15 Procedural:
16 1 Applicant. The applicant is Deborah Reis.

2. Hearing. The Hearing Examiner conducted a hearing on the application
18 on April 8, 2008, at 1:00 p.m., in the Mason County Board of Commissioners
Meeting Chambers.

20 Substantive:
1 3. Site/Proposal Description. The proposal is to construct a 676 square foot
accessory dwelling unit above a detached garage. The primary residence will be 1,408
22 square feet. The distance between the primary residence ana the proposal is
23 approximately 20 feet. The parcel is a 0.30 acre property, composed of lots 15 to 20,
Block 49 of Union-Hood Canal land and Improvement Co. subdivision along
24 McReavy Rd. and Fourth in the Union Rural Activity Center. The applicant has
completed a declaration parcel combination (DPC200800001) to combine all lots into
5 one parcel. The properties to the south and east have a general slope of 20 to 30
percent, and properties to the west have slopes of 20 percent or less. Past septic

testholes dug in the east half of the property show seepage at shallow depths. This
1 property has an access driveway at McReavy Rd.
4. Characteristics of the Area. The site is located in an area zoned as Rural
3 Residential 2.5 within the Union Rural Activity Center. As seen from the aerial map
(Exhibit 8), there is significant residential development surrounding the proposed
4 single-family residence and detached garage with a second story ADU. The general
topography slopes downhill toward the north (Hood Canal).
6 5. Adverse Impacts of Proposed Use. No adverse impacts are discernable
from the record for the proposed use. The project is SEPA exempt under WAC 197-
7 11-800(b)(i). Staff concluded that as conditioned there will be no impact to
surrounding properties. No comments were received from neighboring properties.

9 CONCLUSIONS OF LAW
10 Procedural:
11 1. Authority of Hearing Examiner. MCC 15.03.050(10) provides the
12 Examiner with the authority to review and act upon special use permit applications.
13 Substantive:
14 2. Zoning Designation. The Mason County Comprehensive Plan designation
for the site is Rural. The zoning designation for the site is Rural Residential 2.5
15 within the Rural Activity Center of Union.

3. Review Criteria and Application. MCC 1.03.029 governs ADUs in rural
17 lands. Under MCC 1.03.029(A), accessory dwelling units in rural lands shall be
subject to a special use permit. The criteria for special use permits are governed by
18 MCC 1.05.044, which are quoted below and applied to the proposal by the respective
conclusions of law.

20 MCC 1.05.044(A): That the proposed use is not detrimental to public health, safety
and welfare.

4. The above crite ium is satisfied. The placement of the ADU meets all
22 county setbacks and assures adequate off street parking. No potential detrimental
23 effects have been identified. This parcel has had a geotechnical assessment reviewed
and approved for the proposed development. The ADU will be connected to an
24 approved water system (PUD #1) and the design review for the septic system was
approved by the Environmental Health Department on 2/27/08 (SWG2008-00012).

MCC 1.05.044(B): That the proposed use is consistent and compatible with the
intent of the Comprehensive Plan.

1 5. As indicated by staff, there does not appear to be any conflict with the
2 Comprehensive Plan; which contemplates residential use for the area. There do not
appear to be any conflict with the County Comprehensive Plan. Policy H-109 allows
3 accessory dwelling units in any district, which is otherwise restricted for use only to
single family dwellings. Mason County Code Rural Residential 2.5 zoning allows for
4 one accessory dwelling unit per parcel. The applicant resides on the parcel. Given the
compatibility of the use with adjoining uses, the proposal is consistent with the
5 general intent of the Comprehensive Plan.
6 MCC 1.05.044(C): That the proposed use will not introduce hazardous conditions at
7 the site that cannot be mitigated through appropriate measures to protect adjacent
properties in the community at large.

6. No hazardous conditions would be expected as a result of the proposal.
9 All construction will be to County Code and will meet all required setbacks.
10 MCC 1.05.044(D): That the proposed use is served by adequate public facilities
1 1 which are in place, or planned as a condition of approval or as an identified item in
the County's Capital Facilities Plan.

7. Again, water to the ADU will be provided by PUD #1, and the ADU will
13 be served by an on-site septic system, which has been approved. According to staff,
14 there will be no impact to surrounding properties for traffic,parking or drainage.
t_5 MCC 1.05.044(E): That the proposed use will not have a significant impact upon
existing uses on adjacent lands.

8. As discussed above, the surrounding area consists of a mix of residential
1 lots. Staff has determined that there will be no significant impact upon existing,
18 adjacent land uses. The area is within the Union Rural Activity Center and this area
by designation has more intense land use than other rural areas as shown in the aerial
19 photo (Exhibit 8). This parcel has had a geotechnical report reviewed and approved
for the proposed development (Exhibit 6).

21 MCC 1.05.044(F): If located outside the urban growth area, that the proposed use
will not result in the need to extend the urban services.

9. The addition of a single-family residence would not result in a need to
li 23 extend urban services. The current residence is accessed via E. Fourth Street (county
road) which in turn is accessed from McReavy Road (county road). The ADU will be
24 connected to the existing PUD #1 water system and the Environmental Health
25 Department has approved a septic design.

I MCC 15.09.055(C): Required Review: The Hearing Examiner shall review
2 proposed development according to the following criteria:
3 1. The development does not conflict with the Comprehensive Plan and meets
the requirements and intent of the Mason County Code, especially Titles 6, 8, and 16.
4 2. Development does not impact the public health, safety and welfare and is
in the public interest.
5 3. Development does not lower the level of service of transportation and/or
6 neighborhood park facilities below the minimum standards established within the
Comprehensive Plan.

10. The proposal does not conflict with the Comprehensive Plan because it
8 involves residential use in an area designated by the Plan for residential use. The
ADU also implements Comprehensive Plan Policy H-109. The ADU will be
9 connected to an approved water system. An on-site septic system will serve the ADU.
10 The proposal does not lie within any critical area or its buffer and is SEPA-exempt
per WAC 197-11-800(1)(b)(i), so Title 8 is satisfied. Title 16 does not apply because
11 the project involves no division of land or alteration of lot lines. Building permit
review will ensure compliance with County building code requirements. The ADU
12 complies with all requirements of MCC 1.03.029 as outlined in the staff report. For
these reasons the project is consistent with all applicable development standards. The
13 proposed ADU will be constructed to current county code meeting all required
14 setbacks. Therefore, it does not impact public health, safety and welfare. Because
the project provides further variety in available housing and the needs of the applicant
15 specifically, it is in the public interest. Finally, the proposed residence will not lower
the level of service or transportation and/or neighborhood park facilities below the
16 minimum standards established within the Comprehensive Plan. The transportation
17 service is from E. Fourth Street #57920 and the existing Level of Service (LOS) is A
(Comprehensive Plan VIH-1.10). According to staff, the trips per day would not
18 exceed 10 so this does not change the LOS. This project does not lower the LOS for
neighborhood park facilities below the minimum standards established within the
19 Comprehensive Plan Table VI. 5-2.
20 DECISION
21 The Hearing Examiner approves the requested Special Use Permit as conditioned by
22 Staff in the Staff Report dated December 27, 2007.

STAFF REPORT
I. Introduction. This report evaluates a proposal for the construction of an
accessory dwelling unit (26' X 26') above a detached garage. The completed unit
will be 676 square feet with a deck. References to County Ordinances are as
approved. Staff recommends approval of the Special Use Permit as
conditioned.
II. Applicant. Deborah Reis.
III. Property Location. 22 E. Fourth Street, Union, WA 98592. UNION HOOD
CANAL LAND & IMP CO BLK: 49 LOT 17-20 S OF RD & PTN VAC 3RD ST
ADJ. Parcel # 32232-50-49017.
III. Project Description. The proposal is to construct a 676 square foot accessory
dwelling unit above a detached garage. The primary residence will be 1,408
square feet. The distance between the primary residence and the proposal is
approximately 20 feet. See site plan (Exhibit 4).
IV. Evaluations.
A. Characteristics of the site. The parcel is a 0.30 acre property, composed of

The applicant has completed a declaration parcel combination (DPC2008-
00001) to combine all lots into one parcel. The properties to the south and
east have a general slope of 20 to 30 percent, and properties to the west
have slopes of 20 percent or less. Past septic testholes dug in the east half
of the property show seepage at shallow depths. This property has an access
driveway at McReavy Rd.
B. Characteristics of the area. The site is located in an area zoned as Rural
Residential 2.5 within the Union Rural Activity Center. As seen from the aerial
map (Exhibit 8), there is significant residential development surrounding the

proposed single-family residence and detached garage with a second story
ADU. The general topography slopes downhill toward the north (Hood Canal).
C. Shoreline Designation. Not Applicable.
D. Comprehensive Plan Designation / Zoning. The Mason County
Comprehensive Plan designation for the site is Rural and the zoning is Rural
Residential 2.5 within the Rural Activity Center of Union.
V. SEPA Compliance. Project is SEPA exempt per WAC 197-11-800 (1)(b)(i).
V1. Other Permits/Approvals. The proposal will require Mason County Building
Permit for the residential (ADU) construction. The proposal will also require
approval of a geotechnical report prior to building permit issuance. A Notice of
Application and Public Hearing (Exhibit 5) was posted in the Mason County
Journal on March 13, 2008. Notice was posted on site on March 12, 2008 and
mailed to neighboring properties on March 11, 2008.
No comments have been received to date. On March 14, 2008 1 mailed copies of
the application, geological assessment, site plan, and public notice to Mary
Christensen, 47 E. 4th Street, Union, WA 98592.
VI1. Analysis. This proposal requires a Special Use Permit due to the requirements
of the Mason County Development Regulations, dated February 28, 2006,
section 1.03.029. See Special Use Permit Application marked as Exhibit 2.
Applicable Development Regulations as listed under section 1.03.029 A. are:
A. The ADU shall be subject to a special use permit, unless in the shoreline
jurisdiction it is subject to a shoreline permit.
Applicant has applied for a Special Use Permit.
B. The owner of the ADU must reside on the lot in either the principal
residence or ADU.
As conditioned, the owner will reside in either the principal residence or
the ADU.
C. The ADU shall be located within 150 feet of the principal residence or shall
be a conversion of an existing detached structure (i.e. garage).
The proposed ADU is about 20 feet from the principal residence as scaled
from the submitted site plan.
D. The ADU shall not exceed 80% of the square footage of the habitable
area of the primary residence or 1,000 square feet, whichever is smaller.
The proposed ADU is 676 square feet. The primary residence is 1,408
square feet. Eighty percent of that size would be 1,126 square feet. The
proposed ADU is less than the 1,000 square feet allowed by regulation.
E. All setback requirements must be met by the ADU.
The proposed ADU meets setbacks to all property lines and to the existing
residence as shown on the submitted site plan.

F. All applicable health district standards for water and sewer must be met by
the ADU.
The ADU will be connected to an approved water system (PUD #1) and
the Environmental Health Department approved the design review for the
septic system on 2127108 (SWG2008-00012).
G. No recreational vehicles shall be allowed as ADUs.
The proposed ADU is not a recreational vehicle.
H. Only one ADU is allowed on any property.
Only one ADU is requested.
I. An additional off-street parking space must be provided for the ADU.
There is a garage space allotted for the ADU below the proposed ADU.
Staff Response: The ADU as proposed meets all of the above criteria A— I.

1. Will the proposed use be detrimental to the public health, safety and welfare?
Staff Response: The placement of the ADU meets all county setbacks and
assures adequate off street parking. No potential detrimental effects have been
identified. This parcel has had a geotechnical assessment reviewed and
approved for the proposed development (Exhibit 6). The ADU will be connected
to an approved water system (PUD #!) and the design review for the septic
system was approved by the Environmental Health Department on 2127108
(SWG2008-00012).
2. Will the proposed use be consistent and compatible with the intent of the
Comprehensive Plan?
Staff Response: There do not appear to be any conflicts with the County
Comprehensive Plan. Section H-109 states "Mason County should provide for
accessory dwelling units in any district which is otherwise restricted for use only
to single family dwellings."Mason County Code Rural Residential 2.5 zoning
does allow for one accessory dwelling unit per parcel. The applicant resides on
the parcel.
3. Will the proposed use introduce hazardous conditions at the site that cannot be
mitigated through appropriate measures to protect adjacent properties and the
community at large?
Staff Response: No hazardous conditions would be expected as a result of the
proposal. All construction will be to County code and will meet all required codes
and setbacks.
4. Is the proposed use served by adequate public facilities, which are in place, or
planned as a condition of approval or as an identified item in the County's Capital
Facilities Plan?
Staff Response: The ADU will be connected to an approved water system (PUD
#1) and the design review for the septic system was approved by the

driveway accesses the proposed ADU from E. Fourth Street.
5. Will the proposed use have a significant impact upon existing uses on adjacent
lands?
Staff Response: There does not appear to be a significant impact upon existing,
adjacent land uses. Adjacent land uses are residential. The area is within the
Union Rural Activity Center and this area by designation has more intense land
use than other rural areas as shown in the aerial photo (Exhibit 8). This parcel
has had a geotechnical report reviewed and approved for the proposed
development (Exhibit 6).
6. If located outside an Urban Growth Area, will the proposal result in the need to
extend urban services?

IX. General Review Criteria Mason County Code 15.09.055(C)
1. The development does not conflict with the Comprehensive Plan, and meets
the requirements and intent of the Mason County Code, especially Title 6, 8,
and 16.
The proposal does not conflict with the Comprehensive Plan. The proposal
meets the requirements of Title 6. The ADU will be connected to an approved
water system (PUD #1) and the Environmental Health Department approved
the design review for the septic system on 2127108 (SWG2008-00012). The
Special Use Permit has been conditioned that the approval of this project is
subject to the recommendations and specifications outlined in the attached
geotechnical report or assessment (approved 3113108). The proposal is SEPA
exempt per WAC 197-11-800 (1)(b)(i). Title 16 does not apply.
2. Development does not impact the public health, safety and welfare and is in
the public interest.
The proposed ADU will be constructed to current county code, meets all
required setbacks and has an approved geotechnical report to address slope
stability in order to address public health, safety and welfare issues.
3. Development does not lower the level of service of transportation and/or
neighborhood park facilities below the minimum standards established within
the Comprehensive Plan.
The proposed residence will not lower the level of service of transportation
below the minimum standards established within the Comprehensive Plan.
The transportation service is from E. Fourth Street#57920 and the existing
Level of Service (LOS) is A (Comprehensive Plan V111-1.10). The trips per day
would not exceed 10 so this does not change the LOS. This project does not
lower the LOS for neighborhood park facilities below the minimum standards

established within the Comprehensive Plan Table V1.5-2. In most cases the
population would have to more than double to exceed these standards.
X. Conclusions. As designed, the project is consistent with the Mason County
Development Regulations. Staff recommends approval as conditioned.
XI. Conditions.
1. The approval of this project is subject to the recommendations and
specifications outlined in the attached geotechnical report or assessment.
2. The owner shall reside in either the principal residence or the ADU.
VIII.Choices of Action.
1. Approval of the SUP request.
2. Denial of the SUP request.
3. Conditional approval of the SUP request.
4. Postpone the decision for further information.

1.0 INTRODUCTION
Envirotech Engineering (Envirotech) has completed a geological assessment for a vacant
property identified as parcel number 32232 50 49017 located in Mason County,
Washington (Project). As presented herein, this report includes information pertaining to
the Project in this Introduction Section; observations of the property and surrounding
terrain in the Surface Conditions Section; field methods and soils descriptions in the
Subsurface Investigation Section; and, assessments for landslides, erosion and seismic
hazards in the Conclusions Section.
An initial geological/geotechnical evaluation of the Project was conducted by Envirotech
with the property owner, Deborah Reis, on December 18, 2007. It was previously
determined that slopes between 15% and 40% were present within 300 feet of the
planned development, and subsequently will require a geological assessment pursuant to
landslide hazard areas of the Mason County Resource Ordinance (MCRO). During the
evaluation and site visit by Envirotech, surface and subsurface conditions were assessed.
After completion of the field work and applicable Project research, Envirotech prepared
this geological assessment.
1.1 Project Information
Information pertaining to the Project was provided by the property owner, and general
assumptions typical of this type of development. The Project is accessed from a paved
road (E McReavy Road) linking State Route 106. See the vicinity map on the following
page of this report. The new development is expected to consist of an approximate 1200
square feet single family residence with a loft, driveway, and on-site septic features.
Construction is expected to consist of a typical wood frame, with concrete footings, and
slabs-on-grade. Footings are expected to be 16 inches wide and placed at a minimum
depth of 12 inches below the ground surface. Clearing of vegetation is expected, and

1.2 Purpose of Investigation
The purpose of this geological assessment was to evaluate the Project in order to confirm
that the proposed development is outside of any landslide hazard area and its associated
buffers and setbacks as determined in the MCRO. The investigation included
characterizing the general Project surface and subsurface conditions, and evaluating the
suitability of the soils to support the planned site development.
1.3 Scope of Work
In order to fulfill the purpose of investigation, the geological/ geotechnical program
completed for the proposed improvements of the Project include:

• Review project information provided by the Project owner/ developer;
• Conduct a site visit to document the site conditions that may influence the
construction and performance of the proposed improvements;
• Define the general subsurface conditions of the site by observing two existing
excavations within the Project, observing one test pit near the planned building
footprint, and review well logs from existing wells near the Project;
• Perform soils testing to determine selected index properties of the soils that
includes 2 visual classifications-,
• Complete an engineering assessment supported by planned site alterations, and
the surface and subsurface conditions that were identified by the field
investigation, soil testing, and applicable Project research; and,
• Establish engineering conclusions based on findings and anticipated development.

2.0 SURFACE CONDITIONS
Information pertaining to the existing surface conditions for the Project was gathered on
December 18, 2007 by Michael Staten, geotechnical engineer with Envirotech. During
the site visit, site features were documented, soil samples were collected from selected
locations, and near-surface soils were visually classified. This Surface Conditions Section
provides information on general observations, vegetation, topography, drainage and
slope/ erosion conditions for the Project and surrounding areas that may impact the
Project.
2.1 General Observations
The Project is currently undeveloped land as previously mentioned, and surrounded on
three sides by Mcreavy Road and 41h Street. Residential development of moderate density
exists beyond the property lines. Vegetation on the property consists dense alders,
maples, cedars, ferns, blackberry, ivy, Oregon grape, and other trees and shrubbery
common to this area of the Pacific Northwest. An aerial photo of the project and
immediate vicinity is provided on the following page.
2.2 Topography
The Project is situated within and near moderate terrain. The building envelope location
appears to be on relatively flat ground. The topographic information provided in this
section was extrapolated from a public lidar source, and incorporated observations and
field measurements. See the Site Map in Appendix A for an illustration of the general
slope indicators with respect to the planned development.
2.2.1 Upslope Geomorphology
Ascending grades are located to the south of the planned development beyond 4`1,
Street. This slope is as much as 25% with a vertical relief of over 200 feet.
Ascending 2:1 grades exist on the property abutting 4'h Street with a vertical relief
of about 5 feet. There are no apparent water bodies or wetlands located upslope
from the planned development.
2.2.2 Downslope Geomorphology
Descending grades of approximately 191/o begin at several feet beyond the
location of the planned development in a northerly direction. This vertical relief is
approximately 50 feet. This average grade increases at a distance just over 300
feet from the planned development.
2.3 Surface Drainage
The majority of the stormwater runoff originating upslope from the anticipated

development is expected to be collected in the drainage channel on the south side of 41h
Street. Some of this stormwater may flow over the roadway if the channel is blocked or
during long durations of intense rainfall. Significant surface„runoff_does not appear to
enter the Project _near_the proposed deve o ment. Excessive scour, erosion or other
in ications of past drainage problems were not observed at or near the planned
development. However, surface drainage was impeded during the time of the site visit
due to an abundance of subsurface water.
2.4 Slope and Erosion Observations
The existing, moderate slopes near the Project signal a potential landslide or erosion
hazard area. Some indicators thai may suggest past slope movements include:
• Outwash of sediments near the bottom of the slope,
• Fissures, tension cracks or naturally stepped land masses on the face or top of the
slope, and parallel to the slope,
• Fine, saturated subsurface soils,
• Old landslide debris,
• Significant bowing or leaning trees, or,
• Slope sloughing or calving.
Significant mass wasting on the property or within the general vicinity of the Project
were not observed or discovered during research. Indications of past landslides, current
unstable slopes, deep-seated slope problems, or surficial slope failures were not observed
during the site visit.

3.0 SUBSURFACE INVESTIGATION
Information on subsurface conditions pertaining to the Project was gathered during
research and the site visit on December 18, 2007 by Michael Staten, geotechnical
engineer with Envirotech. Specific information on field methods, sampling, field testing,
subsurface conditions, and results from soil testing are presented in this section of the
report. Appendix B has pertinent information on subsurface conditions for the Project,
including two test pit logs representative of the bearing soils of the building, and one
water well report.
3.1 Field Methods, Sampling and Field Testing
Information on subsurface conditions for the Project was accomplished by observing
soils within existing test pit excavations near the planned building footprint of up to
approximately 4 feet below the existing ground surface. Information on subsurface
conditions also included reviewing water well reports originating from nearby properties.
One bulk sample w collected
p e as co ected at the Project site at approximately 1.5 feet below the
existing ground surface near the anticipated-building location. The soil sample collected
was secured and transported for possible laboratory testing.
Envirotech measured the relative density of the in-situ soils by gauging the resistance of
hand tools. Field testing results generally indicated medium dense soils in the upper l
foot within the testing locations, and dense to very dense soils from 1 foot below ground
surface to the depth of terminous.
3.2 Geologic Conditions
In general, soils at the project are composed of materials from glacial advances. The
geologic conditions as presented in the "Geologic Map of Washington," compiled by J.
Eric Schuster, 2002 indicates Quaternary sediments, Qg. Quaternary sediments are
generally unconsolidated deposits, and dominantly deposited from glacial drift, including
alluvium deposits. This project is located within the Puget Lowland. Typically, "lower
tertiary sedimentary rocks unconformably overlie the Crescent Formation." as revealed in
the Geologic Map. Initial sedimentary rocks were formed from shales, sandstones and
coal deposits from rivers. During the Quaternary period, the Puget Lowland was covered
by numerous ice sheets, with the most recent being the Fraser glacier with a peak of
approximately 14,000 years ago. Upon the glacial retreat, the landscape was formed by
glacial erosion glacial drift deposits.
According to the "Geologic Map of the Shelton 1:100,000 Quadrangle, Washington," by
Robert L. Logan, 2003, the site soils are subgrouped as Alpine Glacial Deposits. Specific
units for this Project include alpine outwash, pre-late Wisconsinan (Pleistocene), Qom.
From this geologic map, Qap,, is "stratified sand, gravel and cobbles; in the Quinault
basin, clasts consist of sandstone and less-abundant basalt from the Olympic Mountains

core and peripheral rocks; in streams draining the southern and southeastern Olympics,
clasts consist primarily of Crescent Formation basalt with less-abundant Olympic-core
sandstone, may include peat, silt, and clay, and may be capped by weathered loess, clasts
are generally more rounded than those in till and lack facets and striations; poorly to
moderately sorted; gray to subtle yellow with wispy orange weathering."
3.3 Specific Subsurface Conditions
The following subsurface conditions are estimated descriptions of the Project subgrade
utilizing information from the depth of penetration at all testing, sampling, observed and
investigated locations. Soils for this project were described utilizing the Unified Soil
Classification System (USCS). Using the USCS in conjunction with estimated relative
densities and other anticipated engineering properties of the soil, susceptibility for
potential landslides, erosion and seismic hazards may be assessed.
The Project is composed of native soils beneath an organic/ soil mixture of about 12
inches, with no indications of borrowed fill. For engineering purposes, these native soils
consist of distinguishable layers, as presented below.
Soils within the upper 3_to,4 feet of natural ground are very moist to wet, medium dense
to dense brown silty sand with gravel (SM). Gravels are primarily well-graded, and I
subrounded to subangular. Sand content was primarily coarse, and the fines content/
'exhibited low to medium plasticity.
Soils beginning at 3 feet to 4 feet below the ground surface to an unknown depth is very
dense, moist, brown silty sand with gravel (SM). Gravel content was primarily
subrounded and well-graded. Sand content was primarily medium and coarse, and the
fines content exhibited none to low plasticity.
According to the well reports, the very dense gravel, sand, and silt soils may extend to
depths of over 20 feet below the ground surface.
3.3.1 Groundwater
From the water well report and knowledge of the general area, permanent
groundwater is expected to be greater than 100 feet directly below the property at
the building pad location. Seepage and significant groundwater was evident in the
upper 3 to 4 feet of soils. Overall, the upper subsoil consists of a moderate
permeable stratification due to the soil classification and relative density.
3.4 Soils Testing
The soil samples obtained at the Project site during the field investigation were preserved
and transported for possible laboratory testing. Visual classification of soils was
performed in the field. The following soil tests were performed in accordance with the

3.4.1 Visual Classification
The general results from the visual classification are presented above in the
Subsurface Conditions Section at depths of up to 6 feet below the natural ground
surface. Specifically, soils within the upper 3_to.4 feel consisted of approximatelyM
20% gave, 50.% sand-sued soils;^and low to medium_,plastic-fines. Minor
variations observed during the visual classification of particle size content (i.e.
gravel, sand, fines), or isolated pockets within the soil stratification were
insignificant in relation to the overall engineering properties of the soil.

4.0 ENGINEERING CONCLUSIONS
The following sections present engineering assessments and conclusions concerning the
proposed development of the Project. These conclusions have been made available based
on the planned improvements as outlined in the Introduction Section of this report;
general observations of drainage and topography as summarized in the Surface
Conditions Section; and, soil conditions that were identified by the field investigation and
soils testing as outlined in the Subsurface Investigation Section. Conclusions for the
Project that is provided herein, includes pertinent information for landslide, erosion and
seismic hazards.
4.1 Landslide Hazards
Landslides and erosion are natural processes, and structures near slopes possess an
inherent risk of adverse settlement, sliding or structural damage due to these processes.
These risks cannot be eliminated for any site with moderate to steep sloping grades.
Geotechnical and geological engineering provides an acceptable factor of safety for
building near sloping site conditions. These factor of safeties are based on engineering
judgment, and engineering standards accumulated from years of academic and
professional research by individuals in the field of geotechnical and geological
engineering.
Surface sloughing or other types of surficial slope movements usually do not affect the
deep-seated structural capability of the slope. However, excessive and/or repeated
surficial slope movements, if not repaired, may represent a threat to the structural
integrity of the slope. With appropriate drainage and erosion control provisions for this
Project during and after construction, it is unlikely that this Project will experience
excessive surficial movements. However, maintenance of the slope should be completed
if the situation does arise in order to prevent the possibility of further surficial or deep
seated slope movements that may be damaging to life or property.

According to the Coastal Zone Atlas of Mason County, Washington, the Project is within
and near terrain labeled `Intermediate' regarding potential landslide activity. Historically,
Intermediate terrains have no known landslides. A Stability Map from the Coastal Zone
Atlas for the general area of this Project may be found on the following page of this
report.
Past landslide activity near the proposed development was not revealed during the Project
research. In addition, detrimental landslide activity was not observed during the site visit
as outlined in the Surface Conditions Section of this report. Considering the planned
construction as summarized in the Introduction Section of this report, it is our opinion
that the proposed site alterations will not encourage a landslide hazard.

4.1.1 Septic Drainfield Impacts
The approximate locations of the planned septic drainfields are presented on the
Site Plan in Appendix A of this report. The drainfields are not expected to
adversely influence moderate slopes within the vicinity of the septic components,
or affect the stability of the planned building structure. This determination is
partly based on the behavior and characteristics of the Project soils under
saturated conditions, in addition to the relatively moderate grades located
immediately upslope and downslope from the proposed drainfield location.
4.1.2 Surface and Subsurface Drainage
This Project experiences significant subsurface drainage, and minor surface runoff
originating from upslope properties. Substantial seasonal groundwater is
apparently confined to within the upper 4 feet of the subsurface. It is our opinion
that groundwater is not a limiting factor for slope stability or foundations if
construction is completed as expected per the information in the Introduction
Section of this report. Curtain drains would perform exceptional for this property

ii less groundwater was desired for this Project. If utilized, curtain drains should
extend along contours, and upslope from where groundwater is desired to be
lowered. These drains should penetrate the hardpan, and use appropriate drain
rock, drain pipe, and filter fabric typical of these systems. It is suggested that
outlets are established downslope and over 10 feet away from structures.
4.1.3 Ott site impacts
Potential off-site impacts are limited for this Project. It is Envirotech's opinion
that adjacent properties, both upslope and downslope from the planned site
alterations, should not be negatively impacted from a geotechnical perspective.
Existing stable slopes, good stormwater collection systems downslope from the
property, and anticipated stable slopes after construction does not warrant off-site
concerns for this Project.
4.2 Erosion Hazards
Based on the USCS description of the Project soils, the upper soils are considered
moderately erodible. Temporary and/ or permanent erosion control measures may be
required for any site when land disturbance is involved. Erosion control will mostly
depend on the timeliness of construction, moisture content of the soil, and amount of
rainfall during construction. Soil erosion typical to the existing conditions and planned
disturbance of this Project include wind-borne silts during dry weather, and sediment
transport during prolonged wet weather. Sediment transport of disturbed soils could be
from stormwater runoff or tracking off-site with construction equipment. Erosion control
measures may need to be employed if excessive erosion occurs or required by the County
or other prevailing agencies.
Erosion control information and specifications may be found in the "Stormwater
Management Manual for Western Washington," prepared by the Washington State
Department of Ecology Water Quality Program.
4.3 Seismic Hazards
Soils immediately below the expected foundation depth for this Project are generally
Type D, corresponding to the International Building Code (IBC) soil profiles. Type C
soils may be assumed for soils below 4 feet in depth. According to the IBC, the regional
seismic zone is 3 for this Project. The estimated peak ground acceleration ranges from
0.50g to 0.60g. This estimation is based on the United States Geological Survey (USGS)
National Seismic Hazard Project in which there is an estimated 2% probability of
exceedance within the next 50 years.
There are no known faults beneath this Project. The nearest Class `A' or 'B' fault to this
property is the Hood Canal Fault Zone. This fault is a Class `B,` and the distal end is

approximately 3 miles to the west of the Project. This information is supported by the
USGS Quaternary Fault and Fold Database for the United States.
The potential for liquefaction and other earthquake induced hazards are believed to be
very low for this Project. This is based on subsurface conditions such as soil
characteristics and the lack of a permanent shallow water table. Subgrade characteristics
that particularly contribute to problems caused by seismic events include submerged and
confined, poorly-graded granular soils. Although gravel- and silt-sized soil particles
could be problematic, fine and medium grained sands are typically subjected to these
types of seismic hazards. Significant sand stratifications are not anticipated to be within
the upper 50 feet of the subsoils, and permanent groundwater is expected to be greater
than 50 feet below the ground surface for this Project.

5.0 CLOSURE
Based on the project information and site conditions as presented in this report, it is
Envirotech's opinion that additional geotechnical studies are not required to further
evaluate this Project.
Due to the inherent natural variations of the soil stratification and the nature of the
geotechnical subsurface exploration, there is always a possibility that soil conditions
encountered during construction are different than those described in this report.
Therefore, it is recommended that a qualified engineer observes and documents the
construction, or Envirotech is promptly notified if project and subsurface conditions
found on-site are not as presented in this report so that we can re-evaluate our
recommendations.
This report presents a geological/ geotechnical assessment, and is intended only for the
owner, or owners' representative. Furthermore, this report is only valid for the project
information and location described herein.
The services described in this report were prepared under the responsible charge of
Michael Staten, a professional engineer with Envirotech. Michael Staten has appropriate
education and experience in the field of geotechnical engineering in order to assess
landslide hazards, earthquake hazards, and general soil mechanics.
