After reading your letter dated Dec. 2, 1997, 1 understand that the St. Andrew's House is a nonconforming use for the zone (Purrel Area). However the $IIYIN III(;! Comprehensive Plan Allows for additions of up to 20°! or 10,000 square feet of the OBVIU Il6CU$ existing building area (whichever is greater). We are proposing approximately 2000 square feet of addit*,on (not including decks) to the existing +/- 6000 square foot facility. This appears to fail within the allowances of the Comprehensive Plan. A small stream is on the site • we are assuming it to a Class V Water Type, and, of course, we'll need you to verify that for us. We are showing our addition minding a 8 a f N E N N 25 ft. setback to this stream, WCH1119101 Please let us know what the buffer zones are. All of the neighboring lots are 3 8 3 3 ? residential. The attached site plan shows a 200 ft. "setback" to the bulkhead along the beach. It was very helpful in clarifying important issues and answering pertinent questions. As you mentioned in our last phone conversation there were no significant planning issues. Public Works, building and fire department comments were also straight forward. In short, everything seems to be in order to proceed with the permit drawings from a building STEVEN RICE stand point. The health department has some concerns about the existing septic DAVID FERGUS system and water supply classification. We are currently working to resolve these issues; by next week we should know, in more detail, what steps we need to take and how long they will take. 262 4TH STREET I have outlined my understanding of the comments from each of the departments BREMERTON below. WASHINGTON 98337 Grace Miller (representing Hugo Flores); Planning Department • St. Andrew's House is in a"rural zone." • The retreat center is a non-conforming allowed use. FAX:792.1385 377-8113 . The buffer zones shown on the site plan are correct. AX: 92 • The stream is class V with a twenty-five foot setback. • Shorelines permit will not be required. • A soils report may be required because of the addition's proximity to the bank M E M B E R S A M E R I C A N above the stream bed (St. Andrew's House has hired a soils engineer. He is INSTITUTE OF preparing a soils report and has given a verbal approval for the building site). ARCHITECTS RA, Mr. Hugo Flores January 15, 1998 Page 2 Dave Salzer; Fire Marshal • The Fire Marshal may want to re-visit the fire resistive construction of the existing corridor walls • The entire fire alarm system will need to meet ADA audio and visual requirements • The existing access roads are steep and narrow; Dave will contact Fire District 6 to see if this will be an issue for them in the context of an expanded St. Andrew's House. Carolyn Jensen and Pam Denton; Department of Health • Water system will have to meet Group B requirements • We will need an engineer or water system designer to prepare"as-built"drawings of the existing system and conduct appropriate tests to show compliance with Group B requirements. • The septic system will need to meet current requirements. • Pam Denton will check health department records to determine what, if any, work will be required to meet health department standards. Kelly Mayo; Building Inspector • The proposal has two occupancy classifications: R1 includes the sleeping rooms, living room, dining room, and kitchen A3 includes the new chapel and the sun room(foyer) • 1-hour separation between RI and A3 is required • Occupant load factor of 200 will be used for the RI occupancy. This will create occupant loads of less than 10 for each upper floor sleeping wing. Please let me know if you or any of the departments have any corrections or additional comments.
