21) A permanent certificate, completed by the owner, builder or registered design professional, shall be posted within three feet of the electrical distribution
panel. The certificate shall list the predominant R-values of insulation installed in or on ceiling/roof, walls, foundation (slab, basement wall, crawlspace wall
and/or floor), and ducts outside the conditioned spaces; U-factors for fenestration; and the solar heat gain coefficient(SHGC) of fenestration. Where there
is more than one value for each component, the certificate shall list the value covering the largest area. The certificate shall list the type and efficiency of
heating, cooling, and service water heating equipment, duct leakage rates including test conditions as specified in WSEC Section 105.4, and air leakage
results if a blower door test was conducted.
Building envelope air leakage control shall be considered acceptable when tested to have an air leakage less than 5 air changes per hour when tested
with a blower door in accordanve with IECC/.WSEC Section R402.4.
The blower door test results shall be recorded on the permanent certificate required located near the electrical distribution panel. Air leakage testing is
not required for additions less than 750 square feet. Reference IECC/WSEC R401.3 & R101.4.3
Compliance certificates are available online at the WSU Energy program website titled, "WSEC 2012 Certificate"and are available in %or'/z sheets. The
Mason County Permit Center will also have some available.

22) A minimum of 75 percent of all permanently installed lamps in lighting fixtures shall be high efficacy lamps in accordance with IECC/WSEC Section
R404.1.

23) REQUIREMENTS FOR ROOF COVERINGS. Roof coverings shall be applied in accordance with the applicable provisions of the current code and the
manufacturer's installation instructions.

24) A Mason County Stormwater Management Worksheet was completed and signed as part of this building permit application. Design, sizing, placement,
inspection and maintenance of stormwater management systems shall be the responsibility of the owner/agent of the developed parcel. It is the
owner/agent/contractor's responsibility to ensure that Mason County Department of Public Works has approved the stormwater site plan for this parcel
prior to the commencement of any development activities. *NOTE if Stormwater Management option "A"was selected on the Small Parcel Stormwater
Management Application/Worksheet the document entitled "Managing Storm Drainage on Small Lots, The Small Parcel Stormwater Site Plan" constitutes
an approved plan based on the criteria listed on the application/worksheet. If the development has, or will have, a septic/drainfield system you are
responsible for contacting Mason County Division of Environmental Health to ensure that the stormwater system will not adversely affect the septic system
of this, or any other, parcel. You may also wish to consult with the septic design professional involved with the project. By calling for a final inspection of
the building permit the owner/agent/contrac acknowledging that all components of the stormwater management system have been installed as

25) An inspection is required to be performed by the Washington State Department of Labor and Industries' Elevator Division prior to requesting final
inspe�t ion for this structure. Documentation of approval for the elevator shall be provided to the Mason County Building Inspector at the final inspection.

27) Concrete used for basement walls, foundation walls, exterior walls, porches, carport slabs, steps exposed to the weather, garage floor slabs and other
vertical concrete work exposed to the weather shall have a minimum compressive strength of 3000 psi (IRC Table R402.2).

28) Carbon monoxide alarms, listed as complying with UL 2075 shall be installed in accordance with manufacturer specifications and in accordance with IRC
Section R315.
Alarms shall be installed outside of each separate sleeping area in the immediate vicinity of the bedrooms and on each level of the dwelling.

29) The international code requires a fire apparatus access road for every facility, building, or portion of a building that is more than 150' from an approved
access road. Roads are required to meet the minimum Mason County Fire Marshal standards for Fire Apparatus Access Roads up to the point where

30) Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to the Mason County Building
Department prior to construction. All engineering and/or architectural documents are a part of the approved set of plans and shall remain attached
thereto. If documents are removed, approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be
charge ��shall be collected by the Building Department prior to any further inspections being performed or approvals granted.

31) All construction must meet or exceed all local ordinances and the international codes requirements as adopted and amended by Mason County and the
State of Washington. Occupancy is limited to the approved and permitted classification. Any non-approved change of use or occupancy would result in
permit ryetion.

32) Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and MUST NOT adversely impact
adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the
stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. For further
information regarding this ordinance and the REQUIREMENT to obtain an ACCESS PERMIT for the installation/construction of a driveway or access
connecting from a Mason County Road, Contact the Mason County Public Works Department prior to construction at Ext 450. For any construction which
is proposed to be located within 25' of a Mason County road right of way, it is suggested to contact that office to review future planned work which may

34) All changes to"approved" building plans that effect compliance with the international codes as amended and adopted, or any other Mason County
ordinance or regulation, must be reviewed and approved by Mason County prior to construction.
35) CONSTRUCTION PROCESS TO BE FIELD CORRECTED AS REQUIRED PER MASON COUNTY BUILDING DEPARTMENT AND THE ADOPTED
BUILDING CODE.
The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance
with the international codes as amended and adopted by Mason County. Any corrections, changes or alterations required by a Mason County Building
Inspector shall be made prior to requesting additional inspections.

36) All propane tanks must be installed in accordance with the International Fire Code and all applicable Mason County ordinances. All propane tanks filled
on site must be located a minimum of 10' from any possible source of ignition (electrical outlets, electrical fixtures, compressors, etc), mechanical system
air intake (direct vent appliance, ventilation air intake, etc), and/or any weeds, grass, brush, trash or any other similar combustible materials. Propane
tanks less than 125 gallons must also be located a minimum of 5' from any building opening (foundation vents, windows, doors etc). Setback to the public
way, or access easements shall be the greater of 25-ft or as specified in the Mason County Development Regulations. Setback to property lines shall be
the greater of 5-ft or as specified in the Mason County Development Regulations. If a propane tank is exposed to probable vehicular damage, protective
bollardsmuust be installed.

39) Fuel piping shall be inspected after the installation of fuel piping is complete, and before the attachment of fixtures, appliances, or shut-off valves. At the
time of inspection the test pressure shall be no less than 10 psi held for no less than 15 minutes. Appliances to be attached to the fuel piping system shall
not be useduntil the final inspection has been performed and approved by a Mason County building inspector.

40) The placement of small propane tanks are not normally subject to a permit review by the Planning Department; however, propane tanks are subject to
Planning Department regulations. Such regulations primarily consist of setbacks from shorelines and features considered to be critical areas (streams,
wetlands, slopes, etc.) If you think such feea�s exist on or nearby your property, please contact the Planning Department so that exact setback

Hi Genie,
Today my wife and I came in around 10:00 AM to give you revised copies of our house plans that you are going to
hold until we come back with the design for the retaining wall. As we talked about it later in the day it appears my
wife heard one thing and I heard another. I want to also share a new piece of information with you that we
learned later in the afternoon when we meet the Lakeland Village ACC. According to them, they have a strict
covenant that doesn't allow me to put the wall on the property line. I have to honor the 5 ft set back from the
property line to the wall, because they consider that a structure and not a fence.
As a reminder, the plan currently reflects the wall is 8ft at its highest point and steps down to about two feet at the
ends. You indicated that if we were less than 6 ft in height we could be closer to the property line, but based on
the ACC rules I have to be 5 ft from the property line.
I was wondering if you could confirm for me in an email the following:
1. Could you restate what you said regarding the 6 ft wall.
2. If the Lakeland Village ACC says we must build the wall at least 5 ft from the side property line, despite its
height, does that change anything from the county perspective. Will I have to move the house further out
to the North from its current position? Le is there a minimum distance the house has to be from the wall.
3. if wz P 49eeI the house so that the wall was between 4-6 ft, does it have to be an engineered wall, and in
that case, do you have to see the engineered drawings for a wall that is 4 ft? What if it is 6ft.
4. Assuming we left the house at its elevation in the plan, which puts it at 8 ft below the highest point of the
hill, and if the builder were able to grade the top of the hill at a sloping angle, from the property line to the 5
ft set back for the wall, so that the wall was only 4-6 ft tall, would that be acceptable? Would you still need
engineering drawings for the wall? Is there a required minimum distance between the wall to the house?
Thank you again Genie for your assistance today. Sorry to have to come back with some refined questions, but
the answers to them will help me in my conversations with the builder and the architect.

Mr. Carey:
As requested, MTC has completed gradation and modified Proctor tests on the native sample you
collected and delivered to our soil laboratory. The soil is classified as a silty sandy (SM) with 14.6
percent fines. This soil is suitable as general fill around the site but should not be used in applications
where aggregate is required. This soil is suspected to be moisture sensitive if used at an over optimum
mois e content, especially during the wet season. Ideally, this soil should be used during the dry
season with a moisture content within 3 percent of optimum(14.7 percent).
