to the accessibility requirements of the Americans with Disabilities Act (ADA). Fire Protection (Alan Tahja) Fire protection will be required if building openings are located within 20 feet of the property line. Building Permit Buildings greater in size than 4000 s.f. require that drawings be signed by an architect and engineer. Entitlement Process (Allan Borden) The County will require a building permit application, plumbing and mechanical engineering plans, and a SEPA Environmental Checklist. Long Range Planning (Bob Fink) The project site is located within the Allyn Town Center, The Town of Allyn has been designated in the Mason County Comprehensive Plan as a Rural Activity Center. The proposed use, a U.S.P.O. facility,is consistent with the current Comprehensive Plan. The Allyn community has initiated an effort to formulate a sub-area plan. Goals and Policies have been developed and they are currently seeking funding to complete the plan. It is not anticipated that this plan will be completed prior to project vesting and/or completion. Larry Deemer is WSDOT's maintenance foremen for this area, and is very familiar with the existing stormsewer system serving the subject property. Larry claims that the existing 12" culvert at the intersection of Schultz Street and State Route 3 is inadequate for existing conditions, and he is concerned that the runoff from the proposed post office will only aggravate the problem. Brad Lindgren, the WSDOT Hydraulic Engineer reviewing the current plans, seems less insistent about requiring discharges to conform with Ecology's downstream erosion control discharge rates, but as the recipient of runoff from the new post office, he is rightly concerned with the State's conveyance capacity. The 12" culvert at Schultz Street appears to be the governing structure with a capacity only slightly above the 2.18 cfs expected to issue from the post office area and contributing areas. In addition to the flows indicated in your plan addendum, other areas in the Allyn Center contribute to the Shultz Street culvert. It appears two obvious solutions are available. Either the discharge from the uplands needs to be detained and attenuated, or the existing constrictions need to be remedied. This is the reasoning behind a request that the existing 12" culvert serving Shultz Street be considered for replacement/upsizing as part of your projects' construction. If you decide it is most economical to replace the Shultz Street culvert, the details for its replacement should be worked out with WSDOT/Brad Lindgren. A specification sheet for the oil/water separator is requested so that its rated capacity and suitability for this application can be determined. A copy of a recorded Operation& Maintenance Covenant has been received by Public Works and is considered acceptable. At this point,the last issue to resolve is whether to detain and attenuate flows from the proposed development site, or to seek permission from the State Department of Transportation to install a higher capacity culvert at the Shultz Street access to Highway 3. It has been impacted by the invalidation issued by the Hearings Board back in January. I have attached a copy of a resolution I plan to present to the Board of County Commissioners on July 13, 1999 which will allow for us to issue the applicable permits. I want to ask you Betty to see if you can make sure that everything is completed at your side of the house so when the resolution is signed we can immediately issue the building permit. Allyn you need to make sure that DCD is able to sign off the project and that there is no holdup. It is my understanding that the permit is ready to be issued from our side of the house. SEPA has been completed and etc. If this is the case would it be possible to sign off the permit and send it to building so everything is together? You can attach a statement that the building permit is approved subject to the resolution being approved on July 13, 1999. Please take the steps necessary to keep me informed.
